MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of
Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8
p.m. on Monday November 1, 2021
With Skokie and the entire State of Illinois now in Phase 5 of the Restore Illinois plan
and the lifting of restrictions on in-person gatherings, Skokie Village Board meetings are in-person
in the Council Chambers at Skokie Village Hall, 5127 Oakton Street. Village Board meetings begin
at 8 p.m. and will continue to be broadcast live on the Village’s YouTube channel as well as on
SkokieVision cable television channels 17 (Comcast) and 25 (RCN). Meetings also are re-broadcast
on the cable channels in the weeks following each meeting, and the videos are archived on the
Village’s YouTube channel.
As of August 30, 2021, all individuals in Illinois shall be required to wear masks when indoors
including Village buildings.
Public comments may still be submitted to publiccomments@skokie.org; comments received prior
to the meeting or during the meeting will be provided to the Village Board and will not be read
aloud. Public comments also can be mailed or hand-delivered to Skokie Village Hall, 5127 Oakton
Street, Skokie, Illinois, 60077, Attention: Village Manager’s Office or placed in the exterior drop
box on the west side of Skokie Village Hall. Each Village Board meeting agenda includes time for
public comments, and individuals wishing to speak on an issue will be allocated three minutes to
address the Village Board.

CHURCH STREET, SKOKIE, ILLINOIS, IN AN
R1 SINGLE-FAMILY DISTRICT
1 WHEREAS, in response to a resident inquiries and concerns, the Director of Engineering
2 for the Village of Skokie conducted a traffic study for speed limit reduction along Drake Avenue,
3 between Golf Road and Church Street; and
4 WHEREAS, Drake Avenue between Golf Road and Church Street follows an alternating
5 stop pattern and is controlled by stop signs at the intersections of both Golf Road and Church
6 Street. The area is zoned R1 Single-Family with an unposted speed limit which would default to
7 30 miles per hour in accordance with the Illinois Traffic Code; and
8 WHEREAS, subsequent to the traffic study of the area, which included a speed limit study,
9 the Director of Engineering recommended that the speed limit on Drake Avenue between Golf
10 Road and Church Street, Skokie, Illinois be reduced from 30 miles per hour to 25 miles per hour,
11 stating that this situation is similar to certain other local residential areas in the Village that had the
12 speed limit reduced with satisfactory results; and
13 WHEREAS, the Village Manager concurred in the aforesaid recommendation of the
14 Director of Engineering and recommended to the Mayor and Board of Trustees that the
15 aforementioned request for a reduction in the speed limit be granted; and
16 WHEREAS, the Mayor and Board of Trustees, after public meeting duly held on October
17 18, 2021, concurred in the aforesaid recommendation of the Village Manager and Traffic
18 Engineer;
19 NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the
20 Village of Skokie, Cook County, Illinois;
21 Section 1: That the speed limit on Drake Avenue, between Golf Road and Church
22 Street, Skokie, Illinois, be and the same is hereby reduced from 30 miles per hour to 25 miles per
23 hour per the diagram attached hereto and marked Exhibit “A” and hereby made a part of this
24 Ordinance.
25 Section 2: That the Village Manager is hereby directed and authorized to erect speed
26 limit signs with the following legend in accordance with this Ordinance:

16 aforementioned request for a reduction in the speed limit be granted; and
17 WHEREAS, the Mayor and Board of Trustees, after public meeting duly held on October
18 18, 2021, concurred in the aforesaid recommendation of the Village Manager and Traffic

