MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of
Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8
p.m. on Monday August 17, 2020
Until further notice, meetings of the Skokie Village Board will be held electronically, with a
majority of Village officials participating via remote access in order to comply with the
State of Illinois Gubernatorial Disaster Proclamation. Members of the public who wish to
comment as to an item on the published agenda or to comment during public comments
must submit their statement or question in writing to the Village Manager’s Office and all
properly submitted statements or questions will be presented and read during the relevant
portion of the meeting. Written comments may be submitted by email to

Citizen Comments.
Katie McKinney commented on Mayor Barack Obamaba’s Pledge committing four
actions involving the police department-Review police use of force, Engage the
community, Report findings and Reform the community’s police use of force policies.
Manager Lockerby responded with some facts: Mayor Van Dusen took the pledge at the
Vigil in June. The Police Department does an annual review of the use of force policy, this
year it will be joined by the Public Safety Committee. The Police Department is reviewed
for accreditation every year by a 3rd party. There is also a Beat Officer Program.

Overview
Residential Financial Assistance
Skokie CDBG-CV
Community Development Block Grant CARES Act (CDBG-CV) Program
Introduction
In April 2020, the U.S. Department of Housing and Urban Development (HUD) allocated CARES Act funding to
eligible communities, including Skokie. The Village will receive $361,988 in Community Development Block Grant –
CARES Act (CDBG-CV) funding. The CDBG-CV program is built off the standard CDBG program, with a few
adjustments.
Informational training sessions, public input, and program planning occurred, followed by the approval of a CDBG-CV
plan by the Board of Trustees. Several programs are envisioned for Skokie’s CDBG-CV funds, including
approximately $100,000 in rent, mortgage, and/or utility subsistence payment assistance to low/moderate-income
households impacted by COVID-19.
Entitlement communities develop their own programs and funding priorities, and must give maximum feasible priority
to activities that assist low-income residents, households, and/or neighborhoods. Other activities may be carried out
after the community certifies that they meet other community development needs with a particular urgency. Existing
conditions must pose a serious and immediate threat to the health or welfare of the entire community in order to be
declared as urgent. Activities that do not meet one of these broad national objectives may not be undertaken with
CDBG-CV funds.
Funding Proposal Instructions
Applications that meet Skokie residents’ needs, a HUD National Objective, eligible activity requirements, and prevent,
prepare for, or respond to the COVID-19 will be reviewed. All projects/activities must benefit low/moderate-income
persons or households and comply with one or more of HUD’s National Objectives. HUD has waived the 15% social
services cap for the CDBG-CV CARES Act grant.
Only non-profit and local government organizations and are eligible to apply for public service funding. Organizations
must be incorporated under state law and have a 501(c)(3) designation from the U.S. Internal Revenue Service.
Applicants must also demonstrate the ability to comply with all HUD rules and regulations.

All households assisted with your agency’s program shall meet CDBG-CV income eligibility requirements and be
located in Skokie 60076, Skokie 60077, or Evanston 60203 to be potentially eligible for one or more subsistence
payments, supporting up to a maximum of three (3) months.

Funding Proposal Evaluation
The following criteria will be used to evaluate to each request:
1. The program meets CDBG national objectives and eligibility requirements.
2. The program’s efficiency and effectiveness by considering the number of residents and/or households to be
assisted per dollar of funding. Consider a balance of helping as many Skokie residents as possible, and the
time it takes to review each application and manage each case.
3. The agency’s history with Skokie’s CDBG program and the capacity to meet administrative requirements (as
evidenced by general CDBG experience and financial reports).
4. The program avoids duplication of services with existing programs, including other programs funded with
CARES Act funds.
5. The Village reserves the right to increase or decrease any or all funding requests to maximize effectiveness
or to satisfy budget parameters.

Vision and Goals of Skokie’s CDBG-CV Program
Skokie’s CDBG-CV program will support a COVID-19 pandemic response with a focus on supporting low/moderate-
income residents and businesses through public service and economic development activities.
The Village’s primary goal to achieve this vision:
Provide financial assistance for programs and services. Support individuals, households, and organizations with
needs related to COVID-19.

Other (please describe) We included a budget from fiscal year 2020 (July 1, 2019 -
June 30, 2020) and a statement of revenue and expenses through May of 2020.
Amid the current pandemic, our Board of Directors approved a 90 day provisional
spending plan in June that incorporates a variety of scenarios. It is more nimble
than an annual operating budget and has allowed us to create multiple budget
strategies to account for major public funding variables (FEMA reimbursement,
CARES Act funding, etc). Our Board has also set clear expectations of the need
for ongoing, comprehensive fiancial reporting so they can closely monitor our
financial situation. Thus, we do not currently have a proposed budget for the next
fiscal year.

