13364 MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8 p.m. on Monday May 4, 2020 Until further notice, meetings of the Skokie Village Board will be held electronically, with a majority of Village officials participating via remote access in order to comply with the State of Illinois Stay-At-Home order. Members of the public who wish to comment as to an item on the published agenda or to comment during public comments must submit their statement or question in writing to the Village Manager’s Office no later than by noon (12 p.m.) on the day of the scheduled meeting and all properly submitted statements or questions will be presented and read during the relevant portion of the meeting. Written comments may be submitted by email to citizencomments@skokie.org by mail to Village of Skokie, Village Manager's Office, 5127 Oakton Street, Skokie, Illinois, 60077; or via the Village’s drop box location by the public entry to Village Hall. Pledge of Allegiance led by Village Clerk Pramod C. Shah. The Mayor called the meeting to order. The Clerk called the Roll. Those present were Roberts, Sutker, Ulrich, Bromberg, Klein, Gray- Keeler and Mayor Van Dusen. The Trustees were joining by remote electronic access. Motion to approve the Consent Agenda. Proclamations and Resolutions. A. Proclamations Celebrating Graduates Mayor Van Dusen read a Proclamation commending all of the graduating students in the Village of Skokie and acclaims them and their families for all of the diligent work that brought them in the distinction of graduate. * International Compost Awareness Week – May 3-9, 2020 Omnibus vote. Police Week – May 10-16, 2020 Mayor Van Dusen read a Proclamation proclaiming the week of May 10-16, 2020 as “POLICE WEEK” He is calling all residents of Skokie to observe May 15th, as Peace Officers’ Memorial Day, in honor of those peace officers who, through their courageous deeds, have lost their lives or have become disabled in the performance of duty. Manager Lockerby spoke about the Eden Expressway standoff in Skokie where there was barricaded situation with a truck driver. The Skokie Police assisted with other Communities and the Illinois State police. 13365 Meeting of the Mayor and Board of Trustees Monday May 4, 2020 Page Two * Appointments, Reappointments and Resignations. A. Resignations Board of Health: Jessica Jones, Vice Chair Omnibus vote. Report of the Village Manager. Dr. Catherine Counard presented the 10th Annual Public Health Partners of Excellence awards to Erie Family Health Center who provide assessible affordable and high quality health care for those in need. Also to PEER Services PEER Services provides community-based substance abuse prevention and treatment services to the residents of Evanston, Northfield, New Trier, Maine and Niles Townships, and the north side of Chicago. Our mission is to prevent and treat the problems that substance abuse causes youth, adults, families and our communities. Beth Lindley, Director of Human Services answered questions from the Board. COVID-19 Update. Dr. Counard spoke about the global pandemic. The Skokie Health Department is working closely with the health care providers,. There is a flattening the curve but of as of the date, there has been 520 confirmed cases, 83 hospitalized, 311 recovered and 19 deaths. The department has volunteers who has helped with contact tracing. She thanked the Mayor, Village Manager and colleagues for their daily work. She also answered questions from the Board. Manager Lockerby spoke about a Community Task Force that would work on Reopening Skokie. * B. Gross Point Road STP Roadway Improvement Project – ROW Agreement. Resolution 20-5-R-1465 Motion to authorize Right of Way Acquisition for the subject Local Public Agency agreement for Federal Participation with the State of Illinois. Omnibus vote. Resolution 20-5-R-1466 Motion to adopt a Resolution authorizing use of Motor Fuel Tax Funds for the Gross Point Road STP Roadway Improvement project. Omnibus vote. * C. Skokie Valley Trail (Dempster Street to Golf Road) – Design Engineering Services. Resolution 20-5-R-1467 Motion to request Mayor and Board approval authorizing the Engineering Services Agreement with Epstein and Sons International, Inc. Omnibus vote. Resolution 20-5-R-1468 Motion to authorize the Local Public Agency agreement for Federal Participation with the State of Illinois. Omnibus vote. D. Request for Executive Session. Motion to approve the Manager’s request for an Executive Session pursuant to Section 2, Paragraph C.11 of the State of Illinois Open Meetings Act at the end of the regular meeting and to adjourn therefrom. An ordinance amending Chapter 98, Article XVI, Section 98-391, of the Skokie Village Code pertaining to the Municipal Cannabis Retailers’ Occupation Tax. This item is on the agenda for first reading and will be on the May 18, 2020 agenda for second reading and adoption. B. Request for a motion to extend the Village of Skokie Emergency Declaration for Public Health, necessitated by the outbreak of the COVID-19 Pandemic, which was enacted by Resolution Number 20-3-R-1460 on March 16, 2020 and extended by motion to June 2, 2020. Michael Drachler, Skokie Board of Health Chair Bruce Jones, Environmental Health Supervisor Susan Reisberg, Personal Health Supervisor