AN ORDINANCE PROVIDING FOR THE INSTALLATION AND
ESTABLISHMENT OF A TRAFFIC CONTROL STOP AND YIELD SIGNS
AT FOUR UNCONTROLLED INTERSECTIONS ALONG JARVIS AVENUE
BETWEEN LINCOLN AVENUE AND CRAWFORD AVENUE, AND THE
ESTABLISHMENT OF A FOUR-WAY STOP INTERSECTION AT
GREENWOOD STREET AND KARLOV AVENUE, SKOKIE, ILLINOIS
1 WHEREAS, from time to time the Village of Skokie Engineering staff are directed to review
2 inspections relating to traffic control within the Village of Skokie (hereinafter “Skokie”) for public
3 safety issues that may arise. This was the case with Jarvis Avenue between Lincoln Avenue and
4 Crawford Avenue. This stretch of roadway is the shared border between the Village of
5 Lincolnwood (hereinafter “Lincolnwood”) and Skokie; and
6 WHEREAS, while some of the intersections along Jarvis Avenue have been upgraded
7 over the years, there are a few that remain uncontrolled intersections. Subsequent to a traffic
8 study and review and the information gained from monitoring the uncontrolled intersections, it
9 has been determined that the remaining uncontrolled intersections along Jarvis Avenue be
10 upgraded to Yield or Stop sign control; and
11 WHEREAS, Lincolnwood staff have reviewed the study and corresponding information
12 and concur with Skokie regarding the proposed signage for the studied intersections. The
13 assignment of right of way would benefit the motorists at these intersections. The use of Yield
14 sign controls, when appropriate, is desirable because it reduces motorist delay and due to
15 reduced fuel cost and other vehicle operating costs, it is more cost effective; and
16 WHEREAS, it is anticipated that Lincolnwood will be approving the proposed controls as
17 well. Below is a table that shows the list of the intersections studied and the recommended
18 intersection control based on previous established guidelines for the placement of signs; and

20 WHEREAS, another intersection that was studied was the intersection of Greenwood
21 Street and Karlov Avenue. Greenwood Street has a significant concentration of movement of
22 traffic, as it is among a limited number of continuous east-west streets in the Village. Currently,
23 there is an existing north-south stop control at Karlov Avenue. While this intersection has a

1 positive crash history, there remains accident potential thus it was determined that an upgrade
2 to a multi-way stop control would improve the traffic operational characteristics of this
3 intersection; and
4 WHEREAS, the Village Manager and the Director of Engineering for the Village of Skokie
5 recommended to the Mayor and Board of Trustees that the four (4) uncontrolled intersections
6 along the stretch of Jarvis Avenue between Crawford and Lincoln Avenue become controlled
7 intersections with either Yield signs or a Stop sign installed and established, as indicated on the
8 diagram attached hereto marked Exhibit "A" and hereby made a part of this Ordinance; and
9 WHEREAS, further the Village Manager and the Director of Engineering for the Village of
10 Skokie recommended to the Mayor and Board of Trustees that an upgrade to a multi-way stop
11 sign control at the intersection of Greenwood Street and Karlov Avenue be installed and
12 established, as indicated on the diagram attached hereto marked Exhibit "B" and hereby made a
13 part of this Ordinance; and
14 WHEREAS, the Mayor and Board of Trustees, at a public meeting duly held on October
15 18, 2021, concurred in the aforesaid recommendations;
16 NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the
17 Village of Skokie, Cook County, Illinois:
18 Section 1: That pursuant to the provisions Chapter 106, Article II, Division 1, Section
19 106-47 of the Skokie Village Code and the Illinois Vehicle Code, stop signs shall be installed in
20 accordance with the diagrams attached hereto and marked Exhibit "A" and Exhibit “B” and hereby
21 made a part of this Ordinance.
22 Section 2: That the Village Manager is hereby directed and authorized to erect the
23 necessary signs in accordance with the provisions of this Ordinance.
24 Section 3: That this Ordinance shall be in full force and effect from and after its
25 passage, approval and publication in pamphlet form as provided by law.

