MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of
Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8
p.m. on Monday, December 19, 2016
Pledge of Allegiance led by Village Clerk Pramod Shah.
The Clerk called the Roll. Those present were Roberts, Sutker, Ulrich, Klein Bromberg, Gray-
Keeler and Mayor Van Dusen.

Mayor read a Proclamation congratulating Hub’s for their commitment to their business and to

E. An ordinance amending the Skokie Village Code by adding Chapter 103 pertaining to small
cell antennas. This item is on the agenda for first reading and will be on the January 3, 2017
agenda for second reading and adoption.
F. An ordinance approving a plat of dedication for a portion of the properties at 4815 Main Street
and 4820 Washington Street, Skokie, Illinois in a CX Core Mixed-Use district. This item is on
the agenda for first reading and will be on the January 3, 2017 agenda for second reading and
adoption.
G. An ordinance approving a plat of dedication for a portion of the property located at 4517
Oakton Street, Skokie, Illinois in a B2 Commercial district. This item is on the agenda for first
reading and will be on the January 3, 2017 agenda for second reading and adoption..
H. An ordinance approving a plat of dedication for property located adjacent to the westernmost
portions of 3755 Chase Avenue, 7227 Hamlin Avenue and 3750 Touhy Avenue, Skokie, Illinois,
in an M3 Industry district, to be utilized as the eastern portion of Hamlin Avenue. This item is on
the agenda for the first reading and will be on the January 3, 2017 agenda for second reading and
adoption.
2017-18 Community Development Block Grant Public Hearing #1
Planner/CDBG Administrator Carrie Haberstich conducted the Public Hearing.
Public hearings for the 2017-18 Community Development Block Grant (CDBG) program will be
conducted at the Village Board meetings on Monday, December 19, 2016, Tuesday, January 3,
2017 and Monday February 6, 2017. Public hearings are mandated by the U.S. department of
Housing and Urban Development (HUD) regulations to receive public input and determine the
Village of Skokie’s funding request. A subsequent public hearing in March will also be
necessary to approve the Annual Action Plan that serves as our formal application for funding.
The upcoming fiscal year will be the 43rd consecutive year of CDBG funding, during which the
Village has benefited from over $21 million in total grant allocations. Carrie presented an
overview of the CDBG program provided an update of the current program year’s projects and
activities and answered questions from the Board. There no questions or comments from the
audience.

Citizen Comments.
Jeremy Lin, 8154 Floral spoke about traffic control and safety issues on Floral Street.
Attorney Ben Silver, 182 York St., Elmhurst, IL, Katie Gudgel, 5155 Brown and Marda Dunsky
all spoke about the Municipal Elections.
Mayor Van Dusen wished everyone a Happy Holiday and a Happy New Year.
