13079 MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8 p.m. on Monday, May 1, 2017 Pledge of Allegiance led by Cub Scout Pack #85 from Middleton School. The Clerk called the Roll. Those present were Roberts, Sutker, Ulrich, Bromberg, Klein, Gray- Keeler and Mayor Van Dusen. Motion to approve the Consent Agenda. Proclamations and Resolutions. A. Proclamations 2017 Humanitarian of the Year – Avi Goldfeder Mayor Van Dusen read a Proclamation honoring Goldfeder for his personal and professional commitment of giving back to our community and helping to make the Village of Skokie one of the best communities in the United States of America. He thanked the Village for the honor for the award. 2017 Humanitarian of the Year – Rob Paddor Mayor Van Dusen also read a Proclamation honoring Rob Paddor for his personal and professional commitment of giving back to our community and helping to make the Village of Skokie one of the best communities in the United States of America. He thanked the Village for the honor for the award. First Responder Ribbon Month – May 2017 Mayor Van Dusen read a Proclamation honoring National Police Week of May 15, 2017 and the official time to tie blue and red ribbons as a gestures of gratitude for Skokie’s finest and Bravest. Resolution 17-5-R-1358 Motion to approve an Intergovernmental Agreement Amendment between Cook County Forest Preserve and Village of Skokie for a Multi-Use Trail along Old Orchard Road (Harms Road to Woods Drive). Motion to approve the request for an Executive Session at the end of the regular meeting pursuant to Section 2, Paragraph C.5 and C.6 of the State of the State of Illinois Open Meetings Act and to adjourn therefrom. Ordinance 17-5-Z-4283 Motion to adopt an ordinance granting site plan approval for the construction and establishment of a planned development at 5500-5542 Touhy Avenue, Skokie, Illinois, in a B3 Business district, relief from Section 82-28(b)(1)a. of the Skokie Village Code and the repeal of Village Ordinance Number 15-8-Z-4169 (2016-24P). Ordinance 17-5-Z-4284 Motion to adopt an ordinance granting a special use permit for a one-lane drive-up ATM and/or pneumatic tube system at 5526 Touhy Avenue, Skokie, Illinois in a B3 Business district (2016- 25P). Resolution 17-5-R-1359 Motion to adopt a resolution authorizing the publication of the Official Zoning Map for the Village of Skokie, Illinois. An ordinance amending Chapter 46, Article V, Section 46-161 of the Skokie Village Code pertaining to permit fees for work in the public right of way. Plan Commission Case 2017-05P – Zoning Map Amendment: 5050-5100 Madison Street Motion to concur with the Plan Commission to amend the zoning map to change a portion of the zoning district at the west end of 5050-5100 Madison Street from B1 Service Commercial to R2 Single Family be approved subject to all conditions. Motion to concur with the Plan Commission that the petitioner’s request to vacate 171.00 of Washington Street east of Laramie Avenue and a triangular-shaped portion of land at the northeast corner of the corner of the Lincoln Avenue and Laramie Avenue intersection in an R2 Single-Family district be approved subject to all conditions. Plan Commission Case 2017-09P – Site Plan Approval: 5050-5100 Madison Street Motion to concur with the Plan Commission that the site plan approval for a 7-lot planned development that includes 1 school building, surface parking, a playground, storm water detention, tennis courts and public garden plots in an R2 Single-Family zoning district and an R4 Multifamily Housing zoning district be approved subject to all conditions. Absent: None MOTION CARRIED Mayor Van Dusen expressed condolences to the family of former Mayor Jacqueline Gorell and mentioned all the projects that she was involved with for the Village of Skokie while she was in office.
