MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of
Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8
p.m. on Monday October 18, 2021
With Skokie and the entire State of Illinois now in Phase 5 of the Restore Illinois plan
and the lifting of restrictions on in-person gatherings, Skokie Village Board meetings are in-person
in the Council Chambers at Skokie Village Hall, 5127 Oakton Street. Village Board meetings begin
at 8 p.m. and will continue to be broadcast live on the Village’s YouTube channel as well as on
SkokieVision cable television channels 17 (Comcast) and 25 (RCN). Meetings also are re-broadcast
on the cable channels in the weeks following each meeting, and the videos are archived on the
Village’s YouTube channel.
As of August 30, 2021, all individuals in Illinois shall be required to wear masks when indoors
including Village buildings.
Public comments may still be submitted to publiccomments@skokie.org; comments received prior
to the meeting or during the meeting will be provided to the Village Board and will not be read
aloud. Public comments also can be mailed or hand-delivered to Skokie Village Hall, 5127 Oakton
Street, Skokie, Illinois, 60077, Attention: Village Manager’s Office or placed in the exterior drop
box on the west side of Skokie Village Hall. Each Village Board meeting agenda includes time for
public comments, and individuals wishing to speak on an issue will be allocated three minutes to
address the Village Board.

2 A RESOLUTION APPROVING AND AUTHORIZING THE AMENDED
3 INTERGOVERNMENTAL AGREEMENT WITH THE
4 VILLAGE OF LINCOLNWOOD, ILLINOIS TO PROVIDE SERVICES
5 OF THE VILLAGE OF SKOKIE DISPATCH CALL CENTER

7 WHEREAS, the Village of Skokie (hereinafter “Skokie”) and the Village of Lincolnwood
8 (hereinafter “Lincolnwood”) are abutting home rule units of local government with a long
9 history of mutually beneficial cooperation and collaboration; and
10 WHEREAS, Article VII, Section 10 of the Illinois Constitution of 1970 provides for
11 intergovernmental cooperation between units of local government, including the power to
12 contract or otherwise associate among themselves to obtain or share services; and
13 WHEREAS, the Illinois Intergovernmental Cooperation Act, 5 ILCS 220/1 et seq.,
14 provides that any power or powers, privileges or authority exercised, or which may be
15 exercised by a unit of local government may be exercised and enjoyed jointly with any
16 other unit of local government; and
17 WHEREAS, Skokie receives telephone calls and other electronic communications
18 from residents and people within the borders of Skokie, concerning emergency situations,
19 health and safety issues and other urgent matters (hereinafter “Emergency Calls”). These
20 calls usually ask for and require the presence of Skokie’s Police and Fire Departments; and
21 WHEREAS, Skokie operates and provides staff at its own facility for the express
22 purpose of receiving Emergency Calls and dispatching emergency responders and other
23 resources to aid and resolve the Emergency Calls (hereinafter “Dispatch Call Center”); and
24 WHEREAS, subsequent to the adoption of 50 ILCS 750/1 et seq., which due to its
25 population, mandated Lincolnwood to terminate its own center for receiving Emergency
26 Calls and dispatching emergency responders and instead obtain such services from a
27 larger municipality to continue receiving its 9-1-1 surcharge revenues; and
28 WHEREAS, On November 17, 2017, an Intergovernmental Agreement (hereinafter
29 “IGA”) was executed by Skokie and Lincolnwood, following the approval of Village
30 Resolution 16-11-R-1337, which authorized the services from Skokie’s Dispatch Call
31 Center for all of Lincolnwood’s municipal emergency calls and for Skokie to receive
32 emergency calls from Lincolnwood residents and people within its borders and dispatch
33 Lincolnwood emergency responders and other resources to aid and resolve Lincolnwood
34 Emergency Calls; and
35 WHEREAS, the IGA had a term of five (5) years and will end in 2021. Both parties
36 are desirous to continue working together in the same fashion as they have for the last five
37 (5) years.; and

1 WHEREAS, Lincolnwood has agreed to pay for these services on terms as set forth
2 in the “Amended Dispatch Services Intergovernmental Agreement” with the Village of
3 Lincolnwood, a copy of which is attached hereto as Exhibit “1”; and
4 WHEREAS, the Village Manager recommended to the Mayor and Board of Trustees that the
5 Dispatch Services Intergovernmental Agreement with the Village of Lincolnwood, be approved
6 substantially in the form attached hereto and marked as Exhibit “1”, subject to changes approved by
7 the Village Manager or designee and the Corporation Counsel of the Village of Skokie;
8 NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the Village
9 of Skokie, Cook County, Illinois that the Dispatch Services Intergovernmental Agreement with the
10 Village of Lincolnwood, a copy of which is attached hereto and marked Exhibit “1”, subject to
11 changes approved by the Corporation Counsel and Village Manager or designee, be and the same
12 is hereby approved.
13 BE IT FURTHER RESOLVED by the Mayor and Board of Trustees of the Village of Skokie,
14 Cook County, Illinois that the Mayor is hereby authorized to execute the Dispatch Services
15 Intergovernmental Agreement with the Village of Lincolnwood, a copy of which is attached hereto
16 and marked Exhibit “1”, subject to changes approved by the Corporation Counsel and Village
17 Manager or designee.