Mission Statement for your agency:
Connections for the Homeless serves and catalyzes our community to end
homelessness, one person at a time.
A. Program
1. Project Description
Describe the COVID-19-specific program for which funds are requested, including the purpose, clientele,
duration, and goals. Explain any new or increased levels of service of the program. If the project has several
components, please prioritize the key elements of the proposal. (400 words or less)
Connections has more than 25 years of experience operating rental and mortgage
assistance programs to keep families in their homes and avoid the costs and trauma
of evictions and foreclousures. During 2019, Connections supported 171 families
across north suburban Cook County by providing direct financial assistance to local
landlords and mortgage and utility companies to get back on their feet.
We are well equipped to administer and deliver $100,000 in rental, mortgage, and
utility assistance to Skokie residents. In fact, it is work we are already doing. In just
the past three months, Connections has provided more than $40,000 in financial
assistance to 15 Skokie households via rental, mortgage and utility assistance. Our
team has the expertise to utilize and assess households for the various state and
federal funds that are available to meet their needs.
We estimate a grant of $100,000 will help us serve 40 more households (with an
average amount of assistance of $2,500 each) to ensure they can remain in their
homes. In addition, $15,000 of funding will partially support our case management
efforts to assess each household in need of assistance, determine if there are other
programs and services they are eligible for, and complete applications and
documentation to issue the payments to local landlords and mortgage and utility
companies. $5,000 of funding is requested for administrative expenses related to
accounting, invoicing, and reporting.

B. Service Area
1. Describe your agency’s service area, listing any municipalities served.
Connections for the Homeless serves people across north suburban Cook County.
Our primary service area includes the City of Evanston and the townships of Maine,
New Trier, Niles, and Northfield. However, except in cases where funding restricts
who we can serve, all our programs and services are open to anyone in need.

There is a significant benefit to have Connections for the Homeless administer and
deliver the $100,000 in financial assistance to Skokie residents. We have a history of
this work, the infrastructure in place, and a team with the knowledge about all other
available resources (both at Connections and external partners) to meet multiple
needs. Our team will assess each household to determine eligibility for all available
funding sources, the best match to meet the households’ need, and eligibility for
other public benefits (LIHEAP, SNAP, General Assistance benefits, among others).
Households will also be welcome to visit our drop-in services (2121 Dewey Avenue,
Evanston) which are open Monday through Friday for people to access our food
pantry, lunches, toiletries, basic supplies, and clothing. Our ultimate goal across our
programs and services is to screen people into services to ensure we can meet all
their basic needs as they work to strengthen, stabilize and secure their future.
4. What facilities, services, or programs are operated in Skokie?
Connections serves more than 2,100 people each year across our three primary
programs: eviction prevention, shelter, and housing. All these programs are open to
Skokie residents, and we currently serve Skokie residents in each of these three
areas. Most people accessing financial/prevention assistance come to us via direct
referrals from community partners or by calling our main number. We also operate
daily drop-in services that are open and accessible to all to meet their basic needs,
and those are located at 2121 Dewey Avenue in Evanston. Skokie residents utilize
these services and occasionally present at this location asking for
financial/prevention assistance. Our shelter programming is located in Evanston,
and in response to the COVID-19 pandemic, we have placed more than 300 people
into local hotels and a new 24/7 emergency shelter we launched. Skokie residents
are being served in our shelter programs. Finally, our housing programs include
short-and long-term rental subsidies coupled with case management services to
help people move forward on their path to overcome homelessness. We own 2 two-
flat buildings in Skokie that are housing 4 formerly homeless families. We also have
multiple units rented throughout the Skokie community from local landlords for
formerly homeless families.

5. Are there other agencies in the same service area that provide the same service? If so, what agency or
agencies provide(s) similar services?
Connections is the only agency in the region delivering a multi-pronged approach to
prevent and end homelessness. There are other groups in the region providing
emergency financial assistance. However, we know these funds are limited and the
demand far exceeds the capacity. Thus, we work to complement these efforts to
deliver the full amount of assistance a family needs to get back on their feet. There
are no other year-round shelter providers in the region, and certainly no other
agencies in the region that have responded to the COVID-19 crisis in the way that
we have to meet the needs of our neighbors who are homeless. Finally, there are
some agencies who have housing programs across the northern suburbs. However,
the need for affordable housing programs, and especially affordable housing
programs coupled with wrap-around case management services, is far greater than
the current availability. Thus, there is a gap between those who need this type of
support to maintain their home and what is actually available.

