A. Call to order: The meeting was called to order at 7:00 p.m. by Dr. Werner, Chair. Dr. Werner
reminded that the meeting is being recorded and read a statement that meetings will be held
electronically until further notice per the State of Illinois Gubernatorial Disaster Proclamation.
Members of the public may submit questions to Mr. Michael Charley and they will be presented
and read during the relevant portion of the meeting.
B. Approval of Minutes: The minutes from the February March 11, 2021 meeting was approved.
C. COVID-19 Updates: Michael Charley: Mr. Charley reported he statistics from Skokie’s COVID-19
Vaccination Campaign:
• 5876 positive cases in Skokie
• 122 total COVID-19 related deaths
• The positivity rate is at 2.71%
• 18,280 doses have been administered to-date
• 28,449 Skokie Residents received at least one dose
• Skokie will start to vaccinate homebound residents.
• CDC guidance now states fully vaccinated people do not need to get tested or self-
quarantine after travel. Also, fully vaccinated people can visit other fully vaccinated
people indoors without wearing masks or social distancing.
• COVID-19 Variants are a mutation in the COVID-19 virus. There 5 variants reported in
the US now. The variants are more contagious, cause severe disease and reduced
effectiveness of treatments or vaccines.
D. Chair’s Report: Dr. Werner gave a presentation to recognize that April 5 – 11, 2021 is National
Public Health Week. The theme for this year is “Building Bridges to Better Health”. He
mentioned Skokie’s Vaccination clinics have been up and running with much appreciated
success. Q&A followed Dr. Werner wanted to know if somebody lost their CDC card what would
they do? Mr. Charley replied that because each person’s vaccination info is put in the State
database called ICARE and that the Health & Human Services Department has access to this
information and can provide a replacement card at a minimal fee. They also discussed May is
“Bicycle Safety Month”.
E. Director’s Report: (See COVID-19 Updates)
F. Presentation: One Year in: The Impacts of COVID-19 from a Community Mental Health
Perspective (Cordelia Loots-Gollin, MSW, LCSW, Manager of the Intake Program &
Psychotherapist, Turning Point Behavioral Health Center, Skokie, IL). The presentation was very
informative, and the board thanked Ms. Loots-Gollin for sharing.
G. Old/New Items of Business: Dr. Werner mentioned the bicycle safety initiative is still being
worked on. Mr. Charley presented the written proclamation from Mayor VanDusen recognizing
the great job HHS has done with COVID-19 response.
H. Citizen Comments: No citizen comments to report.
