12809 MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8 p.m. on Wednesday, April 23, 2014 Pledge of Allegiance led by Village Clerk Pramod Shah. The Mayor called the meeting to order. The Clerk called the Roll. Those present were Trustees Roberts, Sutker, Ulrich, Bromberg, Klein, Gray-Keeler and Mayor Van Dusen. Motion to approve the Consent Agenda. Moved: Trustee Ulrich Seconded: Trustee Sutker Ayes: Roberts, Sutker, Ulrich, Bromberg, Klein, Gray-Keeler and Mayor Van Dusen Nays: None. Absent: None. MOTION CARRIED *Approve, as submitted, minutes of regular meeting held April 7, 2014. Omnibus vote. * Approve Voucher List #23-FY14 of April 23, 2014. Omnibus vote. *Proclamations and Resolutions. A. Recognition, Awards and Honorary Presentations. A. Awards: Award of Appreciation was presented by Deputy Chief David Keller of the Park Ridge Police Department to Skokie resident Scott Doolittle for his assistance in the Amber Alert on February 20th. Student Tobacco Poster Contest Winners Dr. Drachler, Chairman of the Skokie Board and Health and Dr. Counard, Director of Health presented final winners to Ja’Neice Carter, Lincoln Junior High, Amna Masood, Old Orchard Junior High, and Larriane Astete, Lincoln Junior High, Fourth Annual Public Health Partners in Excellence Awards The Health Department and Board of Health awarded the “Public Health Partners in Excellence Awards” to the Evanston Water Utilities Department and Laboratory and the Clearbrook Early Intervention Program” Appointments, Reappointments and Resignations. A. Staff Recommendation for Downtown On-Street Parking Administration. Assistant to the Village Manager Peter Vadopalas presented an overview of the recommended changes and answered questions from the Board. Motion to adopt the recommendations of the Pilot Program for Downtown On-Street Parking Administration. Recommended Village Code Amendment for Sidewalk Sales. Motion to concur with Staff’s recommendation and request Village Board to authorize the Corporation Counsel to prepare the necessary ordinance concerning Sidewalk Sales. Bid Report – Walk-In Step Van – Trans Chicago Truck Group, Elmhurst, IL, - $60,083. Motion to award a contract to Trans Chicago Truck Group, Elmhurst, IL in the amount of $60,083 for Walk-In-Step Van. Omnibus vote. Report of the Corporation Counsel. CONSENT: *A. Ordinance 14-4-Z-4052 Motion to adopt an ordinance approving a special use permit, through the modified review procedure, for a limited service restaurant with a drive-through at 8329 Skokie Boulevard, Skokie, Illinois, in a CX Core Mixed-Use district and repealing Village Ordinance Number 99- 10-Z-2846 (99-8P). This item is on the consent agenda for second reading and adoption. Omnibus vote. *B. Ordinance 14-4-Z-4053 Motion to adopt an ordinance granting a special use permit to operate a limited service restaurant with two drive-through lanes at 4830 Dempster Street, Skokie, Illinois, in a B3 Business district and the repeal of Village Ordinance Number 93-3-Z-2352 (2013-27P). This item is on the consent agenda for second reading and adoption. Omnibus vote. *C. Ordinance 14-4-Z-4054 Motion to adopt an ordinance vacating a portion of an unimproved residential alley within an area bounded by Morse Avenue, Lamon Avenue, Farwell Avenue and Lavergne Avenue, in an R2 Single-Family district (2013-46P). This item is on the consent agenda for second reading and adoption. Omnibus vote. FIRST READING: D. An ordinance approving a plat of dedication for a portion of the property adjacent to 8013 Floral Avenue, 5120 Oakton Street and 8000 Lincoln Avenue, Skokie, Illinois in a CX Core Mixed-Use district. This item is on the agenda for first reading and will be on the May 5, 2014 agenda for second reading and adoption. Plan Commission. Chairman Paul Luke presented the Plan Commission Cases. A. Plan Commission Case 2014-2P – Special Use Permit: 7400 Niles Center Road Motion to concur with the Plan Commission to grant the special use permit for truck and freight transportation services subject to all conditions. Plan Commission Case 2014-3P – Special Use Permit: 8140 McCormick Boulevard #138 Motion to concur with the Plan Commission to grant the special use permit at 8140 McCormick Boulevard for an other technical, trade and specialty school subject to all conditions. Kenny Landsman on behalf of the property owner, Weiss Properties answered questions from the Board.