3. How will you meet your CDBG-CV goals for the Skokie residents identified above?
To connect Skokie residents to the financial assistance they need, we will continue
to market the availability of services broadly throughout the community to ensure
distressed homeowners and renters are aware of local resources. We do this
through 5 primary mechanisms:
1. Referrals: We participate in a regional coordinated entry effort via the Alliance to
End Homelessness in Suburban Cook County and actively take referrals via the call-
center system for people in need of assistance. We are also in regular
communication with provider, landlord, and municipal networks throughout the
region who refer people in need to us. These referrals and partnerships are
especially important with groups that serve populations who are least likely to
engage or know about our services (people who are undocumented, non-English
speakers, etc.)
2. Drop-in services: Monday through Friday approximately 45 people per day access
our drop-in services that include a food pantry, toiletries, basic supplies, clothing,
showers, lunches, mail, bus passes and case management services to triage needs.
These services are open to all, no appointment required, and we share information
with people using these services about our programs and those throughout the
community.

3. Outreach: We have two full-time Outreach Specialists who have relationships
across the community and connect directly with people in need. They are regularly
interacting with municipal leaders and community providers to connect with and
transport people who are homeless to our service locations.
4. Phone: Our main phone number is staffed Monday through Friday during
business hours. When possible, we immediately assess needs over the phone and
refer the person directly to our resources. Voice messages are checked daily and
redirected to other staff.
5. Communications: All communication channels (website, social media, e-
newsletters, voicemail messages) are being updated regularly. This is how we
market to our provider, landlord, and municipal networks.

lowering the cost, improving the quality, or increasing the affordability of a product or service to benefit a

low/moderate-income microenterprise businesses at 1% interest, which is far below the market rate. This
program lowers the cost of the loan, enabling entrepreneurs to start businesses. As a result, the program
makes financing more affordable. Example #2: A subsidized day care program that provides services to

more commonly described as 7701, 7739 and 7664 Lincoln Avenue and 7801 Terminal
Avenue, Skokie, Illinois (hereinafter “Subject Property”), petitioned the Village of Skokie for site
plan approval for improvements to a site one acre or larger, in TX Transit Mixed-Use and R2
Single-Family districts; and
WHEREAS, while Oakton Community College (hereinafter “OCC”) has prepared and
submitted to the Village its 10 to 15-year Skokie Master Plan (hereinafter “Plan”) for the Skokie
Campus. However, only improvements to the main circle entrance off Lincoln Avenue were
addressed in its petition for site plan approval; and
WHEREAS, pursuant to the Plan, improvements to the campus, in addition to new
signage, shall include:
• Repaving the circle drop off with pavers,
• New planters with seating,
• New median and crosswalk enhancements,
• Turf conversions to native prairie or savannah plants,
• Locations will be prepped for an anticipated beekeeping operation to be
installed at a future date; and
WHEREAS, traffic flow will be improved and the well being of the facility and students
will be improved with additions such as new shaded seating areas. New signage and design
features included in the Plan will enhance the appearance of the Skokie campus; and
WHEREAS, the two new signs that are contemplated, which have been approved by
the Appearance Commission in September 2019, require relief from the Skokie Village Code
(hereinafter “Code”), Sections 82-27(d)(2) and 82-22(b)(1):
• Section 82-27(d)(2) - the proposed ground sign is 114.29 sq. ft. per sign face,
exceeding the maximum allowed 35 sq. ft. per sign face,
• Section 82-22(b)(1) - canopy lettering will project above the physical dimension of
the canopy sign, which is contrary to Code; and

