13322 MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8 p.m. on Monday November 18, 2019 Pledge of Allegiance led by Cub Scout Pack #970 from Skokie School District 68. The Mayor called the meeting to order. The Clerk called the Roll. Those present were Roberts, Sutker, Ulrich, Bromberg, Klein, Gray- Keeler and Mayor Van Dusen. Motion to approve the Consent Agenda. Report of the Village Manager. Village Manager Lockerby introduced Matt Brandmeyer as the new Community Development Director for the Village of Skokie. * A. Emergency Medical Services Mutual Aid Agreement. Resolution 19-11-R-1452 Motion concur with staff’s recommendation and request Mayor and Board approval and adoption of the Emergency Medical Services Mutual Aid Agreement with an effective date of January 1, 2020. Omnibus vote. *B. Bulk Rock Salt Purchase – Cargill, Inc., Minneapolis, Minnesota - $166,128. Motion to award a contract to Cargill Inc. Minneapolis, MN in the amount of $166,128 for bulk rock salt purchase. Omnibus vote. *C. BS&A ERP Software Maintenance Contract Renewal – BS&A Systems, Bath, Michigan $68,591. Motion to award a contract to BS&A Systems, Bath, MI in the amount of $68,591 for BS&A ERP software maintenance contract renewal. Omnibus vote. D. Request for Executive Session. Motion to approve the request of the Village Manager for an Executive Session pursuant to Section 2, Paragraph C.11 of the State of Illinois Open Meetings Act and the end of the regular meeting and to adjourn therefrom. An ordinance establishing the compensation of the Village Manager, Deputy Village Clerk, Corporation Counsel and Assistant Corporation Counsels of the Village of Skokie. Planning Supervisor Steve Marciani answered questions from the Board. A. Plan Commission Case 2019-31P – Site Plan Approval: 8110 Lincoln Mixed-Use. Motion to concur with the Plan Commission that the petitioner’s request for site plan approval for a 1-lot demonstration project planned development in a CX Core Mixed-Use zoning districts at 8110 Lincoln be approved subject to all conditions. Plan Commission Case 2019-38P – Site Plan Approval: Oakton Community College: 7701, 7739, and 7664 Lincoln; and 7801 Terminal Avenue. Motion to concur with the Plan Commission that the petitioner’s request for site plan approval to make improvements to the main entrance area of Oakton Community College at 7701, 7739, and 7664 Lincoln Avenue and 7801 Terminal Avenue in TX Transit Mixed-use and R2 Single-Family zoning be approved subject to all conditions. Motion to concur with the Plan Commission that the petitioner’s request to amend the zoning map to change the zoning district for 9328-9336 Skokie Boulevard from B1 Service Commercial to B3 Business be approved subject to all conditions. MOTION CARRIED Mayor Van Dusen mentioned that the Niles Township Clergy Forum will host the annual holiday celebration on November 26 at MCC Academy 9301 Gross Point Rd. at 7:30 p.m. Mayor Van Dusen also urged residents to support the Skokie Assist-A-Family this holiday season.
