12977 MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8 p.m. on Tuesday, February 16, 2016 Pledge of Allegiance led by Village Clerk Pramod Shah. The Clerk called the Roll. Those present were Roberts, Sutker, Ulrich, Bromberg, Klein , Gray- Keeler and Mayor Van Dusen. Motion to approve the Consent Agenda. Moved: Trustee Sutker Seconded: Trustee Ulrich Ayes: Roberts, Sutker, Ulrich, Bromberg, Klein, Gray-Keeler and Mayor Van Dusen Nays: None. Absent: None. MOTION CARRIED * Approve, as submitted, minutes of regular meeting held Monday, February 1, 2016. Omnibus vote. * Approve Voucher List #19 -FY16 of February 16, 2016. Omnibus vote. Recognition, Awards and Honorary Presentations. A. Presentation: Skokie Police Department Reaccreditation by Frank Kaminski, Park Ridge Police Chief and President of the Illinois Association of Chiefs of Police The Illinois Law Enforcement Accreditation Council has recognized the Skokie Police Department for full accreditation at the Tier I level. A presentation of a plaque in recognition was presented by Park Ridge Police Chief Kaminski. Chief Scarpelli thanked the Mayor, Board, Manager’s Office and staff for their support in the accreditation process. Report of the Village Manager. A. Complete Streets Policy and Presentation. Planner/CDBG Administrator Haberstich presented a detailed Power Point draft of the Complete Streets Policy. Motion to approve a request that an ordinance be prepared for adoption on Monday March 21st. Award of Contract for Single Family Recycling Collection to Lakeshore Recycling Systems. Motion to award a contract to Lakeshore Recycling Systems for the collection, transportation and processing of recyclables for a five year agreement. Moved: Trustee Bromberg Seconded: Trustee Klein Ayes: Roberts, Sutker, Ulrich, Bromberg, Klein, Gray-Keeler and Mayor Van Dusen Nays: None. Absent: None. MOTION CARRIED *C. Scheduled Landscape Maintenance Services for CTA Oakton Street Station, Skokie Boulevard Streetscape, Dempster Street Streetscape and Medians – KGI Landscaping, Skokie, Illinois - $27,608. Motion to award a contract to KGI Landscaping, Skokie, Illinois in the amount of $27,608 for scheduled landscape maintenance services for CTA Oakton St. Station, Skokie Blvd. Streetscape and Dempster St. streetscape and medians. Omnibus vote. 12978 Meeting of the Mayor and Board of Trustees Tuesday, February 16, 2016 Page Two *D Parkway Tree Planting – Acres Group, Wauconda, Illinois - $103,125 and St. Aubin Nursery, Kirkland, Illinois - $60,625. Motion to award a contract to Acres Group, Wauconda Group, Wauconda, Illinois in the amount of $103,125 and St. Aubin Nursery, Kirkland, Illinois in the amount of $60,625 for parkway tree planting. Omnibus vote. Report of the Corporation Counsel. CONSENT: *A. Ordinance 16-2-U-4207 Motion to adopt an ordinance authorizing and granting a franchise to Northern Illinois Gas Company (d/b/a Nicor Gas Company) to construct, operate and maintain a natural gas distributing system in and through the Village of Skokie, Illinois. This item is on the consent agenda for second reading and adoption. Omnibus vote. FIRST READING: B. An ordinance amending Chapter 22, Article VI, of the Skokie Village Code pertaining to the Illinois Plumbing Code. This item is on the agenda for first reading and will be on the March 7, 2016 agenda for second reading and adoption. Plan Commission. Chairman Paul Luke presented the Plan Commission Case. A. Plan Commission Case 2015-50P – Zoning Chapter Amendment: Storefront Windows and Entry Doors. Motion to concur with the Plan Commission that the following sections of Chapter 118 Zoning of the Skokie Village Code be amended subject to all conditions. Moved: Trustee Gray-Keeler Seconded: Trustee Klein Motion to have the Economic Development Commission to further study and give their input on the proposed Zoning Chapter Amendment.