WHEREAS, the Skokie Plan Commission, at a public hearing duly held on October 17,
2019, where proper legal notice had been achieved, heard testimony from a neighborhood
resident regarding observations of traffic at Lincoln Avenue and Howard Street; and
WHEREAS, the Plan Commission went on to (i) make the appropriate findings of fact
in the affirmative, as required under Section 118-6(g) of the Skokie Village Code, and (ii) vote
to recommend to the Mayor and Board of Trustees that (a) the requested site plan approval be
granted subject to the conditions contained in the Plan Commission Report dated November
18, 2019, and (b) relief be granted from Chapter 82, Sections 82-27(d)(2) and 82-22(b)(1) of
the Skokie Village Code; and
WHEREAS, the Mayor and Board of Trustees, at a public meeting duly held on
November 18, 2019, voted to concur in the aforesaid recommendations and findings of fact of
the Skokie Plan Commission;
NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the
Village of Skokie, Cook County, Illinois:
Section 1: That the site plan approval requested by the petitioner for modifications
to a site one acre or larger at the property legally described above and commonly known as
7701, 7739 and 7664 Lincoln Avenue and 7801 Terminal Avenue, in TX Transit Mixed-Use
and R2 Single-Family districts, is hereby granted and approved subject to each of the
conditions set forth below:
1. Prior to the issuance of building permits, the petitioner shall:
a. Submit to the Village of Skokie Community Development Department a Cook
County Assessor's Office Petition for Consolidation of Property with associated
fees to consolidate property identification numbers 10-28-221-001-0000, 10-28-
221-003-0000, and 10-28-221-032-0000 into a single tax parcel or provide
evidence that the petition was submitted to Cook County;
b. Provide an easement to the Village in order to access the 30" water main that
runs east/west under the main entrance canopy;
c. Conduct potholing activities to confirm the exact location of the water main prior
to excavation;
d. Submit for approval a lighting photometrics plan, fully developed civil engineering
plans that comply with the county WMO requirements and Village’s stormwater
control provisions, and redevelopment engineering plans to address all aspects
of private and public utility services. Any reconfigurations within state ROW will
require an IDOT highway/utility permit;
e. Turf conversions: the use herbicides to remove existing grass prior to planting
new plants, is prohibited;
2. Prior to the implementation of future master plan phases OCC will need to go through
the Plan Commission process and request to amend the site plan, but the petitioner may
be able to request a Modified Review;
3. The petitioner shall develop the Subject Property in substantial conformance with the
final Village approved site plans dated May 31, 2019, engineering plans dated May 31,

2019, landscape plans dated May 31, 2019, sign plans dated May 31, 2019;
4. New parking lot and exterior lighting shall meet Illuminating Engineering Society of North
America (IES) standards, be full cut-off design, and be directed away from adjacent
properties, subject to the approval of the Engineering Division;
5. Any outdoor sound systems shall at all times maintain audio levels that are compliant
with the Skokie Village Code;
6. All existing damaged public sidewalks or public sidewalks damaged due to the
implementation of this plan shall be replaced;
7. No objects are allowed within a 10' sight distance triangle in R1, R2, R3, and R4
districts, or within a 15' sight distance triangle in all other districts, between 30" and 84"
in height from grade except traffic control devices listed in the Manual on Uniform Traffic
Control Devices;
8. Prior to the issuance of building permits, the petitioner shall submit a temporary
pedestrian, bicycle, and motor vehicle circulation plan, including routing, signage, and
barriers, to be in place prior to the commencement of construction, subject to the
approval of the Engineering Division;
9. All fencing, walls, sidewalks, driveways, curbs, wheel stops, parking areas, signage,
landscaping, structures, and any other facilities or infrastructure on the Subject Property
shall be maintained in a good state of repair, and when needed, be repaired or replaced
in a timely manner;
10. All private and public sidewalks shall be maintained free of snow, ice, sleet, or other
objects that may impede travel;
11. Trash shall only be allowed within a designated trash enclosure and shall be screened
from public view in an enclosure approved by the Appearance Commission. All trash
shall be contained in such a way as to remain out of sight at all times;
12. All off-street parking spaces shall be legibly striped and maintained;
13. Any plan to modify parking lot striping must be approved by the Director of Engineering;
14. The minimum number of parking spaces for the subject site will be identified in a future
phase of the master plan implementation;
15. The handicapped parking spaces shall be installed and maintained in compliance with
State of Illinois Accessibility Standards and the Skokie Village Code, including required
signage;
16. Vehicles shall not be allowed to be parked in or otherwise block common driveways,
sidewalks, aisles, or other points of access at any time, shall only be parked in
designated parking spaces, and shall not overlap the striped lines of designated parking
spaces;
17. The owner of the Subject Property and its students, employees, and visitors shall park
on the Subject Property;
18. The petitioner shall sign an "Agreement for Installation and Maintenance of
Landscaping" to assure that the Subject Property and parkway landscaping is
completed and maintained, including trimming, watering, and replacing of dead plant
materials in a timely manner in accordance with the final approved landscape plan. A

