MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of
Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8
p.m. on Monday, June 2, 2014
Pledge of Allegiance led by Cub Scout Pack #85 from Middleton School.
The Mayor called the meeting to order.
The Clerk called the Roll. Those present were Trustees Roberts, Sutker, Ulrich, Bromberg,
Klein, Gray-Keeler and Mayor Van Dusen.
Motion to approve the Consent Agenda with exception of Item D on the Corporation Counsel’s
report.

Recognition, Awards and Honorary Presentations.
A. Award:
Skokie Award for Artistic Excellence presented by the Skokie Fine Arts Commission to
Leonid Osseny and the Skokie Northshore Sculpture Park.
Chairman Andrea Siegal presented the Skokie Award for Artistic Excellence to Leonid
Osseny for his dedication to the Arts and commended him for his hard work. Leonid
Osseny thanked the Commission and the Village for honoring him.
Director of the Skokie Northshore Sculpture Park, Chris Plummer accepted the award and
thanked the Village of Skokie and the Board of the Sculpture Park.

Signal Gentech - $44,726.
Motion to award a contract to Federal Signal Gentech in the amount of $44,726 for automated
license plate recognition system

Motion to approve the request for an Executive Session pursuant to Section 2, Paragraph C.1 of
the State of Illinois Open Meetings Act at the end of the regular meeting and to adjourn

46, Article III, of the Skokie Village Code pertaining to firearms regulations and fees. This item
is on the consent agenda for second reading and adoption.

Motion to adopt an ordinance amending Chapter 118, Sections 118-32, 118-218, 118-222 and
Appendix A of the Skokie Village Code pertaining to firearms sellers and ranges, and other arts,
entertainment and recreational uses (2014-4P). This item is on the consent agenda for second
reading and adoption.

Motion to adopt an ordinance amending Chapter 118, Sections 118-32 and 118-218 and
Appendix A of the Skokie Village Code pertaining to self-storage warehouses (2014-5P). This

Motion to adopt an ordinance amending Chapter 46, Article VII, Section 46-221, of the Skokie
Village Code pertaining to motor vehicle licenses. This item is on the consent agenda for second

D. Ordinance 14-6-C-4067
This Ordinance was taken off the Consent Agenda.
Motion to adopt an ordinance amending Chapter 98, Article IX, Sections 98-253 and 98-260 of
the Skokie Village Code pertaining to the Local Fuel Tax. This item is on the consent agenda for
second reading and adoption.

Darren Ruback, 3327 Howard, Marathon spoke in opposition to the proposed Local Fuel Tax.
Walter Gleitsmon also spoke regarding the proposed Ordinance.
Mayor Van Dusen spoke and explained the need of street resurfacing in the Village of Skokie.

F. An ordinance providing for the repeal of certain inactive ordinances granting special use

Citizen Comments.
Denise Wang Stroneback spoke about gun violence.
Christine Yoo, 8434 Keystone spoke about the gun ordinance regarding the proximity of gun
ranges. Another resident in the neighborhood also spoke about the ordinance.

meeting ended at 9:15 p.m.
