12715 MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8 p.m. on Monday, May 20, 2013 Pledge of Allegiance led by Village Clerk Pramod Shah. The Mayor called the meeting to order. The Clerk called the Roll. Those present were Trustees Roberts, Sutker, Ulrich, Bromberg, Klein, Gray-Keeler and Mayor Van Dusen. Motion to approve the Consent Agenda with the exception of Item #C Moved: Trustee Sutker Seconded: Trustee Bromberg Ayes: Roberts, Sutker, Ulrich, Bromberg, Klein, Gray-Keeler and Mayor Van Dusen Nays: None. Absent: None. MOTION CARRIED *Approve, as submitted, minutes of regular meeting held May 6, 2013 Omnibus vote. * Approve Voucher List #25-FY13 and Voucher List #1-FY14 of May 20, 2013. Recognition, Awards and Honorary Presentations. A. Presentation: Presentation of LibraryAware Community Award to the Skokie Public Library Skokie Public Library (SPL) and its community are the second-place LibraryAware Award winners and will receive $7,500. Director Carolyn Anthony thanked the Library Journal and stated that it is an honor and privilege to represent the Community. The Library Award was presented to the Village of Skokie and will be placed at the Village Hall. Appointments, Reappointments and Resignations. A. Resignation: Appearance Commission: Ann Clark Omnibus vote. Report of the Village Manager. A. Skokie Multi-Use Path – Oakton Street South to Village Limit with Lincolnwood Contract Addition to T.Y. Lin International Great Lakes, Inc. for Phase 1 Conceptual Design & Phase 2 Final Design Engineering Services. Director of Engineering, Fred Schattner and Community Development Director Peyer answered questions from the Board. Motion to concur with staff’s recommendation and request Board approval for a contract addition with the projected consultant for additional design work for the Multi-Use Path Project from Oakton Street to south Village limit. The modification to the original engineering consultant contract is valued at $24,461.69, for a total revised contract in the amount of $145,988.68. Bid Report – 2013 Non-Arterial Street Resurfacing Program I – Peter Baker & Son Co., Lake Bluff, IL - $1,116,533.67. Senior Civil Engineer Erik Cook and Director of Public Works Max Slankard answered questions from the Board. Katie Gudgel, 5155 Brown, Skokie inquired if residents have the opportunity to view the street rating layer on the GIS Map Office. Resolution 13-5-R-1214 Motion to adopt a Resolution awarding a contract to Peter Baker & Son Co., Lake Bluff for 2013 Non-Arterial Street Resurfacing Program in the amount of $1,116,533.67. Moved: Trustee Bromberg Seconded: Trustee Ulrich Ayes: Roberts, Sutker, Ulrich, Bromberg, Klein, Gray-Keeler and Mayor Van Dusen Nays: None. Absent: None. MOTION CARRIED * D. FY 2014 Police and Administrative Vehicles – Currie Motors Inc., Frankfort, IL - $282,926. Motion to award a contract to Currie Motors Inc., Frankfort, IL in the amount of $282,926 for Police and administrative vehicles. Omnibus vote. Report of the Corporation Counsel. None Plan Commission. None. Citizen Comments. Katie Gudgel, 5155 Brown spoke about snow plowing on the bicycle paths. Habib Abbasi, 8139 Kilbourn commented on the Election, spoke about his recycling bin and wast concerned about work being done on fire hydrants in his neighborhood. There is a special power in a neighborhood where most families own their own homes; and WHEREAS, a new homeowner receives a key that does more than unlock a door: it represents a place where children can grow, learn, and feel safe. The Mayor of the Village of Skokie and the Board of Trustees are committed to helping more citizens – especially those who have been unable to afford a home, know the joy, the financial security, and the sense of community that comes with owning their own homes; and WHEREAS, The U.S. Department of Housing and Urban Development is providing families with the tools and information they can use to overcome the barriers that deny homeownership to far too many Americans. The department is working in partnership with state and local governments, community groups, and the private sector, to make the most effective use of federal funds. Through a combination of housing counseling, down payment assistance and tax incentives, we have helped more Americans than ever to buy homes. NOW, THEREFORE, I, GEORGE VAN DUSEN, Mayor of the Village of Skokie, do hereby proclaim the month of June 2013 as “NATIONAL HOMEOWNERSHIP MONTH” and that homeownership is good for the homebuyer, the Village of Skokie and our country. It is the American Dream and we have rededicated ourselves to that dream and to every American who seeks to achieve it. Among Skokie’s notable efforts to reach out to the community: some 28 members of its full-time public services staff spend six percent of their time going to community meetings and events, attending board meetings, and serving on community boards and advisory committees to learn about local needs. Two of SPL’s staff served on the Advisory Committee that helped the village’s Health Department develop a five-year Health Plan; one serves on the village’s Family Commission; and another on the Telecommunications and Technology Commission. “Their integration into the fabric of the local government is especially noteworthy,” says Ron Carlee, COO of the International City/County Management Association and one of the LibraryAware Award judges. SPL serves a population of 65,066, with a per capita budget of $163, or about $10.5 million in total. The library circulates more than two million titles per year and sees over 800,000 physical visits, plus about 1.2 million virtual ones (not counting the traffic to SkokieNet, the library’s community website).