copy of said Agreement is attached hereto, marked Exhibit “A” and hereby made part of
this Ordinance. This “Agreement for Installation and Maintenance of Landscaping" shall
be recorded at the petitioner’s expense;
19. All new construction, alterations, and remodeling shall meet current International
Building and NFPA Life Safety Codes as amended;
20. The petitioner shall obtain all required permits and approvals for improvements to
County, State, or Federal rights-of-way from the governing jurisdiction;
21. The Subject Property must conform to the Village's storm water control requirements as
contained in the Skokie Village Code, including the disconnection of any downspouts;
22. All signage shall conform to the Skokie Village Code, except as provided in this
ordinance. Any sign on the Subject Property that is in violation of that Code must be
removed or modified to conform with the Village Code prior to the issuance of an
occupancy permit;
23. All modifications to building elevations, signage, and landscaping shall be subject to the
review and approval of the Skokie Appearance Commission;
24. The petitioner shall submit to the Planning Division electronic files of the site plan and
landscape plan in their approved and finalized form;
25. Prior to the issuance of building permits, the petitioner shall submit to the Planning
Division of the Community Development Department the name, property address, email
address, and telephone number of the company and contact person responsible for site
maintenance in compliance with this site plan approval;
26. If work is to be performed on public property or if public property is utilized or impacted
during construction and/or development, the owner shall provide, or shall cause the
developer and/or contractor to provide, the Village of Skokie with a certificate of
insurance naming the Village of Skokie as additionally insured for any and all claims
related to any and all work. The owner shall hold and shall cause the developer and/or
contractor to hold, the Village of Skokie harmless and indemnify the Village for any and
all claims for property damage or personal injury related to work on or use of public
property;
27. The petitioner shall comply with all Federal and State statutes, laws, rules and
regulations and all Village codes, ordinances, rules, and regulations; and
28. Failure to abide by any and all terms of this Ordinance shall be cause for the Village to
initiate hearings to determine whether the subject Ordinance, as well as any applicable
business licenses, should be revised or revoked. The petitioner shall pay all costs
related to any hearings conducted as a result of non-compliance with any of the
provisions of the enabling ordinance. The costs shall include but not be limited to court
reporter fees, attorney fees, and staff time required researching and conducting said
hearing.
Section 2: That relief from Chapter 82, Section 82-27(d)(2) of the Skokie Village
Code to allow a ground sign greater than 35 square feet per face (70 square feet total), is
hereby approved.

Section 3: That relief from Chapter 82, Section 82-22(b)(1) of the Skokie Village

approved.
Section 4: That a notice of the approval of this Ordinance incorporating the
conditions contained herein shall be executed by the owner of the property in writing and
duly recorded with the Cook County Recorder of Deeds Office at the owner’s expense.
Section 5: That this Ordinance shall be in full force and effect from and after its
passage, approval, and recordation as provided by law.

1. At or near the time of execution of this Agreement, the VILLAGE granted an
Occupancy Permit, Business License, Site Plan Approval or Special Use Permit
hereinafter collectively referred to as “permit” pursuant to state statutes and local
ordinances.
2. By the terms of the aforesaid permit, the PROPERTY OWNER is required to install
and maintain landscaping in accordance with the plan dated May 31, 2019, or as it
may be subsequently revised with the approval of the Village Manager, or designee,
and the Corporation Counsel.
3. The parties to this Agreement recognize that the installation and maintenance of
landscaping is an integral part of the PROPERTY OWNER's plan for development
and/or use of the property and is necessary to carry out the purpose and intent of the
VILLAGE's land use objectives, and that the permit would not have been approved
by the VILLAGE without the assurance that this Agreement would be executed by
the PROPERTY OWNER.
4. The purpose of this Agreement is to assure:
(a) installation of the landscaping in accordance with the landscaping plan
approved by the VILLAGE, and
(b) continued maintenance and care of the landscaping, including any
landscaping indicated in the parkway area.
5. The property, which is the subject matter of this Agreement, is legally described
above. The portions of the Subject Property which are to be landscaped and
maintained pursuant to the terms and conditions of this Agreement are indicated on
the Landscape Plan attached hereto, marked Exhibit “1” and are hereby made a part
of this Agreement.
6. PROPERTY OWNER agrees that the installation and maintenance of the
landscaping which is required in accordance with the permit issued by the VILLAGE
and this Agreement will materially benefit the Subject Property. Such landscaping is
necessary in order for the PROPERTY OWNER to comply with the conditions of the
permit issued or granted by the VILLAGE for the PROPERTY OWNER’s requested
development or use of the property.
7. PROPERTY OWNER shall diligently maintain and care for the landscaping which is
installed and required by the permit and this Agreement, using generally accepted