David Clough, Public Health Analyst Beth Lindley, Human Services Director Subject: Agenda Item May 4 Board of Trustees Meeting 10th Annual Public Health Partners of Excellence Awards The Skokie Health Department could not provide critical services without the cooperation and assistance of many individuals and organizations. Each year the Health Department and Board of Health recognize two entities that have provided exceptional support of public health initiatives in the community with the “Public Health Partners in Excellence Awards”. This year’s award recipients are: Erie Family Health Centers For providing culturally and linguistically appropriate care for Skokie residents, who would not otherwise have access to health care, dental care or mental health services. Erie has been a wonderful partner in this regard, welcoming all referrals of Skokie residents: adults and children, US-born or immigrant, regardless of underlying health conditions, regardless of ability to pay or health insurance status. Improving access to comprehensive, quality healthcare is a priority of the Skokie Community Health Plan. We are grateful that in April 2019, Erie responded to our community needs by doubling the capacity of the Evanston/Skokie Family Health Center. PEER Services For many years of support for our youth tobacco-use prevention programs, including the recent vaping epidemic. During this time PEER Services staff have held student poster competitions, helped Old Orchard Jr. High students create an anti-tobacco video, and worked with students at Lincoln Jr. High to display 400 T-shirts outdoors during "Kick Butts Week". PEER Services is also taking a leadership role with providing education and help at both high schools for teens and parents around vaping. The Health Department is grateful to both entities, and looks forward to continuing these valuable partnerships. The awards will be publicized in the July/August edition of NewSkokie. #567250 B C MEMORANDUM Engineering Division Purchasing Division DATE: April 24, 2020 SUBJECT: AGENDA ITEM Skokie Valley Trail (Dempster Street to Golf Road) Design Engineering Services The Village of Skokie has received funds from the Transportation Alternatives Programs (TAP), which is through the Chicago Metropolitan Agency for Planning (CMAP), towards the design and extension of the Skokie Valley Trail (Dempster Street to Golf Road). The Phase I Engineering for this project has been completed and approved by the state. We are ready to proceed into the design phase and thus this memo pertains to the Design Engineering Services Agreement. It is recommended that the Village utilize the services of A. Epstein and Sons International, Inc. (Epstein). This firm was selected following a formal Qualifications Based Selection (QBS) process. Staff reviewed several proposals by various firms and determined that Epstein was the best qualified for this project. Furthermore, Epstein has extensive trail design resources and has experience with Federal funding of projects. The Phase II Engineering Services fees proposed by Epstein are within the budget and typical range for these services. These fees include right- of-way administration on this project. The total dollar amount for the engineering services is $404,206.83, which includes Design Phase II Engineering. Funds from TAP sources (80%) total $323,365.46. The remaining Village portion (20%) is $80,841.37. Thus, it is recommended that the Mayor and Board of Trustees authorize the award of a contract to A. Epstein and Sons International, Inc., Chicago, Illinois, in the not to exceed amount of $404,206.83, for Phase II Design for this Skokie Valley Trail (Dempster Street to Golf Road). The Local Public Agency Agreement for Federal Participation with the State of Illinois provides the mechanism to distribute the grant. This is for a slightly higher amount, based on the grant agreement. In conclusion, we ask that you please present this recommendation to the Mayor and Board of Trustees for review and approval at the May 4, 2020 regularly scheduled meeting: 1. Resolution authorizing the Mayor/Village Manager to execute the subject Engineering Services Agreement with Epstein Engineering. 2. Resolution authorizing the Mayor/ Village Manager to execute the subject Local Public Agency Agreement for Federal Participation with the State of Illinois. In 9 correspondence dated April 3, 2020 from the IDR, it was requested that the Village amend 10 the Village Code to reflect that retailers are authorized to reimburse themselves for their tax 11 liability by including the reimbursement as part of the Use Tax that they are required to 12 collect; and 13 WHEREAS, the Corporation Counsel recommended to the Mayor and Board of 14 Trustees that Chapter 98, Article XVI, Section 98-391 of the Skokie Village Code be amended 15 accordingly; and 16 WHEREAS, the Mayor and Board of Trustees at a public meeting duly held on May 4, 17 2020, concurred in the aforesaid recommendation of the Corporation Counsel; and 18 NOW, THEREFORE, BE IT ORDAINED, by the Mayor and Board of Trustees of the 19 Village of Skokie, Cook County, Illinois; 20 Section 1: That Chapter 98, Article XVI, Section 98-391 of the Skokie Village Code 21 be and the same is hereby amended in the manner hereinafter indicated.
