The motion was seconded by Commissioner Naumiak. All members voted aye with two members absent. 3) Old Business 2024-048A – 9357 Springfield Avenue (Residential) Applicant: Cristian Gansari Owner: Mitchell & Abigail Cooper Request: New detached residence (revisions) Discussion & Interested Parties Staff comments were read into the record. The petitioner reiterated that the front elevation of the proposal is not going to change, and that the changes focused on the side and rear elevations. Chairman Lynk asked to clarify what was changed from the previous proposal presented to them, the petitioner clarified that the changes include window type and installing taller windows to the side and rear elevations. 625048 DRAFT – NOT APPROVED Commissioner Maschek commented that he appreciated the petitioner keeping the neighbors involved as he did not see them at the meeting with any objections to the proposal. The petitioner addressed staff comments and clarified that the addition does not include more windows due to the maximization of the interior layout of the addition. The petitioner also mentioned that the garage and the addition has beige siding and they would prefer to match existing materials. Recommendation & Voting A motion was made to grant a Certificate of Appropriateness as presented with the allowance of the petitioner to use cementitious siding to closely match the existing garage. The vote was unanimous with two absences. Chairman Lynk asked if the petitioner plans to remove the shed that was outlined in the staff comments that was constructed without a permit. The applicant confirmed that the owners will remove the shed as part of this project. The Applicant mentioned that they brought in revised elevations to address the 51% masonry requirement outlined in the staff comments. Commissioner Maschek commented that it is a nice front elevation and mentioned that he is glad to see masonry added on the front elevation rather than vinyl siding. Recommendation & Voting A motion was made to grant a Certificate of Appropriateness as presented with the inclusion of the newly submitted elevations showing the 51% masonry requirement being met. Chairman Lynk asked the petitioners if they are aware of the required variations as part of this project, the petitioners confirmed that they understand. Commissioner Maschek commented that he understands staff comments regarding the symmetry of the windows, but outlines that the existing windows don’t line up anyway. Commissioner Maschek mentioned that he likes the way the petitioner approached the design of the exterior elevations by adding vertical siding and the change in color. Commissioner DaMario asked staff to clarify the location of the vertical siding, which was noted to be placed at the corners of the front façade, directly adjacent to the windows. Chairman Lynk asked the petitioners what the purpose of adding vertical siding was, they explained to add contrast to the front façade and add additional architectural features. Commissioner Maschek commented that the vertical elements in the front façade tie together well. Motion: Joe Maschek Second: Julie Naumiak Ayes: 5 Nays: 0 Absent: 2 2025-004A – 9648 Kedvale (Residential) Applicant & Owner: Mohammed Adil Request: Convert carport to attached garage Discussion & Interested Parties Staff comments were read into the record. The petitioner explained that he and a friend converted an existing carport into an attached garage by adding plywood and vinyl siding. He mentioned that he did not realize he was required to attain a building permit for this project. Chairman Lynk explained to the petitioner that the Commission cannot design the attached garage for them, but what the petitioner presented to the Commission is not representative of what would be allowed by the Village Standards and by the Appearance Commission. Mr. Lynk mentioned that there needs to be a better design that either matches existing brick or creates an aesthetically pleasing contrast of materials, but that current conditions as the petitioner built, is not acceptable to the Commission. Commissioner Maschek explained that they cannot design the proposal for the petitioner but he suggested using the existing vertical siding on the front façade and try to incorporate that into the design of the proposed attached garage. Presiding officer, Brian Augustine, explained that there is enough masonry on the existing elevations for the petitioner to meet the required 51% masonry requirement if they were to leave the attached garage as is or if they were to use any other material other than masonry. Commissioner Maschek suggested that the petitioner mimic the trim around the windows of the house on the garage. Chairman Lynk summarized that the Commission would like to see vertical brown siding that matches existing materials on the house within the front and rear elevations of the attached garage where garage doors are present. Recommendation & Voting No vote – case was continued to March 26, 2025 625048 DRAFT – NOT APPROVED 5) Communication from Staff Presiding Officer, Brian Augustine, explained that the next meeting will be on February 28, 2025. It is a special meeting for a rehearing of a previously reviewed case that is changing. Mr. Augustine shared that an agenda has not been made for this meeting and that if the petitioner cannot make the meeting, the meeting will be cancelled. Commissioner Maschek shared with the Appearance Commission that he serves on the Housing Sub-Committee and they are currently reviewing the Appearance Commission process, as to how the Commission manages new and review cases. Brian Augustine, the presiding officer, corrected the staff comments provided regarding the window matching for the East elevation, which was intended to say West elevation. 