12993 MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8 p.m. on Monday, April 18, 2016 Pledge of Allegiance led by Village Clerk Pramod Shah. The Clerk called the Roll. Those present were Roberts, Sutker, Ulrich, Bromberg, Klein, Gray- Keeler and Mayor Van Dusen. Motion to approve the Consent Agenda. Moved: Trustee Klein Seconded: Trustee Gray-Keeler Ayes: Roberts, Sutker, Ulrich, Bromberg, Klein, Gray-Keeler and Mayor Van Dusen Nays: None. Absent: None. Award Block Party of the Year Awards Human Relations Chairman Will Evans and Commissioner Karen Sherman presented the award to Lincoln High School PLUS Group, 4900 Hull. A video was shown of the Block Party. Will Evans spoke about the YWCA’s 9th annual “Stand Against Racism” on April 29, 2016 Appointments, Reappointments and Resignations. A. Resolution 16-4-R-1322 Motion to award a contract to Arrow Road Construction, Mount Prospect, Illinois in the amount of $2,961,675.45 for 2016 non-arterial street resurfacing program I. Motion to approve the request of the Village Manager for an Executive Session pursuant to Section 2, paragraph C.5 and C.6 of the State of Illinois Open Meetings Act at the end of the regular meeting and to adjourn therefrom. Ordinance 16-4-Z-4222 Motion to adopt an ordinance granting site plan approval for a multi-tenant shopping center at 9401-9463 Skokie Boulevard, Skokie, Illinois, in a B3 Business district and repealing Village Ordinance Number 01-3-Z-2971 (2016-2P). Ordinance 16-4-F-4226 Motion to adopt an ordinance providing for the issuance of not to exceed $9,400,000 Taxable General Obligation Refunding Bonds, Series 2016A of the Village of Skokie, Cook County, Illinois, authorizing the execution of a bond order and an escrow agreement, providing for the levy and collection of a direct annual tax sufficient for the payment of the principal of and interest on said bonds, and authorizing the sale of said bonds to the purchaser thereof. An ordinance authorizing the Corporation Counsel to institute eminent domain proceedings for the acquisition of the property located at 8014 Lincoln Avenue, Skokie, Illinois for redevelopment or other municipal purposes. This item is on the agenda for first reading and will be on the May 2, 2016 agenda for second reading and adoption. I. An ordinance reappointing Jeffrey D. Greenspan as Administrative Hearing Officer and Administrative Law Officer for the Village of Skokie’s Code Enforcement Hearing, Administrative Adjudication Hearings and Automated Traffic Law Enforcement System. This item is on the agenda for first reading and will be on the May 2, 2016 agenda for second reading and adoption. Citizen Comments. Robert Katzman, differentslants.com gave a gift to the Village of Skokie of Newsweek and Time Magazine articles for the year of 1978 during the Nazi March in Skokie. James Kardasis, 4600 Oakton spoke about parking by his business. Jordan Hirsch, 8016 Lincoln spoke about the eminent domain proceedings at 8014 Lincoln.
