13409 MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8 p.m. on Monday November 16, 2020 Until further notice, meetings of the Skokie Village Board will be held electronically, with a majority of Village officials participating via remote access in order to comply with the State of Illinois Gubernatorial Disaster Proclamation. Members of the public who wish to comment as to an item on the published agenda or to comment during public comments must submit their statement or question in writing to the Village Manager’s Office and all properly submitted statements or questions will be presented and read during the relevant portion of the meeting. Written comments may be submitted by email to citizencomments@skokie.org by mail to Village of Skokie, Village Manager's Office, 5127 Oakton Street, Skokie, Illinois, 60077; or via the Village’s drop box located by the public entry to Village Hall. Pledge of Allegiance led by Village Clerk Pramod C. Shah. The Mayor called the meeting to order. The Clerk called the Roll. Those present were Trustees Roberts, Sutker, Ulrich, Bromberg. Klein, Gray-Keeler and Mayor Van Dusen. The Trustees were joining by remote electronic access. Motion to approve the Consent Agenda with exception of Item F on the Manager’s report. Proclamations and Resolutions. A. Proclamation Food Pantry Awareness Month – December 2020 December 2020 is Food Pantry Awareness month in the Village of Skokie and the Mayor urged all residents to support the efforts of the Niles Township Food Pantry by making a monetary donation to the Food Pantry holiday drive and by donating whenever possible non-perishable food items. * Appointments, Reappointments and Resignations. A. Appointments Beautification & Improvement Commission: Joseph Hasten Human Relations Commission: Unia Wilson B. Resignation Consumer Affairs Commission: Clifford Levy Omnibus vote. Report of the Village Manager. A. COVID-19 Update. Mike Charley, Director of Health and Human Services gave an update the COVID-19. As of date, there are 2,616 confirmed case, 2,039 recovering, 533 currently ill and 44 deaths. The highest exposure trends include social gatherings, households, personal caregivers, and outbreaks at work. Finance Director Julian Prendi made a power point presentation regarding the proposed tax levy. The Village of Skokie’s 2020 tax levy request is $15,456,695. The Skokie Public Library’s levy must be adopted by the Village Board on the Library’s behalf and is proposed at $12,276,686. The Finance Director answered questions from the Board. The 2020 Property Tax Levy Ordinance is for first reading and will be on the Monday, December 7, 2020 agenda for second reading and adoption. C. Water Analytics Agreement with Exelorate Enterprises, LLC, d.b.a Aquify. Motion to concur with Public Director Slankard and request Mayor and Board approval to enter into an agreement with Exelorate Enterprises, LLC ,d.b.a. Aquify for water analytics. Interim Staffing Services for Personnel Director Position. Motion to concur with the recommendation that the contract for the continued provision of temporary Personnel Director services be extended with GOVTEMPS USA in the amount of $17,465 beginning on November 17, 2020 and terminating on January 29, 2021. Omnibus vote. * E. BS&A ERP Software Maintenance Contract Renewal – BS&A Systems, Bath, Michigan - $69,715. Motion to award a contract to BS&A Systems, Bath, Michigan in the amount of $69,715 for BS&A ERP Software maintenance contract renewal. Omnibus vote. F. Tactical Intervention Unit Body Armor Purchase – Kiesler Police Supply, Inc., Jeffersonville, IN - $54,999.50. This item was taken off the Consent Agenda. Skokie Citizen James Johnson, 4832 Hull St. 2D wanted the Village Board to vote no on this purchase. Motion to award a contract to Kiesler Police Supply, Inc., in the amount of $54,999.50 for tactical intervention unit body armor purchase. Ordinance 20-11-C-4540 Motion to adopt an ordinance amending Chapter 1, Section 1-7 of the Skokie Village Code pertaining to stipulated settlements. Mayor Van Dusen was saddened to announce the passing of Diana Hunter. She was a supporter of the library, serving on the Board for over 50 years, including multiple terms as Board President and Vice President. The Library will host a Memorial service for Diana Hunter in the future. Adjournment. Adjournment. 581872v1 B C D E F A MML: 11/2/2020 Manager’s Report *11/16/2020 THIS ORDINANCE MAY BE CITED AS VILLAGE ORDINANCE NUMBER 20-11-T- AN ORDINANCE PROVIDING FOR THE INSTALLATION AND ESTABLISHMENT OF YIELD SIGN CONTROLS AT THE INTERSECTIONS OF JARVIS AVENUE/KEYSTONE AVENUE AND JARVIS AVENUE/KILBOURN AVENUE, SKOKIE, ILLINOIS 1 WHEREAS, from time to time, the Engineering Division of the Village of Skokie 2 (hereinafter “Skokie”) is asked to review and study certain uncontrolled intersections within 3 Skokie, in order to make a determination on the value of the installation of Stop or Yield signs; and 4 WHEREAS, the Engineering Division was asked to review and study the traffic control 5 along Jarvis Avenue between Lincoln Avenue and Jarvis Avenue. This stretch is the shared 6 border between the Village of Lincolnwood (hereinafter “Lincolnwood”) and Skokie. While some 7 intersections have been upgraded over the years, the intersections of Jarvis Avenue/Keystone 8 Avenue and Jarvis Avenue/Kilbourn Avenue are still uncontrolled; and 9 WHEREAS, the study has been completed, and the Engineering Division is 10 recommending that the northbound-southbound intersections of Jarvis Avenue/Keystone Avenue 11 and Jarvis Avenue/Kilbourn Avenue be upgraded from uncontrolled to Yield sign control; and 12 WHEREAS, as these intersections share a border with Lincolnwood, Skokie will install 13 these signs for the southbound traffic on Keystone Avenue at Jarvis Avenue and Kilbourn Avenue 14 at Jarvis Avenue and Lincolnwood will do the same for the northbound traffic; and 15 WHEREAS, the Village Manager recommended to the Mayor and Board of Trustees that 16 northbound-southbound Yield sign controls at the intersections of Jarvis Avenue/Keystone 17 Avenue and Jarvis Avenue/Kilbourn Avenue be installed and established, as indicated on the 18 diagram attached hereto marked Exhibit "A" and hereby made a part of this Ordinance; and 19 WHEREAS, the Mayor and Board of Trustees, at a public meeting duly held on November 20 2, 2020, concurred in the aforesaid recommendation; 21 NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the 22 Village of Skokie, Cook County, Illinois: 23 Section 1: That pursuant to the provisions Chapter 106, Article II, Division 1, Section 24 106-47 of the Skokie Village Code and the Illinois Vehicle Code, Yield signs shall be installed in 25 accordance with the diagram attached hereto and marked Exhibit "A" and hereby made a part of 26 this Ordinance. 27 Section 2: That the Village Manager is hereby directed and authorized to erect the 28 necessary signs in accordance with the provisions of this Ordinance.
