MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of
Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8
p.m. on Monday June 1, 2020
Until further notice, meetings of the Skokie Village Board will be held
electronically, with a majority of Village officials participating via remote access in
order to comply with the State of Illinois Stay-At-Home order. Members of the
public who wish to comment as to an item on the published agenda or to comment during
public comments must submit their statement or question in writing to the Village
Manager’s Office no later than by noon (12 p.m.) on the day of the scheduled meeting and
all properly submitted statements or questions will be presented and read during the
relevant portion of the meeting. Written comments may be submitted by email to
citizencomments@skokie.org by mail to Village of Skokie, Village Manager's Office, 5127
Oakton Street, Skokie, Illinois, 60077; or via the Village’s drop box location by the public
entry to Village Hall.

The Mayor called the meeting to order.
The Clerk called the Roll. Those present were Roberts, Sutker, Ulrich, Bromberg, Klein, Gray-
Keeler and Mayor Van Dusen. The Trustees were joining by remote electronic access.

Kate Donegan Day – June 1, 2020
Mayor Van Dusen read a Proclamation commending and congratulating Kate Donegan for
her inspiration, strategic vision and overall devotion given to the students, staff members
parents and the indelible mark she has made to our community.
Congratulations to D65 and D202 Graduates
Mayor van Dusen read a Proclamation commending all of the graduating students in the
Village of Skokie and acclaims them and their families for all of the diligent work that
brought them the distinction of graduate.

Board of Health: Dr. Michael Drachler as Emeritus, Dr. William Werner as Chair and
Dr. Edward Linn
Mayor Van Dusen payed a tribute in appreciation to Dr. Michael Drachler as Chairman of the
Board of Health for over 18 years. He spoke about some of the projects that he was involved
with Tobacco 21, Health Care center, Skokie Environmental Sustainable Plan and creation of the
Medical Reserve Corp. Dr. William Werner was introduced as the new Chairman of the Board of
Health.

Report of the Village Manager.
COVID-19 Update.
Dr. Counard gave an update on the COVID-19.Skokie is on a downward trend,. 840 confirmed
cases, 684 recovered or recovering. , 109 hospitalized and 27 deaths.
She spoke about the updated graphs that are on the website. Skokie Covid-19 test by week with Positivity
rate, Number of Skokie residents hospitalized, Ages of Skokie resident with Covid-19 and Gender
percentage of Skokie residents with Covid-19.
Skokie received $817,000 from the Illinois Department of Public Health for contact tracing.
Dr, Counard also spoke about antibody testing and answered questions from the Board.

beginning May 1, 2019 and ending April 30, 2020 in the amount of $5,246,588.25.

Village of Skokie is actively working with State & local representatives on a Disaster
Declaration for the recent flooding. There is information on the Village of Skokie
website-Water and Sewer Division.
Bill Goldberg, Stacy Jaffe commented on support for Skokie’s leaders taking a “Stand
against Racism” an urged Skokie Police Department to adopt and practice the 10 Shared
Principals of Law Enforcement. Skokie adopted the Ten Shared Principles Resolution in
June 2018.
Mayor Van Dusen spoke on behalf of the Village Board about the recent events in the
United States. “We are all heartsick over the events in Minneapolis, Minnesota on the
passing of Mr. Floyd as well as all the preceding incidents that have happened in the
country.

AN ORDINANCE REDUCING THE TAX LEVY OF THE VILLAGE OF
SKOKIE FOR THE FISCAL YEAR BEGINNING MAY 1, 2019 AND
ENDING APRIL 30, 2020 IN THE AMOUNT OF $5,246,588.25
1 WHEREAS, on March 2, 2020 the Mayor and Board of Trustees adopted Village
2 Ordinance Number 20-3-F-4508, an ordinance reducing the tax levy for fiscal year May 1,
3 2019 to April 30, 2020 in the amount of $5,240,720.75; and
4
5 WHEREAS, subsequent to the adoption of that ordinance, an error in the amount of
6 $5,867.50 was observed. The County of Cook has been advised of the correct amount and
7 has requested that the corrected amount be cited in ordinance form for a formal record of the
8 amount; and
9
10 WHEREAS, the corporate authorities have caused to be filed with the Cook County
11 Clerk certified copies of Bond Ordinance 09-7-F-3696, Bond Ordinance 13-9-F-4008, Bond
12 Ordinance 16-4-F-4225, Bond Ordinance 18-3-F-4366, and Bond Ordinance 19-10-F-4493,
13 each directing said Clerk to levy and collect an annual tax for the purpose of paying the
14 principal and interest on the Notes or Bonds as authorized by these Ordinances; and
15
16 WHEREAS, the corporate authorities of the Village of Skokie have knowledge that an
17 additional sum of $5,246,588.25 will be available for the subject fiscal year to meet the
18 obligations of the Village of Skokie; and
19
20 WHEREAS, it is in the best interest of the Village of Skokie that the tax levy for said
21 fiscal year be abated to the extent of $5,246,588.25; and
22
23 NOW, THEREFORE BE IT ORDAINED by the Mayor and Board of Trustees of the
24 Village of Skokie, Cook County, Illinois:

26 Section 1: That the aforementioned Village Ordinances be and the same are hereby
27 amended to provide that the sums to be included in the tax levy for the tax year 2019 are
28 hereby reduced in accordance with the attached table, marked "Exhibit A", and hereby made
29 a part of this Ordinance. The amounts indicated in the column headed "Amount Levied" are
30 as originally specified in the aforementioned Ordinances. The amounts indicated in the
31 column headed "Amount Abated" reflect sums available to meet the obligations of the Village
32 of Skokie. The amounts indicated in the column headed "Net Tax Levy" reflect the sums to
33 be included in the 2019 tax levy for the payment of principal and interest on the debt provided
34 for in the aforementioned Ordinances.

1 Section 2: That all other provisions of Village Ordinance Numbers 09-7-F-3696, 10-8-
2 F-3789, 13-9-F-4008, 16-4-F-4225, 18-3-F-4366, and 19-10-F-4493 shall remain in full force

5 Section 3: That a certified copy of this Ordinance shall be filed with the County Clerk
6 of Cook County, Illinois.

8 Section 4: That this Ordinance shall be in full force and effect from and after its
9 passage, approval, and publication in pamphlet form as provided by law.
