5127 Oakton Street, Skokie, IL 60077 847-673-0500 www.skokie.org SKOKIE BOARD OF FIRE AND POLICE COMMISSIONERS MINUTES OF REGULAR MEETING July 21, 2025 PRESENT: Board Chair Willard Evans Vice Chair Helene Levine Commissioner Nicole Potthast Commissioner Bruce Rottner Commissioner Ferdinand Soco ALSO PRESENT: Debra Stinson, Board Secretary Jeffrey Hoeflich, Fire Chief Jesse Barnes, Police Chief Nicholas Eschner, Deputy Fire Chief The meeting was called to order at 6:03 p.m. by Board Chair Willard Evans. As there were no corrections to the June 16, 2025 meeting minutes, Commissioner Bruce Rottner made a motion, seconded by Commissioner Nicole Potthast, to approve the minutes. One citizen joined the meeting for Public Comments where he extended congratulations to the Fire Chief Designate, Nicholas Eschner, and expressed interest in meeting with the Police Department regarding traffic flow around schools along with discussions relative to bussing rules and regulations. Memoranda presented by Fire Chief Jeffrey Hoeflich announcing the resignation of Firefighter Zane McCartney with six months of completed service; along with a recommendation for the permanent appointment of Firefighter Michael Hernandez effective June 17, 2025 after having successfully completed all minimum standards testing and meeting all qualifications required of a probationary firefighter. A written message from Village Manager John Lockerby was also presented announcing the retirement of Fire Chief Jeffrey Hoeflich after having served 39 years with the Skokie Fire Department. The Board expressed gratitude for their service and extended well wishes to each of them. The Fire Lieutenant Promotional Process launched June 6, 2025 and 21 Firefighters expressed interest in upward mobility. The next steps include the Assessment Center scheduled for August 26 and 27, 2025, followed by the Promotability Counci!' Manager Govern ment Fully Accredited Fire, Police and and Public Public Works Departments \ State ofl!l! ofIHmois Cern/ied Henlth Department Government Finance Officers Association Budget Award & Certificate of Achievement for ExceHence in Financial Reporting Potential Evaluation, and the BFPC Interviews scheduled for the third week of September, 2025. Commissioners Willard Evans, Nicole Potthast and Bruce Rottner will conduct the promotional interviews. With no further business on the agenda, at 6:19 p.m. Board Chair Evans made a motion to move into Executive Session, seconded by Commissioner Bruce Rottner. Commissioner Nicole Potthast will have the honor of performing the swearing-in duties.