methods of cultivation and watering. The PROPERTY OWNER shall maintain a
standard of care necessary to prevent the landscaping from deteriorating to the
extent that its value as landscaping is destroyed. If Exhibit “1”, attached hereto or
permit specifies maintenance standards or procedures, such procedures are hereby
adopted as part of this Agreement, and by such adoption, become enforcement
conditions of this Agreement.
8. Failure to maintain the landscaping as required by this Agreement shall be a
nuisance. In the event the PROPERTY OWNER fails to meet the standard of
maintenance necessary to keep the landscaping in a healthy condition as required
by this Agreement, the VILLAGE shall give written notice of the deficiency to the
PROPERTY OWNER who shall have 20 days to make the necessary correction or
replacement. If such correction or replacement is not made within the aforesaid 20-
day period, the VILLAGE may elect to abate the nuisance and take necessary action
to assure that the landscaping is replaced and/or maintained. In the event, the
VILLAGE so elects; the VILLAGE shall serve notice of its intent to enter the
premises for this purpose. The VILLAGE shall either personally serve the notice
upon the PROPERTY OWNER or mail a copy of it by certified mail to the
PROPERTY OWNER's last known address, or as shown on the tax rolls, at least 15
days in advance of the date when the VILLAGE or its agent intends to enter the
premises.
9. For this purpose, the VILLAGE or its agent may enter upon the property and perform
such work as it considers reasonably necessary and proper to restore, maintain, or
replace the landscaping required by this Agreement. The VILLAGE may act either
through its own employees or through an independent contractor.
10. The VILLAGE shall be entitled to reimbursement for abating the nuisance in
restoring, maintaining or replacing the landscaping, provided that the VILLAGE
follows the procedures set forth in this Agreement. Costs shall include but shall not
be limited to actual costs incurred by the VILLAGE and administrative costs. The
VILLAGE shall make demand upon the PROPERTY OWNER for payment. If the
PROPERTY OWNER fails to pay the costs within 30 days of the date on which
demand is made, the VILLAGE may cause a lien to be placed on the Subject
Property. The VILLAGE may record a notice with the Recorder of Deeds for Cook
County stating that it has incurred expenses under the terms this Landscape
Agreement. The VILLAGE shall be entitled to collect interest at the statutory rate on
the amount owed.
11. In addition to having a lien placed on the Subject Property, the VILLAGE may
institute a legal action to collect the amount owed. The PROPERTY OWNER agrees
to pay the VILLAGE a reasonable sum for attorney's fees and court costs.
12. If either party upon the execution of this Agreement or during the course of
performance considers that it is necessary to have the PROPERTY OWNER post
additional security to guarantee the performance of his obligations hereunder, the
VILLAGE may require the PROPERTY OWNER to post additional security. The
VILLAGE may require either a cash deposit or a surety bond guaranteeing
performance in a form signed by sureties satisfactory to the VILLAGE. The
condition of the security shall be that if the PROPERTY OWNER fails to perform any
obligation under this Agreement, the VILLAGE may, act on behalf of the

PROPERTY OWNER and use the proceeds of the cash bond, or in the case of a
surety bond, require the securities to perform the obligations of this Agreement.
13. The PROPERTY OWNER hereby agrees to indemnify and hold harmless the
VILLAGE, its trustees, officials, employees and agents for any costs, claims, actions
or causes of action for personal injury, property damage or otherwise, including
reasonable attorney’s fees, which may arise from the VILLAGE exercising any of its
rights or obligations and performance under this Agreement.
14. All notices required or to be given pursuant hereto shall be in writing and either
delivered personally or by a nationally recognized "over-night" courier service or
mailed by United States certified or registered mail, postage prepaid, addressed to
the VILLAGE and the PROPERTY OWNER as follows:

At its July 16, 2020 meeting, the Plan Commission heard the request of the Village of
Skokie for the vacation of an unimproved portion of Lawndale Avenue north of
Dempster Street and south of a line drawn 2.00 feet south of and parallel to the south
line of the east-west alley north of Dempster Street in a B2 Commercial district. The
street is not a public thoroughfare and functions as an extension of a public parking lot
to the east. The subject site contains an asphalt-paved parking lot, curbing, light poles,
a public sidewalk, landscaping, a tree, and a wood fence. Above-ground electrical
utility equipment is present at the north end of the subject site. A catch basin and a
portion of a 10” combined sewer main exist within the north end of the subject site as
well.
The Village desires to vacate the street in order to combine it with the remainder of the
public parking lot as a new lot of a 2-lot subdivision in corresponding case 2020-10P.
This portion of Lawndale Avenue is identified in Chapter 5 of the Village’s
Comprehensive Plan as being a potential street to be vacated.
The Plan Commission concurred with Staff’s recommendation to grant the vacation
subject to conditions.
INTERESTED PARTIES
Legal notice was properly posted, advertised, and delivered to all property owners in
the area of the subject site as prescribed by the Zoning Chapter. No interested parties
spoke regarding the case.

