MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of
Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8
p.m. on Tuesday January 2, 2018
Pledge of Allegiance led by Cub Scout Pack #85 from Middleton School.
The Mayor called the meeting to order.
The Clerk called the Roll. Those present were Roberts, Sutker, Bromberg, Gray-Keeler and
Mayor Van Dusen. Trustees Ulrich and Klein were not present.

Mayor Van Dusen read a Proclamation Honoring Eddy “the Chief” Clearwater as a living
legend, representing Chicago blues at its finest, embracing the Village of Skokie and
continues to perform live, sharing his talent of blues, rockabilly, country and gospel music
to all.

Service Area #10-Improvements to 3550 Block of Lake Street. There is a 60-day waiting
period before the Board can consider an ordinance formally adopting the SSA.

Keeney Street, Keating Avenue, Oakton Street and Skokie Boulevard
Motion to concur with the Plan Commission that the petitioner’s request to vacate of the
west leg of the east-west alley in an area bounded by Keeney Street on the north, Keating
Avenue on the east, Oakton Street on the south, and Skokie Boulevard on the west be
approved subject to all conditions.

2018-2019 Community Development Block Grant Public Hearing #2.
Trustee Sutker read a prepared statement:
“I am a Licensed Clinical Social Worker employed by a social service agency that is an applicant
for a CDBG grant. I do not believe this creates a conflict. However, I believe it is important to
avoid the appearance of partiality.
Therefore, I will recuse myself from participating in the discussions relating to the applications
and from voting on the grants. My recusal from participating in the discussion should not be
construed as indifference to the valuable services that the applicants provide to people in need. I
respect and admire all of the agencies for their efforts”
Trustee Roberts also recused himself from participation because he is on the Board of one
of the applicants for a CDBG grant.
The Village's entitlement grant for FY19 is not yet known. At this time, we are estimating
$500,000 in entitlement funds based on expectations that CDBG funding will decrease slightly
from this year’s entitlement amount. In addition to the new entitlement, we hope to reprogram
approximately $40,000 in previously unallocated funds and approximately $10,000 in program
income received during the current program year, while accommodating a reserve of unobligated
funds that could be used for emergency expenses, resulting in an estimated FY19 budget of

$550,000. Proposals from both Village staff and outside agencies total $706,835, so reductions
will be necessary. The program’s 20% cap for administrative funding is applied against the new
entitlement only, while the 15% cap for public services funding (non-capital/non-construction
expenditures) is applied against the new entitlement plus the program income from the current
program year.
Staff recommendations will be presented at the next public hearing on Monday, February 5. The
Board will determine at that time the proposed funding award for each project or activity.
Overview of CDBG Proposals for FY19
Village of Skokie Community Development Block Grant (CDBG) Program
Administration FY18 FY19
VOS - Program The Department of Community Development is seeking funding to administer the Village’s 80,000 80,000
Administration CDBG Program, implement and monitor all projects, submit all required documentation to
HUD, and coordinate all planning activities relative to the Village’s community
development efforts. (Activity subject to 20% administrative cap.)
VOS - Planning Funding will be used to participate in the preparation of the Assessment of Fair Housing 20,000 20,000
(AFH), to be submitted to HUD prior to the submittal of the next 5-year Consolidated Plan.

Housing
VOS - Home The Property Standards Division is seeking funding to continue the Village's program of 45,000 45,000
Improvement Program repairing single-family homes. This program began in 1983. The request will enable low-
income households (less than 50% of area median family income) to be eligible to receive
grants up to $12,000 to pay for building materials or contractors' services, and moderate-
income households (50-80% of median family income) to be able to receive loans up to
$12,000 from local banks with the entire interest charges being subsidized through the
program.
HODC - Housing The Housing Opportunity Development Corporation (HODC) is seeking funding to 0 17,566
Opportunity purchase and install security cameras in an 11-unit building on Conrad Street.

WINGS - Construction The WINGS Program, Inc. is seeking funding to replace the front and rear access doors of 0 2,407
a transitional housing apartment building in Skokie to improve safety and security for
adults and their children who are homeless due to domestic violence or other causes.
Infrastructure
VOS - Street and Alley The Engineering Division is seeking funding to resurface Wright Terrace (between Niles 230,000 175,000
Resurfacing Center and Skokie Boulevard), Greenleaf Street (between the Dempster-Skokie CTA park
and ride and Niles Center), Conrad Street (between the park and ride and Skokie
Boulevard, and Crain Street (between park and ride and Niles Center), all in an eligible
low/moderate-income multi-family residential area defined as Census Tract 8073, Block
Group #1 (8073-1).
VOS - Sidewalk The Engineering Division is seeking funding to provide grants to homeowners meeting 3,000 3,000
Replacement Program low/moderate income eligibility who are required to participate in the Village’s mandatory
50/50 sidewalk replacement program.

VOS - Social Worker The Human Services Division is seeking funding to offset 60% of the costs for a Village 31,988 47,013
Social Worker position. (Activity subject to 15% public service cap.)
JCFS Jewish Child and Family Services (JCFS) is seeking funding to provide financial stability 4,000 10,000
services and coordinated case management for Skokie residents. (Activity subject to
15% public service cap.)
Open Communities Open Communities is seeking funding to provide landlord/tenant liaison services to Skokie 0 10,000
residents, including advocacy and education, and be an organizing resource. Activity
subject to 15% public service cap.)
Keshet Keshet is seeking funding to offset staffing costs for a Giving Adults Daily Opportunities for 0 10,000
Living (GADOL) Program Manager / Direct Support Professional (DSP) worker for
individuals with intellectual and developmental disabilities. (Activity subject to 15% public
service cap.)
Asian Human Services Asian Human Services is seeking funding to subsidize the salaries of dental assistants to 3,000 15,000
provide dental services to low-income Skokie residents. (Activity subject to 15% public
service cap.)
Suburban Primary Health The Suburban Primary Health Care Council is seeking funding to provide primary medical 0 5,000
Care Council (Access to services to low-income Skokie residents via its Access to Care program. (Activity subject

Meals at Home Meals at Home is seeking funding to offset food purchase costs, to provide the elderly, 0 5,000
persons with mental illness, individuals with disabilities, or those with temporary illnesses
with meals with high-quality nutrients that help them maintain or achieve functional

Metropolitan Family Metropolitan Family Services (MFS) is seeking funding to cover a portion of the salaries of 6,000 10,000
Services MFS' counselor and supervisor who provide general counseling services. (Activity subject

PEER Services PEER Services is seeking funding to offset the costs associated with employing a half- 7,500 12,000
time counselor to provide outreach, assessment, and treatment services to Skokie teens,
families, and single adults who are experiencing problems related to substance abuse.

Children's Advocacy Center The Children's Advocacy Center is seeking funding to support child victims of abuse, and 3,000 4,000
their non-offending family members, through expert child interviews, medical evaluations,
and crisis intervention services during the investigation of the alleged abuse.(Activity

The Harbour The Harbour, Inc. is seeking funding to serve the needs of homeless youth (including 6,000 9,954
locked-out, runaway, or abandoned) ages 12-23 in the north and northwest Chicago

Zacharias - Service The Zacharias Center for Sexual Abuse (ZCenter) is seeking funding to offset staffing 0 4,000
costs for a Licensed Clinical Professional Counselor (LCPC) Art Therapist and Clinical

North Shore Senior Center The NSSC is seeking funding to offset the staffing costs associated with providing long- 10,000 10,000
(NSSC) term case management and counseling services to low-income, older adult residents of
