13254 MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8 p.m. on Tuesday February 19, 2019 Pledge of Allegiance led by Cub Scout Pack #970 from Skokie School District 68. The Mayor called the meeting to order. The Clerk called the Roll. Those present were Roberts, Sutker, Ulrich, Bromberg, Klein, Gray- Keeler and Mayor Van Dusen. Motion to approve the Consent Agenda. Moved: Trustee Ulrich Seconded: Trustee Bromberg Ayes: Roberts, Sutker, Ulrich, Bromberg, Klein Gray-Keeler and Mayor Van Dusen Nays: None. Absent: None MOTION CARRIED * Approve, as submitted, minutes of regular meeting held Monday, February 4, 2019. Omnibus vote. * Approve Voucher List #19-FY19 of February 19, 2019. Omnibus vote. *Proclamations and Resolutions. A. Proclamation 27th Anniversary of the Khojaly Massacre Commemoration Day – February 26, 2019 Omnibus vote. Recognition, Awards and Honorary Presentations. A. Presentation Public Works Department Re-accreditation presented by Dave Lawry, President of the American Public Works Association Public Works Director Max Slankard and George Issakoo, Assistant Public Works Director accepted the award and thanked the staff, Mayor and Board. Appointments, Reappointments and Resignations. A. Swearing in of the following personnel by Beryl Rabinowitz, Co-Chair of the Board of Fire and Police Commissioners: Name Old Position New Position Brandi Shelton Police Officer Sergeant John Oakley Police Officer Sergeant Sean Gibson Police Officer Sergeant Mayor Van Dusen congratulated the new Sergeants who introduced their families and friends. Mayor Van Dusen also mentioned that the Skokie Fire Department was recognized by the Illinois Fire Safety Alliance (IFSA) and Office of the Illinois State Fire Marshall (OSFM) for the Department’s outstanding contributions to fire safety education and installation of smoke alarms within the Village of Skokie over the past year. * B. Appointments Sustainable Environmental Advisory Commission: Robert Render Telecommunications & Advisory Commission: Scott Shamberg Omnibus vote. * C. Resignation Public Safety Commission: Marlena Jayatilake Omnibus vote. Report of the Village Manager. A. 2018 Tax Levy Abatement Ordinance. Proposed Ordinance Amending Chapters 26 and 46 of the Skokie Village Code to Regulate Body Art Establishments and Body Artists. Motion to concur with staff’s recommendation and request Mayor and Board approval of the Proposed Ordinance amendments for Chapters 26 and 46 of the Skokie Village Code to regulate body art establishments and body artists. Dr. Counard , Director of Health and Bruce Jones, Environmental Health Supervisor answered questions from the Board. Moved: Trustee Ulrich Seconded: Trustee Sutker Ayes: Roberts, Sutker, Ulrich, Bromberg, Klein Gray-Keeler and Mayor Van Dusen Nays: None. Absent: None MOTION CARRIED *C. Replacement Fire Hydrants and Accessories – Mid-America Water Inc., Aurora, Illinois – $134,250 and Ziebell Water Service Products, Elk Grove Village, Illinois - $13,901. Motion to award a contract to Mid-America Water Inc., Aurora, Illinois in the amount of $134,250 and Ziebell Water Service Products, Elk Grove Village , IL in the amount of $13,901 for replacement Fire Hydrants and Accessories Omnibus vote. *D.Professional Engineering Services for Leak Detection Survey – M.E. Simpson Company, Valparaiso, Indiana - $33,302. Motion to award a contract t M.E. Simpson Company, Valparaiso, IN in the amount of $33,302 for professional engineering services for leak detection survey. Omnibus vote. Report of the Corporation Counsel. CONSENT *A . Ordinance 19-2-C-4444 Motion to adopt an ordinance amending Chapters 2, 46, 98 and 106 of the Skokie Village Code pertaining to various areas of regulation and fees. This item is on the consent agenda for second reading and adoption. Omnibus vote. Plan Commission. A. Plan Commission Case 2018-50P – Special Use Permit: 3451 Church Street Motion to concur with the Plan Commission that the petitioner’s request for a special use permit for a religious assembly use at 34521 Church Street in a B1 Service Commercial district be approved only for Phase 1 and Phase 2 subject to all conditions. David Spat, attorney for the synagogue answered questions about the parking situation. Moved: Trustee Bromberg Seconded: Trustee Klein Ayes: Roberts, Sutker, Ulrich, Bromberg, Klein Gray-Keeler and Mayor Van Dusen Nays: None. Absent: None MOTION CARRIED Citizen Comments. Kevin Long spoke about a heating problem in his apartment that he had during the Polar Vortex and the Building Department at the Village of Skokie responded promptly to his concerns. 13256 Meeting of the Mayor and Board of Trustees Tuesday February 19, 2019 Page Three Adjournment.
