12747 MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8 p.m. on Monday, September 16, 2013 Pledge of Allegiance led by Village Clerk Pramod Shah. The Mayor called the meeting to order. The Clerk called the Roll. Those present were Trustees Roberts, Sutker, Ulrich, Bromberg, Klein, Gray-Keeler and Mayor Van Dusen. Motion to approve the Consent Agenda. Moved: Trustee Gray-Keeler Seconded: Trustee Sutker Ayes: Roberts, Sutker, Ulrich, Bromberg, Klein, Gray-Keeler and Mayor Van Dusen Nays: None. Absent: None. MOTION CARRIED *Approve, as submitted, minutes of regular meeting held September 3, 2013 Omnibus vote. * Approve Voucher List Voucher List #9-FY14 of September 16, 2013. Omnibus vote. *Proclamations and Resolutions. A. Proclamations: Skokie Car-Free Day – September 22, 2013 Filipino American History Month – October 2013 Illinois Arts & Humanities Month – October 2013 Omnibus vote. Presentations and Reports. A. Special Presentation: Chicago’s North Shore Convention and Visitors Bureau – Presentation by Gina Speckman, Executive Director Executive Director Gina Speckman gave an overview which included the Mission of the Bureau, Public/Private Partnership, Sales and Marketing, Year in Review, Hotel Performance Measurements, Online Advertising, Marketing Support, and Social media. She answered questions from the Board and thanked them for their support. Report of the Village Manager. A. No Report. Report of the Corporation Counsel. CONSENT: *A. Resolution 13-9-R-1224 Motion to adopt a resolution approving a plat of subdivision for the property located at 9300, 9310 and 9440 Kenton Avenue and 9301 Gross Point Road, Skokie, Illinois in an R1 Single- Family district (2013-21P). This item is on the consent agenda for adoption. Omnibus vote. FIRST READING: B. An ordinance establishing the compensation of the Village Manager, Deputy Village Clerk, Corporation Counsel and Assistant Corporation Counsels of the Village of Skokie. This item is on the agenda for first reading and will be on the October 7, 2013 agenda for second reading and adoption. 1 12748 Meeting of the Mayor and Board of Trustees Monday, September 16, 2013 Page Two SECOND READING: C. Ordinance 13-9-F-4008 Finance Director George Van Geem gave a report on the competitive bids on the bond issue. He reported on a rate of 2.88% interest rate instead of the 3.73%. Motion to adopt an ordinance providing for the issuance of $10,000,000 General Obligation Bonds, Series 2013A of the Village of Skokie, Cook County, Illinois, and providing for the levy and collection of a direct annual tax for the payment of the principal of and interest on said bonds. This item is on the agenda for second reading and adoption. Moved: Trustee Ulrich Seconded: Trustee Roberts Ayes: Roberts, Sutker, Ulrich, Bromberg, Klein, Gray-Keeler and Mayor Van Dusen Nays: None. Executive Session Request for an executive session in accordance with paragraph 2(c)(11) of the Illinois Open Meetings Act pertaining to the review and discussion of pending litigation. Moved: Trustee Bromberg Seconded: Trustee Sutker Ayes: Roberts, Sutker, Ulrich, Bromberg, Klein, Gray-Keeler and Mayor Van Dusen Nays: None. Absent: None. MOTION CARRIED Plan Commission. A. Plan Commission Case 2013-26P – Special Use Permit: 4255 Main Street Motion to concur with the Plan Commission that the petitioner’s request for a special use permit to allow a religious assembly use at 4255 Main Street be approved subject to all conditions. Moved: Trustee Klein Seconded: Trustee Sutker Howard Swibel on behalf of the Illinois Holocaust Museum gave some background information . Attorney Paul Plotnick for Kaleemiah Foundation gave an overview on the proposed project and answered questions from the Board. Architect Susan Auerbach, and Traffic Engineer Tim Doran from Gewalt Hamilton also answered questions. Khadija Husain, 4022 Harvard Terrace, Rabbi Amy Memis-Foler , David Hartman, 7844 East Prairie and a resident at 4304 Main all spoke on the proposed project. Ayes: Roberts, Sutker, Ulrich, Bromberg, Klein, Gray-Keeler and Mayor Van Dusen Nays: None. Absent: None. MOTION CARRIED Citizen Comments. Atorina Zomaya, 4144 Church St. spoke on behalf of residents concerning safety and criminal activity in Skokie. Alen Takhsh, 9200 Niles Center, Pete Dagher, 9232 Keating , Bonnie Fell, 4520 Grove, Sue and David Hartman, 7844 East Prairie and Kathy McKay, 9200 Niles Center Rd. all spoke on safety issue. Mayor Van Dusen spoke about a major man power study. Those present were Mayor Van Dusen, Clerk Shah, Trustees Roberts, Sutker, Ulrich, Bromberg, Klein, and Gray- Keeler. Also present were Village Manager Rigoni, Assistant Manager Lockerby, Corporation Counsel Lorge, Assistant Corporation Mueller and Risk Manager Prottsman.
