13117 MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8 p.m. on Monday September 18, 2017 Pledge of Allegiance led by Village Clerk Pramod Shah. The Clerk called the Roll. Those present were Roberts, Sutker, Ulrich, Bromberg, Klein, Gray- Keeler and Mayor Van Dusen. Motion to approve the Consent Agenda. Moved: Trustee Klein Seconded: Trustee Bromberg Ayes: Roberts, Sutker, Ulrich, Bromberg, Klein, Gray-Keeler and Mayor Van Dusen Nays: None. Absent: None. MOTION CARRIED *Approve, as submitted, minutes of regular meeting held Tuesday, September 5, 2017. Omnibus vote. * Approve Voucher List #9-FY18 of September 18, 2017. Omnibus vote. *Proclamations and Resolutions. A. Proclamations Mayor Van Dusen read a Proclamation observing Filipino American History Month with appropriate programs and activities. The Proclamation was presented to Jelly Carandang who thanked the Village for support to the community. Filipino American History Month – October 2017 Omnibus vote. Recognition, Awards and Honorary Presentations. A. Presentation Acting Fire Chief Ken Borre introduced Derek Bergsten who presented the Skokie Fire Department Reaccreditation. Skokie Fire Department Reaccreditation by Derek Bergsten, Vice-Chair of the Credentialing Committee for the Commission on Fire Accreditation International Report of the Village Manager. A. Commercial Corridor Storefront Enhancement Program: 4949 Oakton Street. Motion to approve a grant not to exceed $43,000 for the 4949 Oakton Street property. Gross Point Road (Old Orchard Road to Golf Road) Reconstruction Design Engineering Services Supplemental Motor Fuel Tax Resolution. Resolution 17-9-R-1368 Motion to adopt a Resolution authorizing the use of Motor Fuel Tax Funds for Gross Point Road (Old Orchard Road to Golf Road) Reconstruction design engineering services. Omnibus vote \*C. Purchase of One Log Chipper – Alexander Equipment Company, Inc., Lisle, Illinois – $73,266. Motion to award a contract to Alexander Equipment Company, Inc., Lisle, IL in the amount of $73,266 for purchase of one log chipper. Omnibus vote. 13118 Meeting of the Mayor and Board of Trustees Monday September 18, 2017 Page Two *D.Purchase of One Sewer Camera Truck – Standard Equipment Company, Chicago, Illinois – $270,542. Motion to award a contract to Standard Equipment Company, Chicago, IL in the amount of $270,542 for purchase of one sewer camera truck. Omnibus vote. Report of the Corporation Counsel. CONSENT *A. Ordinance 17-9-C-4328 Motion to adopt an ordinance amending Chapter 10, Article II, Section 10-63 of the Skokie Village Code pertaining to alcoholic liquor. This item is on the consent agenda for second reading and adoption. Omnibus vote. FIRST READING B. Resolution 17-9-R-1368 Motion to adopt a resolution approving and authorizing an Agreement with the Chicago Transit Authority for the CTA Yellow Line Dempster station parking lot operations. This item is on the agenda for first reading and approval. An ordinance establishing the compensation of the Village Manager, Deputy Village Clerk, Corporation Counsel and Assistant Corporation Counsels of the Village of Skokie. This item is on the agenda for first reading and will be on the October 2, 2017 agenda for second reading and adoption. E. Executive Session Motion to approve the request for an Executive Session pursuant to 2.C11 for review and discussion of pending litigation. Courtney Ivaska, 8909 Forestview Rd, spoke about a possibility of a crossing guard at Grove and East Prairie Rd. Katie Gudgel, 5155 Brown Street spoke about the Open Houses on the proposed mixed use development at the northwest corner of Lincoln Avenue and Oakton St. Mayor Van Dusen commented on her concerns about the proposed project. Also present were Village Manager Lockerby, Corporation Counsel Lorge and Assistant Corporation Counsel McCarthy.