STAFF ANALYSIS
Comments
All pertinent departments and divisions were offered an opportunity to comment on this
case. Other than the Civil Engineering and Planning Division comments below, all
others did not respond or approved the request without comment.
Civil Engineering Division
An easement for public utilities shall be established across the entire extent of the
subject site in order to provide continued access to the above- and underground
utility lines that run through the subject site.
Planning Division
The Planning Division staff supports the proposed street vacation. Vacating the
street and combining it with the land to the east will create a defined boundary for
the Village’s public parking lot.
Lawndale Avenue, which used to connect to Dempster Street, was terminated at the
east-west alley north of Dempster Street at some point between 1984 and 1988,
when the Village of Skokie acquired the land to the east of the subject site. The
Village constructed a public parking lot across both that property and within
Lawndale Avenue, but did not vacate the street.
The northern 2.00’ of Lawndale Avenue lying south of the south line of the existing
east-west alley will remain public right-of-way and will match the south right-of-way
line of a new 18.00’-wide dedicated public alley that will be created in case 2020-
10P and will run from Lawndale Avenue to East Prairie Road.
STAFF RECOMMENDATIONS
Staff recommends that the petitioner’s request to vacate Lawndale Avenue north of
Dempster Street and south of a line drawn 2.00 feet south of and parallel to the south
line of the east-west alley north of Dempster Street in a B2 Commercial district be
GRANTED subject to conditions listed below.

Discussion and Interested Parties
Legal notice was advertised, posted, and delivered to property owners in the area as
prescribed by the Zoning Chapter. Corporation Counsel determined that notice was proper
and correct.
Matt Brandmeyer gave an overview of the cases involving a street vacation and subdivision
with a public alley dedication. The Village is a co-petitioner for Case 2020-10P. He
described it as a swap of properties, both public and private. The subdivision of existing
lots, along with the vacated street, will be combined to create a new 2-lot subdivision. The
vacated Lawndale Avenue will be added to the public parking lot property to the east. The
existing alley currently on synagogue-owned property will be dedicated to the Village of
Skokie so that it will be owned and maintained as public right-of-way.
Per a commissioner’s inquiry, it was confirmed that the synagogue will use and occupy Lot
1 and the Village will use & occupy Lot 2 as a public parking lot.
Debbie Eisenstein, President of the Board of Directors for Skokie Valley Agudath Jacob
Synagogue stated that the synagogue will not be gaining anything. They will be using Lot
1 just as they have always done. Nothing will be changing – even the playground will stay
where it is.
Another commissioner was confused about the swap of properties. Mr. Brandmeyer offered
that “swap” was not the best choice of words. These cases were a long time coming – this
is just a formality to “clean up the plat records”.
Mr. Brandmeyer added that there were no public comments regarding these cases.

Agudath Jacob Synagogue and the Village of Skokie to resubdivide 10 existing lots and
vacated Lawndale Avenue into 2 new lots in a B2 Commercial zoning district. Lot 1 will
contain the existing playground and parking lot for Skokie Valley Agudath Jacob
Synagogue. Lot 2 will contain the existing public parking lot which also occupies the
portion of Lawndale Avenue that is being vacated in companion case 2020-09P.
The subdivision will include an 18’-wide right-of-way dedication between the 2 lots in
order to place the existing improved alley within the public right-of-way. The alley as
occupied presently spans both synagogue and Village-owned properties. No physical
changes are being made within either of the lots or the alley at this time.
The Plan Commission concurred with Staff’s recommendation to grant the subdivision
approval subject to conditions.
Discussion of the case by the commissioners was centered around how the 2 new lots
would be structured and what land uses they would each contain.
A commissioner asked if a land swap was occurring between the synagogue and the
Village in order to give the Village land that was going to be dedicated for the public
alley. A representative of the synagogue explained it was her understanding that an
agreement was made between the Village and the synagogue years ago to build the
alley, but the property ownership boundaries were not modified at that time. The
subject case will define the limits of each property and formally dedicate the alley.

1. Upon the passage of the ordinance by the Board of Trustees, the Mylar of the
Skokie Valley Agudath Jacob Synagogue Subdivision must be submitted to the
Village with all signatures other than Village staff or elected officials.
2. The Skokie Valley Agudath Jacob Synagogue Subdivision shall be effective upon
its recording by the Village in the Office of the Recorder of Deeds of Cook
County, Illinois.
3. All monuments must be set no later than 1 year after the date of the recording
of the plat.
4. The petitioners must comply with all Federal and State statutes, laws, rules and
regulations and all Village codes, ordinances, rules, and regulations.

case.