624208 DRAFT – NOT APPROVED Chairman Lynk confirmed with the petitioner that the addition will match existing materials and that it will look congruous as if it were there originally. The project Architect confirmed this to be true. Chairman Lynk asked if the brick color will be the same. The Architect stated that their intention is to re-use the brick from the existing garage that will be removed. Commissioner DaMario inquired about the West elevation window from the staff comments. The Architect explained that the window is further back and not visible from the street, so the petitioners found it unnecessary to include the additional window on the West elevation. Commissioner Maschek shared his appreciation and support for the proposal but stated he had one suggestion for the South elevation. He suggested adding a one-foot projection on the eave over the office to create a break in the long elevation. The Architect acknowledged the suggestion. Commissioner Klein asked if the petitioner will be adding new landscaping. The Architect explained that the rendering does not show the existing landscaping but the property images shows a buffer of landscaping in their rear yard to provide more privacy and additional landscaping will be added as the garage door is being repositioned. The project Architect addressed the staff comments by altering the North elevation by adding three vertical recesses that are painted black to add to the design elements of the North elevation. Commissioner DaMario asked how they will be achieving that look. The Architect clarified that that they will be removing brick and adding black metal panels to achieve the proposed look. 624208 DRAFT – NOT APPROVED Commissioner Naumiak asked if the window trim was black. The Architect confirmed this to be true. Commissioner Joe Maschek commented that the North elevation will be up against the Ignite building and the two blank elevations will be up against the property line and will eventually be covered. He also mentioned that the windows in the North elevation are set back by 5 feet so it is not just a flat elevation, and agrees that the black vertical panels will add to the façade. Commissioner Maschek commented that entrance on the North-West corner has elements of color on it, and would like to see more color added on the façade with frontage on Skokie Boulevard and on the roof. Commissioner Maschek commented on the importance of improving that corner as the surrounding area gets redeveloped. Commissioner Klein commented that different paving by the entrance of the residential and commercial space may help the space stand out. Commissioner Maschek commented that paving would make space for public art and transform the corridor into something more attractive. Commissioner DaMario asked what the projections on the roof are. The Architect explained that there is a roof deck and they are projected canopies with fabric material. Recommendation & Voting A motion was made to grant a Certificate of Appropriateness as presented with the inclusion of adding elements of color at the roof, adding a paver or paved area in the parkway, and adding vertical bands on the North elevation. The project will consist of the demolition of a small one- story addition and construction of a larger addition in its place. Overall staff has no objections to the proposed elevations. The siding will be hardie board and the color appears to match the existing siding that is to be removed. Staff prefers larger or additional windows on the addition, but supports the request as presented. 2025-002A 45 Williamsburg Rd – The applicant is proposing to construct a 1-story rear addition and a 2-story addition in the front of the building. The shed in the side yard was installed without a permit and will need to be removed as part of this project or staff will begin enforcement proceedings. Overall staff has no objections to the proposed elevations. The applicant will need to verify that at least 51% of the building elevations are masonry as required by Sec 22- 63 (53) of the Skokie Village Code. 2025-003A 7901 East Prairie Rd – The applicant is proposing to construct a 2nd floor addition over the west (front) portion of the building. The applicant will need at least one variation for having an accessory structure in the required corner side yard. Another variation may be required to construct the addition as it will not be located 10 feet from the south lot line. Staff is researching the permit history. Staff’s only comments are regarding window placement and the use of horizontal and vertical siding on the same elevation. Ideally the window placement would better line up and mimic the windows on the first floor. Typically, staff would not be in favor of both horizontal and vertical siding on one elevation. Staff will defer to the Commission. 2024-004A 9648 Kedvale Ave – The applicant has started the process of converting a carport to an attached garage without a permit. The applicant applied for a permit and as part of the permit process, the applicant is required to obtain approval from the Appearance Commission. Staff is not supportive of the proposed elevations for several reasons. Staff does not support the use of vinyl siding for any of the elevations. Staff recommends the use of a cementitious siding for the side and rear elevations. The front elevation of the attached garage should look more like the front of the existing house and less like a detached frame garage. Masonry should be used along the front of the garage (same height as on the house) to mimic the existing masonry on the house. The top portion of the garage elevation should match the existing vertical siding that is black in color on the house. OLD BUSINESS: RESIDENTIAL REQUESTS 2024-048A 9357 Springfield – The applicant received a Certificate of Appropriateness at the November 13, 2024 Appearance meeting. The applicant is now requesting approval to change the windows on the side and rear elevations.
