12625 MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8 p.m. on Monday, June 4, 2012 Pledge of Allegiance led by Cub Scout Pack #85 from Middleton School. The Mayor called the meeting to order. The Clerk called the Roll. Those present were Trustee Perille, Roberts, Sutker, Bromberg, Shah, Lorge and Mayor Van Dusen. Motion to approve the Consent Agenda. Moved: Trustee Shah Seconded: Trustee Brombrerg Ayes: Perille, Roberts, Sutker, Bromberg, Shah, Lorge and Mayor Van Dusen Nays: None. Absent: None. MOTION CARRIED * Approve, as submitted, minutes of regular meeting held May 21, 2012. Omnibus vote. * Approve Voucher List #26-FY12 and Voucher List #2-FY13 of June 4, 2012. Omnibus vote. Recognition, Presentations and Awards. A. Award: Skokie Award for Artistic Excellence presented by Chairman Andrea Siegel of the Skokie Fine Arts Commission to Katherine Spreitzer. She received the Niles West Pop “n” Rock award and was instrumental in District 219 receiving the 1st Kennedy Center Award given to a Public School District. She has pitched in to sew costumes, painted sets and created the Niles West “Wolf” Logo. She received a standing ovation from the Board and audience. * Appointments, Reappointments and Resignations. *A. Appointments: Sustainable Environmental Advisory Commission (Three-Year Term): Tina DeAragon and Jeff Burman. Mayor Van Dusen introduced Tina DeAragon as a new member of the Commission. *B. Reappointment: Beautification and Improvement Commission (Two-Year Term): Igor Gerenrot Omnibus vote. Report of the Village Manager. * A. Bid Report – Removal and Replacement of Sidewalk, Deteriorated Curb & Gutter and Concrete Pavement Patching – Globe Construction, Inc., Addison, IL - $138,000. Motion to award a contract to Globe Construction, Inc., Addison, IL in the amount of $138,000 for removal and replacement of sidewalk, deteriorated curb & gutter and concrete pavement patching Omnibus vote. * B. Bid Report – 2012 Sewer Cleaning & Televising Program – Chicago Trenchless Rehabilitation Systems, Glenview, IL - $89,474.36. Motion to award a contract to Chicago Trenchless Rehabilitation Systems, Glenview, IL in the amount of $89,474.36 for 2012 sewer cleaning & televising program. Omnibus vote. Report of the Corporation Counsel. CONSENT: *A. Ordinance 12-6-C-3906 Motion to adopt an ordinance amending Chapter 118, Appendix A, of the Skokie Village Code to include real estate services and property management services in the M1 Office Assembly industry, M2 Light Industry, M3 Industry and OR Office Research districts (2012-17P). Executive Session Motion to approve the request of the Corporation Counsel for an executive session in accordance with paragraph 2(c)(1) of the Illinois Open Meetings Act pertaining to personnel matters and to adjourn there from. MOTION CARRIED Citizen Comments. 73.5 School Board President, Jim McNelis, and Superintendent Kate Donegan spoke about a Joint Action Plan Committee concerning Main Street traffic by the school. Melina Kelson, 3556 Main spoke about calming measures on Main St. . Joanne Marsden, 5247 Greenleaf also spoke about traffic conditions. Ron Field, 7511 Kolmar spoke about concerns with the traffic light at Howard, Lincoln and Skokie Boulevard. The Village Manager will look in to the matter. Adjournment. 404312 VOSDOCS-#377419-v2-2011_Sewer_Point_Repair_Bid_Report A JPH: *6/4/12 PC: 2012-17P THIS ORDINANCE MAY BE CITED AS VILLAGE ORDINANCE NUMBER 12-6-Z- AN ORDINANCE AMENDING CHAPTER 118, APPENDIX A, OF THE SKOKIE VILLAGE CODE TO INCLUDE REAL ESTATE SERVICES AND PROPERTY MANAGEMENT SERVICES TO THE M1 OFFICE ASSEMBLY INDUSTRY, M2 LIGHT INDUSTRY, M3 INDUSTRY AND OR OFFICE RESEARCH DISTRICTS 1 WHEREAS, the petitioner, Eitan Coresh, requested that Chapter 118, Appendix A, of 2 the Skokie Village Code (hereinafter “Code”) be amended to include real estate services and 3 property management services as permitted uses in the M2 Light Industry district; and 4 WHEREAS, the land use category of real estate services consists of the following 5 types of businesses: appraisal services, land rental and leasing offices, escrow agencies, 6 real estate asset management services and real estate consultants. These businesses 7 function mainly as office uses, with very little walk in cliental; and 8 WHEREAS, the real estate services land use category functions similarly to the 9 professional service uses, which are already permitted in the M1 Office Assembly Industry, 10 M2 Light Industry, M3 Industry and OR districts. It is also similarly to commercial property 11 management which is a permitted use in the OR districts, as well; and 12 WHEREAS, the Zoning Review Committee reviewed the request and determined that 13 it was consistent with the intent of the Code and recommended to the Skokie Plan 14 Commission, that to be consistent, real estate services, commercial property management 15 and rental property management be added to Chapter 118, Appendix A, as permitted land 16 uses in M1, M2, M3, and OR districts; and 17 WHEREAS, at a public hearing duly held on April 19, 2012, for which proper legal 18 notice was given and no interested parties testified, the Skokie Plan Commission voted to 19 recommend to the Mayor and Board of Trustees for the Village of Skokie that Chapter 118, 20 Appendix A, of the Code be amended to add real estate services and property management 21 services as permitted uses in the M1, M2, M3, and OR districts, as indicated above; and 22 WHEREAS, the Mayor and Board of Trustees of the Village of Skokie, at a public 23 meeting duly held on May 7, 2012, concurred in the aforesaid recommendation of the Skokie 24 Plan Commission; 25 NOW, THEREFORE BE IT ORDAINED by the Mayor and Board of Trustees of the 26 Village of Skokie, Cook County, Illinois: 27 Section 1: That Chapter 118, Appendix A, of the Skokie Village Code be and the 28 same is hereby amended in the manner hereinafter indicated.