AN ORDINANCE REDUCING THE SPEED LIMIT
FROM 30 MILES PER HOUR TO 25 MILES PER HOUR
ON DRAKE AVENUE, BETWEEN GOLF ROAD AND
CHURCH STREET, SKOKIE, ILLINOIS, IN AN
R1 SINGLE-FAMILY DISTRICT
1 WHEREAS, in response to a resident inquiries and concerns, the Director of Engineering
2 for the Village of Skokie conducted a traffic study for speed limit reduction along Drake Avenue,
3 between Golf Road and Church Street; and
4 WHEREAS, Drake Avenue between Golf Road and Church Street follows an alternating
5 stop pattern and is controlled by stop signs at the intersections of both Golf Road and Church
6 Street. The area is zoned R1 Single-Family with an unposted speed limit which would default to
7 30 miles per hour in accordance with the Illinois Traffic Code; and
8 WHEREAS, subsequent to the traffic study of the area, which included a speed limit study,
9 the Director of Engineering recommended that the speed limit on Drake Avenue between Golf
10 Road and Church Street, Skokie, Illinois be reduced from 30 miles per hour to 25 miles per hour,
11 stating that this situation is similar to certain other local residential areas in the Village that had the
12 speed limit reduced with satisfactory results; and
13 WHEREAS, the Village Manager concurred in the aforesaid recommendation of the
14 Director of Engineering and recommended to the Mayor and Board of Trustees that the
15 aforementioned request for a reduction in the speed limit be granted; and
16 WHEREAS, the Mayor and Board of Trustees, after public meeting duly held on October
17 18, 2021, concurred in the aforesaid recommendation of the Village Manager and Traffic
18 Engineer;
19 NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the
20 Village of Skokie, Cook County, Illinois;
21 Section 1: That the speed limit on Drake Avenue, between Golf Road and Church
22 Street, Skokie, Illinois, be and the same is hereby reduced from 30 miles per hour to 25 miles per
23 hour per the diagram attached hereto and marked Exhibit “A” and hereby made a part of this
24 Ordinance.
25 Section 2: That the Village Manager is hereby directed and authorized to erect speed
26 limit signs with the following legend in accordance with this Ordinance:

12 per hour, stating that Lavergne Avenue is similar to other local residential streets and the speed
13 reduction would have a positive effect on this street section; and
14 WHEREAS, the Village Manager concurred in the aforesaid recommendation of the
15 Director of Engineering and recommended to the Mayor and Board of Trustees that the
16 aforementioned request for a reduction in the speed limit be granted; and
17 WHEREAS, the Mayor and Board of Trustees, after public meeting duly held on October
18 18, 2021, concurred in the aforesaid recommendation of the Village Manager and Traffic
19 Engineer;
20 NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the
21 Village of Skokie, Cook County, Illinois;

AN ORDINANCE PROVIDING FOR THE INSTALLATION AND
ESTABLISHMENT OF A TRAFFIC CONTROL STOP AND YIELD SIGNS
AT FOUR UNCONTROLLED INTERSECTIONS ALONG JARVIS AVENUE
BETWEEN LINCOLN AVENUE AND CRAWFORD AVENUE, AND THE
ESTABLISHMENT OF A FOUR-WAY STOP INTERSECTION AT
GREENWOOD STREET AND KARLOV AVENUE, SKOKIE, ILLINOIS
1 WHEREAS, from time to time the Village of Skokie Engineering staff are directed to review
2 inspections relating to traffic control within the Village of Skokie (hereinafter “Skokie”) for public
3 safety issues that may arise. This was the case with Jarvis Avenue between Lincoln Avenue and
4 Crawford Avenue. This stretch of roadway is the shared border between the Village of
5 Lincolnwood (hereinafter “Lincolnwood”) and Skokie; and
6 WHEREAS, while some of the intersections along Jarvis Avenue have been upgraded
7 over the years, there are a few that remain uncontrolled intersections. Subsequent to a traffic
8 study and review and the information gained from monitoring the uncontrolled intersections, it
9 has been determined that the remaining uncontrolled intersections along Jarvis Avenue be
10 upgraded to Yield or Stop sign control; and
11 WHEREAS, Lincolnwood staff have reviewed the study and corresponding information
12 and concur with Skokie regarding the proposed signage for the studied intersections. The
13 assignment of right of way would benefit the motorists at these intersections. The use of Yield
14 sign controls, when appropriate, is desirable because it reduces motorist delay and due to
15 reduced fuel cost and other vehicle operating costs, it is more cost effective; and
16 WHEREAS, it is anticipated that Lincolnwood will be approving the proposed controls as
17 well. Below is a table that shows the list of the intersections studied and the recommended
18 intersection control based on previous established guidelines for the placement of signs; and

