13218 MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8 p.m. on Wednesday October 3, 2018 Pledge of Allegiance led by Village Clerk Pramod Shah. The Mayor called the meeting to order. The Clerk called the Roll. Those present were Roberts, Sutker, Ulrich, Bromberg, Klein, Gray- Keeler and Mayor Van Dusen. Motion to approve the Consent Agenda with exception of Item B on the Manager’s report. Moved: Trustee Bromberg Seconded: Trustee Gray-Keeler Ayes: Roberts, Sutker, Ulrich, Bromberg, Klein, Gray-Keeler and Mayor Van Dusen Nays: None. Absent: None. MOTION CARRIED * Approve, as submitted, minutes of regular meeting held Monday, September 17 2018. Omnibus vote. * Approve Voucher List #10-FY19 of October 3, 2018. Omnibus vote. * Appointments, Reappointments and Resignations. A. Appointment Board of Health – Ashley Moy-Wooten B. Reappointment Police Pension Board – Dan Ryan Omnibus vote. Report of the Village Manager. *A. American Public Works Association Re-Accreditation. Resolution 18-10-R-1404 Motion to approve a Resolution authorizing the Agreement with the American Public Works Association for Re-Accreditation. Omnibus vote. B. Metropolitan Mayors Caucus Greenest Region Compact Endorsement. George Issakoo, Assistant Public Works Director gave a brief presentation on the background, goals and about the Metropolitan Mayors Caucus Greenest Region Compact Endorsement. Edith Makra, Director of Environmental Initiatives answered questions from the Board. Resolution 18-10-R-1405 Motion to concur with Staff’s recommendation to endorse the Greenest Region Compact to address global environmental sustainability issues at the local level. Moved: Trustee Roberts Seconded: Trustee Sutker Ayes: Roberts, Sutker, Ulrich, Bromberg, Klein, Gray-Keeler and Mayor Van Dusen Nays: None. Absent: None. MOTION CARRIED *C. Village Hall Mechanical Systems Evaluation – Grumman/Butkus Associates, Evanston, Illinois - $29,000. Motion to award a contract to Grumman/Butkus Associates, Evanston, IL in the amount of $29,000 for Village Hall Mechanical Systems Evaluation. Omnibus vote. *D. Request to Sell Surplus Vehicles. Motion to sell at auction certain surplus vehicles and equipment. Omnibus vote. 13219 Meeting of the Mayor and Board of Trustees Wednesday October 3, 2018 Page Two Report of the Corporation Counsel. CONSENT *A. Ordinance 18-10-Z-4414 Motion to adopt an ordinance granting site plan approval for signage at 9300, 9310 and 9440 Kenton Avenue, Skokie, Illinois, in an R1 Single-Family district (2018-21P). This item is on the consent agenda for second reading and adoption. Omnibus vote. FIRST READING B. Resolution 18-10-R-1406 Motion to adopt a resolution approving a plat of subdivision for the property located at 9441 Kenneth Avenue, Skokie, Illinois, in an R1 Single-Family district. This item is on the agenda for first reading and approval. Moved: Trustee Klein Seconded: Trustee Gray-Keeler Ayes: Roberts, Sutker, Ulrich, Bromberg, Klein, Gray-Keeler and Mayor Van Dusen Nays: None. Absent: None. MOTION CARRIED Plan Commission. A. Plan Commission Case 2018-23P-Ste Plan Approval: 5010 Warren Street. Motion to concur with the Plan Commission that the petitioner’s request for mixed-use commercial and residential building not to exceed 48’ in height with an FAR not to exceed 3.65 in a CX Core Mixed-Use zoning district be approved subject to all conditions. John Lyhus, 5006 Warren had questions about the proposed development. Economic Development Director Peyer answered his questions and also questions from the Board.
