MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of
Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8
p.m. on Monday, January 5, 2015
Pledge of Allegiance led by Cub Scout Pack #85 from Middleton School.
The Clerk called the Roll. Those present were Trustees Roberts, Sutker, Ulrich, Bromberg,
Klein, Gray-Keeler and Mayor Van Dusen.

2015-16 Community Development Block Grant Public Hearing #2.
SUBJECT: CDBG Public Hearing #2: January 5, 2015, Village Board Meeting
2015-2019 CDBG PUBLIC HEARINGS
The Village's entitlement grant for FY16 is not known yet. We are estimating $450,000 at this
point based on expectations that CDBG funding will be decreased slightly again. In addition to
the new entitlement, we will reprogram approximately $70,000 in previously unallocated funds
and $11,895 in program income during the current program year, while accommodating a
reserve of unobligated funds that could be used for emergency expenses, resulting in an
estimated FY16 budget of $531,895. Proposals from both Village staff and outside agencies
total $765,326, so reductions will be necessary. The program cap of 20% for administrative
funding is applied against the new entitlement only, while the 15% cap for public service
funding (non-capital/non-construction expenditures) is applied against the new entitlement plus
the program income from the current program year.
Staff recommendations will be presented at the final public hearing on Monday, February 2. The
Board will determine at that time the funding award for each project or activity.

Trustee Sutker read a prepared statement “ I am a Licensed Clinical Social Worker
employed by a social service agency that is an applicant for a CDBG grant. I do not
believe this creates a conflict, however, I believe it is important to avoid the appearance of
partiality. Therefore, I will recuse myself from participating in the discussions relating to
the applications and from voting on the grants. My recusal from participating in the
discussion should not be construed as indifference to the valuable services that the
applicants provide to the people in need. I commend and admire all of the agencies for
their efforts.”
OVERVIEW OF CDBG PROPOSALS FOR FY16

Public Services
Metropolitan Metropolitan Family Services (MFS) is seeking funding to cover a 6,000
Family Services portion of a counselor and intake worker/program supervisor who
provides information and referral services, including grief, trauma,
family/couple and/or parent/child relationships, child and
adolescent school performance and behavior problems, work
performance, substance abuse, individual and family development,
and family violence.
JCFS Jewish Child and Family Services (JCFS) is seeking funding to 10,000
provide financial stability services and coordinated case
management for individuals in Skokie in FY16. The overall goal
of the program is to empower low-income individuals to create
more stable environments for themselves and their families
Center for Enriched The Center for Enriched Living (CEL) is seeking funding to 3,000
Living provide scholarships to enable low-income Skokie residents with
developmental disabilities to enroll in programs that provide skill
development and social enrichment programs within a community
where everyone feels accepted and valued; it is this emphasis on
belonging that explains why the clients are called "members”.
Maine-Niles M-NASR is seeking funding to provide financial aid to enable 3,000
Association of extremely low- to low-income children and adult Skokie residents
Special Recreation with developmental disabilities the opportunity to participate in
(MNASR) therapeutic recreational activities and providing their caregivers
much needed respite.
Access to Care The Access to Care Program, sponsored by the Suburban Primary 6,000
Health Care Council located in Westchester, Illinois, is seeking
funding to provide primary medical services to low-income Skokie
residents. The program serves low-income, suburban Cook
County residents who are uninsured & not eligible for Medicare or
Medicaid.
PEER Services PEER Services is seeking funding to offset the costs associated 12,000
with employing a half-time substance abuse outreach counselor to
provide outreach, assessment, and treatment services to Skokie
teens, families, and single adults who are experiencing problems
related to substance abuse.

Children's The Children's Advocacy Center is seeking funding to support 3,000
Advocacy Center child victims of abuse, and their non-offending family members,
through expert child interviews and crisis intervention services
during the investigation of the alleged abuse. Following the
completion of the investigation, the Center provides on-going
advocacy, court support, and trauma-focused counseling services
to help children and families heal from the abuse.
The Harbour The Harbour, Inc. is seeking funding to serve the needs of 7,830
homeless youth (including locked-out, runaway, and abandoned)
ages 12-21 in the north and northwest Chicago suburbs. Agency
programs include a Safe Harbour Emergency Shelter, Youth in
Transition (formerly Transitional Living and Independent Living
Programs), and Successful Teens/Effective Parents (STEPs).
North Shore Senior The NSSC is seeking funding to offset the staffing costs associated 10,000
Center (NSSC) with providing long-term case management and counseling
services to low-income, older adult residents of Skokie
Youth Youth Organizations Umbrella (YOU) is seeking funding to offset 15,000
Organizations the staffing costs for a youth development specialist for after
Umbrella (YOU) school and summer learning programs at Edison Elementary,
Lincoln Junior High, and Old Orchard Junior High Schools.
Connections for the Connections for the Homeless, in partnership with Turning Point 7,500
Homeless - Service and New Foundation Center, is seeking funding to operate an
(new) outreach program to identify untreated and under-treated residents
with mental health needs who are homeless.
Public Facilities
CJE SeniorLife CJE SeniorLife is seeking funding to improve the kitchen floor by 41,002
leveling pitted areas and applying an epoxy coating and cove base
on the floor, thereby creating a solid surface floor at the
Lieberman Center for Health and Rehabilitation at 9700 Gross
Point Road.
Turning Point Turning Point is seeking funding to replace all 4-foot bulbs and 9,543
ballasts in the older section of the Turning Point building at 8324
Skokie Boulevard. This capital improvement will provide energy-
efficient lighting in all clinical offices, and upgrade the lighting to
T8 bulbs and ballasts before T12 bulbs and ballasts become
unavailable.
Search Search is seeking funding to replace the windows, doors, and trim 24,750
in a group home for individuals with developmental disabilities at
4505 Concord Lane.
SHORE SHORE is seeking funding to install two new heat, ventilation, 6,442
and air conditioning (HVAC) units for a Community Integrated
Living Arrangement (CILA) facility at 8900 Central Park Avenue.
Orchard Village Orchard Village is seeking funding to improve the kitchen and 34,170
bathrooms, and replace the windows of a group home for men
with disabilities at 9238 Lavergne Avenue.
Connections for the Connections for the Homeless, in partnership with Turning Point 28,965
Homeless - and New Foundation Center, is seeking funding to cover the costs
Construction (new) of plumbing for the construction of the Turning Point drop-in
center at 8324 Skokie Boulevard
Housing Authority The Housing Authority of Cook County (HACC) is seeking 20,000
of Cook County funding to assist with the extensive upgrade of the Armond King
(HACC) (new) Apartments at 9238 Gross Point Road. This low-income public
housing facility has 126 affordable units reserved for elderly
and/or disabled residents.
Asian Human The Asian Human Services is seeking funding to assist with the 75,000
Services - Skokie installation of an elevator for its new Skokie Clinic at 8800
Clinic (new) Lockwood Avenue.

Skokie Park District The Skokie Park District is seeking funding to purchase and install 10,500
(new) two surveillance cameras for two parks located in low/moderate-
income areas. It is anticipated that one camera will be installed in
Gross Point Park at 9100 Gross Point Road, and the other camera
in Winnebago Park at 8315 Knox Avenue.