20 WHEREAS, another intersection that was studied was the intersection of Greenwood
21 Street and Karlov Avenue. Greenwood Street has a significant concentration of movement of
22 traffic, as it is among a limited number of continuous east-west streets in the Village. Currently,
23 there is an existing north-south stop control at Karlov Avenue. While this intersection has a

1 positive crash history, there remains accident potential thus it was determined that an upgrade
2 to a multi-way stop control would improve the traffic operational characteristics of this
3 intersection; and
4 WHEREAS, the Village Manager and the Director of Engineering for the Village of Skokie
5 recommended to the Mayor and Board of Trustees that the four (4) uncontrolled intersections
6 along the stretch of Jarvis Avenue between Crawford and Lincoln Avenue become controlled
7 intersections with either Yield signs or a Stop sign installed and established, as indicated on the
8 diagram attached hereto marked Exhibit "A" and hereby made a part of this Ordinance; and
9 WHEREAS, further the Village Manager and the Director of Engineering for the Village of
10 Skokie recommended to the Mayor and Board of Trustees that an upgrade to a multi-way stop
11 sign control at the intersection of Greenwood Street and Karlov Avenue be installed and
12 established, as indicated on the diagram attached hereto marked Exhibit "B" and hereby made a
13 part of this Ordinance; and
14 WHEREAS, the Mayor and Board of Trustees, at a public meeting duly held on October
15 18, 2021, concurred in the aforesaid recommendations;
16 NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the
17 Village of Skokie, Cook County, Illinois:
18 Section 1: That pursuant to the provisions Chapter 106, Article II, Division 1, Section
19 106-47 of the Skokie Village Code and the Illinois Vehicle Code, stop signs shall be installed in
20 accordance with the diagrams attached hereto and marked Exhibit "A" and Exhibit “B” and hereby
21 made a part of this Ordinance.
22 Section 2: That the Village Manager is hereby directed and authorized to erect the
23 necessary signs in accordance with the provisions of this Ordinance.
24 Section 3: That this Ordinance shall be in full force and effect from and after its
25 passage, approval and publication in pamphlet form as provided by law.

AN ORDINANCE AMENDING CHAPTER 118, ARTICLE IX, SECTIONS
118-181 AND 118-184 OF THE SKOKIE VILLAGE CODE PERTAINING
TO THE MIXED-USE ZONING DISTRICTS
1 WHEREAS, Chapter 118, Article IX of the Skokie Village Code provides for the
2 administration of and the zoning regulations for the zoning districts in the Village of Skokie
3 (hereinafter “Village”); and
4 WHEREAS, Chapter 118, Appendix A of the Skokie Village Code (hereinafter “Code”)
5 provides for a listing of the zoning classifications and the permitted uses in the Village; and
6 WHEREAS, from time to time, staff will review portions of Chapter 118 of the Code
7 to accommodate new uses, account for new circumstances, and make technical
8 amendments; and
9 WHEREAS, when the TX, CX and NX mixed-use districts were originally conceived,
10 floor-to-area bonuses were built into the Floor Area Ratio (hereinafter “FAR”) table to allow
11 more building by the CTA Yellow Line stations in the TX and CX zoning districts. The NX
12 districts were further from the stations and were intended to eventually be allowed along
13 Village commercial corridors that traverse the R1 and R2 Single-Family districts; and
14 WHEREAS, the CTA is utilizing the Pulse system in conjunction with its Pace arterial
15 rapid transit (hereinafter “ART”) bus lines, with have limited stops and formal stations. An
16 ART bus moves within regular traffic but can preempt traffic signals if they fall behind
17 schedule to make the signals green in the direction the bus is traveling. The Village will see
18 construction on three (3) Pulse Dempster Line stations on Dempster Street which are
19 scheduled to start construction by the end of 2021; and
20 WHEREAS, given the improved service for the Pulse Line, the Plan Commission
21 recommended that an additional FAR bonus be added to sites within 2000 feet of these new
22 ART stations would be beneficial. The 2000-foot distance is consistent with the rationale
23 used with formulating the transit-oriented development use that predated the mixed-use
24 districts near the Yellow Line Dempster Station and the mixed-use districts themselves; and
25 WHEREAS, additionally, due to market conditions a small FAR bonus adjustment is
26 recommended to the base FAR for the NX district; and
27 WHEREAS, furthermore there is a technical correction regarding the language in
28 Section 118-181(b) that needs to be rectified; and

1 WHEREAS, the Skokie Plan Commission, at a public hearing duly held on August 19,
2 2021, after having determined that proper notice was achieved, and no interested parties
3 appearing, the Chairman suggested amending the staff report to reflect the following changes
4 in language and there being no objection; and
5 WHEREAS, the Plan Commission concurred in the amended recommendations of
6 staff as outlined in the Plan Commission Report dated September 22, 2021; and
7 WHEREAS, the Mayor and Board of Trustees at a public meeting duly held on
8 September 22, 2021, concurred in the aforesaid recommendation of the Plan Commission;
9 NOW, THEREFORE, BE IT ORDAINED, by the Mayor and Board of Trustees of the
10 Village of Skokie, Cook County, Illinois;