SITE INFORMATION
Public sidewalks run along Dempster Street, East Prairie Road, Enfield Avenue, and
Lawndale Avenue.
Driveways provide access to the subject site from Dempster Street, East Prairie
Road, and Enfield Avenue. The driveway connecting the parking lot for the
synagogue to the existing undedicated alley is blocked by a chain attached to
bollards.
Overhead utilities run along the south side of Enfield Avenue and along the south
side of the undedicated public alley running between the proposed lots. Additional
overhead utilities run in a north-south direction through the western portion of the
synagogue’s parking lot.
The Pace 250 Dempster Street bus runs adjacent to the subject site. Construction
for the Pace Pulse Dempster Line will begin in 2021.
PETITIONER’S SUBMITTAL
The petitioners are requesting to resubdivide 10 existing lots and vacated Lawndale
Avenue into 2 new lots in a B2 Commercial zoning district. Lot 1 will contain the
existing playground and parking lot for Skokie Valley Agudath Jacob Synagogue. Lot 2
will contain the existing public parking lot, which also occupies the portion of Lawndale
Avenue that is being vacated in companion case 2020-09P.
The subdivision will include an 18’-wide right-of-way dedication between the 2 lots in
order to place the existing improved alley within the public right-of-way. The alley as
occupied presently spans both synagogue- and Village-owned properties. No physical
changes are being made within either of the lots or the alley at this time.
STAFF ANALYSIS
Comments
All pertinent departments and divisions were offered an opportunity to comment on this
case. Other than the Planning Division comments below, all others did not respond or
approved the request without comment.
Planning Division
The Planning Division supports the proposed subdivision. The subdivision will clean
up the boundaries of both properties to eliminate the current lot configuration in
which several synagogue- and Village-owned parcels span both sites and the alley.
The alley, which was constructed in the mid-1980’s but never dedicated, will be
formally dedicated as a public right-of-way. The removal of portions of the alley and
the public parking lot from synagogue-owned land will eliminate the synagogue’s
liability of having publicly-used infrastructure located on private property. The
Village’s liability will also be removed from the portion of its property that is
currently used by the synagogue.

Incorporating vacated Lawndale Avenue with the land to the east into a single new
lot (Lot 2) will create a defined legal boundary for the Village’s public parking lot.
STAFF RECOMMENDATIONS
Staff recommends that the petitioners’ request to resubdivide 10 existing lots and
vacated Lawndale Avenue into 2 new lots in a B2 Commercial zoning district along with
a dedication of an 18’-wide public alley between the 2 new lots, be APPROVED subject
to the conditions listed below.

Plan Commission Meeting Minutes

A motion was made by Commissioner S. Berman and seconded by Commissioner J. Burman
to approve the minutes of the May 21, 2020 Plan Commission meeting.
The chairman read the following statement into the record.
Until further notice, meetings of the Skokie Plan Commission will be electronically, with a
majority of Commissioners participating via remote access in order to comply with the State of
Illinois Stay-At-Home order.
Members of the public who wish to comment as to an item on the published legal notice must
submit their statement or question in writing to the Village Manager’s Office no later than the
day of the scheduled meetings and all properly submitted statements or questions will be
presented and read during the relevant portion of the meeting.

Discussion and Interested Parties
Legal notice was advertised, posted, and delivered to property owners in the area as
prescribed by the Zoning Chapter. Corporation Counsel determined that notice was proper
and correct.
Matt Brandmeyer gave an overview of the cases involving a street vacation and subdivision
with a public alley dedication. The Village is a co-petitioner for Case 2020-10P. He
described it as a swap of properties, both public and private. The subdivision of existing
lots, along with the vacated street, will be combined to create a new 2-lot subdivision. The
vacated Lawndale Avenue will be added to the public parking lot property to the east. The
existing alley currently on synagogue-owned property will be dedicated to the Village of
Skokie so that it will be owned and maintained as public right-of-way.
Per a commissioner’s inquiry, it was confirmed that the synagogue will use and occupy Lot
1 and the Village will use & occupy Lot 2 as a public parking lot.
Debbie Eisenstein, President of the Board of Directors for Skokie Valley Agudath Jacob
Synagogue stated that the synagogue will not be gaining anything. They will be using Lot
1 just as they have always done. Nothing will be changing – even the playground will stay
where it is.
Another commissioner was confused about the swap of properties. Mr. Brandmeyer offered
that “swap” was not the best choice of words. These cases were a long time coming – this
is just a formality to “clean up the plat records”.
Mr. Brandmeyer added that there were no public comments regarding these cases.
