MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of
Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8
p.m. on Monday, February 2, 2015

The Clerk called the Roll. Those present were Trustees Roberts, Sutker, Ulrich, Bromberg

Unfinished Business.
A. 2015-16 Community Development Block Grant Public Hearing #3
Planner/CDBG Administrator Carrie J. Haberstich presented the CDBG Public Hearing #3.
The Village's entitlement grant for Program Year 2015-16 remains unknown, so the estimate of
$450,000 continues to be assumed at this point based on an approximate 5% reduction of the
Program Year 2014-15 entitlement funding. In addition to the new entitlement, $70,000 in
unobligated funds and $11,895 in program income is recommended to be applied to the Program
Year 2015-16 budget. (The main sources of unobligated funds are from previous surplus
entitlement funds or capital improvement project bids coming in under budget.) The program
cap of 20% for administrative funding is applied only against the new entitlement while the 15%
cap for public service funding (non-capital expenditures) is applied against the new entitlement
plus program income. Per our normal procedures, a balance of unobligated funds will be
retained for emergencies for activities such as the Home Improvement Program, Street
Resurfacing, or the 50/50 Sidewalk Replacement Program, should the recommended allocations
prove inadequate during Program Year 2015-16. The total estimated budget is $531,895.

Administration
VOS - Program Funding will be used to administer the Village’s CDBG Program, implement 90,000
Administration and monitor all projects, submit required documentation to HUD, and
coordinate planning activities relative to the Village’s community
development efforts. (Activity subject to 20% administrative cap.)
Housing
VOS - Home Funding will be used to continue the Village's program of repairing single- 75,111
Improvement family homes. This program began in 1983. Low-income households (less
Program than 50% of area median family income) are eligible to receive grants up to
$8,000 to pay for building materials or contractors' services, and moderate-
income households (50-80% of median family income) can receive loans up
to $8,000 from local banks with the entire interest charges being subsidized
through the program
Infrastructure
VOS - Street Funding will be used to resurface a street in a designated low/moderate- 180,000
and Alley income mixed-use and multi-family residential area northeast of the Skokie
Resurfacing Boulevard and Oakton Street intersection. The street is Kilpatrick Avenue
from Oakton Street to Madison Street.
VOS - Sidewalk Funding will be used to provide grants to homeowners meeting 3,000
Replacement low/moderate income eligibility who are required to participate in the
Program Village’s 50/50 sidewalk replacement program.
Public Services
VOS - Social Funding will be used to offset the costs for a Village Social Worker position. 32,284
Worker The Social Worker works exclusively with low/moderate-income residents
who need various types of case management, financial assistance,
counseling, and referrals.
Metropolitan Funding will be used to cover a portion of a counselor and intake 6,000
Family Services worker/program supervisor who provides information and referral services,
including grief, trauma, family/couple and/or parent/child relationships, child
and adolescent school performance and behavior problems, work
performance, substance abuse, individual and family development, and
family violence
JCFS Funding will be used to provide financial stability services and coordinated 3,500
case management for "newly poor" Skokie residents.

Enriched Living funds and additional program income, it is recommended that $2,000
be awarded to this organization. *** If available, funding will be used to
provide scholarships to enable low-income Skokie residents with
developmental disabilities to enroll in programs that provide skill
development and social enrichment programs within a community where
everyone feels accepted and valued.

PEER Services Funding will be used to offset the costs associated with employing a half- 6,000
time substance abuse outreach counselor to provide outreach, assessment,
and treatment services to Skokie teens, families, and single adults who are
experiencing problems related to substance abuse.
Children's Funding will be used to support child victims of abuse, and their non- 2,500
Advocacy offending family members, through expert child interviews and crisis
Center intervention services during the investigation of the alleged abuse.
The Harbour Funding will be used to serve the needs of homeless youth (including 5,000
locked-out, runaway, and abandoned) ages 12-21 in the north and
northwest Chicago suburbs.
North Shore Funding will be used to offset the staffing costs associated with providing 8,000
Senior Center long-term case management and counseling services to low-income, older
(NSSC) adult residents of Skokie.
Youth Funding will be used to offset the staffing costs for a youth development 6,000
Organizations specialist for after school and summer learning programs at Lincoln Junior
Umbrella High, Old Orchard Junior High, and Edison Elementary Schools.

Public Facilities
CJE SeniorLife Funding will be used to repair the kitchen floor by leveling pitted areas and 20,000
applying an epoxy coating and cove base on the floor, thereby creating a
solid surface floor at the Lieberman Center for Health and Rehabilitation at
9700 Gross Point Road.
Turning Point Funding will be used to replace the 4-foot bulbs and ballasts in the older 9,500
section of the Turning Point building at 8324 Skokie Boulevard. .
Search Funding will be used to replace windows, doors, and trim in a group home 15,000
for individuals with developmental disabilities at 4505 Concord Lane.
SHORE Funding will be used to install up to two new heat, ventilation, and air 5,000
conditioning (HVAC) units for a Community Integrated Living Arrangement
(CILA) facility at 8900 Central Park Avenue
Orchard Village Funding will be used to replace the upstairs and downstairs bathrooms and 20,000
top priority bedroom windows of a group home for men with developmental
disabilities at 9238 Lavergne Avenue.
Housing Funding will be used to assist with the extensive upgrade of the Armond 20,000
Authority of King Apartments at 9238 Gross Point Road

Asian Human Funding will be used to assist with the installation of an elevator for its new 25,000
Services - Skokie Clinic at 8800 Lockwood Avenue.

district be approved subject to all conditions.