AN ORDINANCE ESTABLISHING THE COMPENSATION
OF THE VILLAGE MANAGER, DEPUTY VILLAGE CLERK,
CORPORATION COUNSEL AND ASSISTANT CORPORATION
COUNSELS OF THE VILLAGE OF SKOKIE
1 WHEREAS, the Skokie Village Code, Chapter 2, Article III, Division 4, Sections 2-132 and
2 2-134, provides that the Village Manager shall be appointed by a majority vote of the Mayor and
3 Board of Trustees and receive such compensation as the Mayor and Board of Trustees shall fix
4 from time to time; and
5 WHEREAS, the Skokie Village Code, Chapter 2, Article III, Division 3, Section 2-117,
6 provides that the Deputy Village Clerk may be appointed by the Village Clerk with the consent of
7 the Mayor and Board of Trustees and at such compensation as provided for in the annual budget;
8 and
9 WHEREAS, the Skokie Village Code, Chapter 2, Article III, Division 5, Section 2-168,
10 provides that the Corporation Counsel and Assistant Corporation Counsels shall be appointed by
11 the Mayor with the consent of the Board of Trustees and shall receive such compensation as the
12 Mayor and Board of Trustees shall fix from time to time; and
13 WHEREAS, the Mayor and Board of Trustees have considered the FY2022 compensation
14 for the aforementioned positions and have approved cost-of-living adjustments (“COLA”) and other
15 adjusted salaries effective May 1, 2021, for all appointed officials;
16 NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the Village
17 of Skokie, Cook County, Illinois that:
18 Section 1: The compensation for the Village Manager of the Village of Skokie, Cook
19 County, Illinois, for FY2022, shall be paid (i) directly to John T. Lockerby, in the annualized sum of
20 $228,375.00, effective May 1, 2021 through April 30, 2022; and (ii) into a deferred compensation
21 plan or annuity for the benefit of John T. Lockerby in the annualized sum of $20,300.00 effective
22 May 1, 2021 through April 30, 2022.
23 Further, the Village Manager shall receive the same benefits as full-time Village employees
24 as provided in the Village’s annual budget and personnel manual.
25 Section 2: The compensation for the Deputy Village Clerk of the Village of Skokie, Cook
26 County, Illinois for FY2022, shall be paid directly to Sylvia Luke in the annualized sum of $77,000.00,
27 effective May 1, 2021 through April 30, 2022.
28 Further, the Deputy Clerk shall receive the same benefits as full-time Village employees as
29 provided in the Village’s annual budget and personnel manual.
30 Section 3: The compensation for the Corporation Counsel of the Village of Skokie, Cook
31 County, Illinois, for FY2022, shall be paid (i) directly to Michael M. Lorge in the annualized sum of

1 $216,200.00, effective May 1, 2021 through April 30, 2022; and (ii) into a deferred compensation
2 plan or annuity for the benefit of Michael M. Lorge in the annualized sum of $33,625.00 effective
3 May 1, 2021 through April 30, 2022.
4 Further, the Corporation Counsel shall receive the same benefits as full-time Village
5 employees as provided in the Village’s annual budget and personnel manual.
6 Section 4: The compensation for the full-time Assistant Corporation Counsels of the
7 Village of Skokie, Cook County, Illinois, for FY2022, is as follows: (i) Barbara A. Mangler, shall be
8 paid directly in the annualized sum of $122,815.00, effective May 1, 2021 through April 30, 2022;
9 (ii) James G. McCarthy, shall be paid directly in the annualized sum of $137,852.00, effective May
10 1, 2021 through April 30, 2022; and (iii) Abraham W. Funk, shall be paid directly in the annualized
11 sum of $80,700.00, effective May 1, 2021 through April 30, 2022; and
12 Further, the Assistant Corporation Counsels, Barbara A. Mangler, James G. McCarthy and
13 Abraham W. Funk shall receive the same benefits as full-time Village employees as provided in the
14 Village’s annual budget and personnel manual.
15 Section 5: The compensation for the part-time Assistant Corporation Counsels of the
16 Village of Skokie, Cook County, Illinois, for FY2022, is as follows: (i) Tyler Kobylski, shall be paid
17 directly in the annualized sum of $13,800.00 effective May 1, 2021 through April 30, 2022, and
18 (ii) an Assistant Corporation Counsel, to be hired, shall be paid directly in an annualized sum of
19 $37,555.00.
20 Further, the part-time Assistant Corporation Counsel, Tyler Kobylski, and the individual to
21 be hired, shall not receive benefits provided to full-time employees.
22 Section 6: That this Ordinance shall be in full force and effect from and after its passage,
23 approval and publication in pamphlet form as provided by law.

PLAN COMMISSION ANALYSIS
At its October 7, 2021 meeting, the Plan Commission heard the petitioner’s request to
resubdivide part of the Old Orchard Woods subdivisions by creating 5-lots. The 5 lots
will allow individual businesses to own their spaces and allow for future redevelopment.
Easements will be granted for ingress and egress and for shared parking. The
easement also specifies that any reserved parking spaces must conform with zoning
regulations.
A revised copy of the Declaration of Covenants, Conditions, Restrictions, and Easements
was received by the Planning Division that retains the language for ingress and egress
of all lots and the restrictions to shared parking as provided in the Skokie Village Code.
More detailed information about this case is in the attached Staff Report and minutes.
INTERESTED PARTIES
Legal notice was properly posted, advertised, and delivered to all property owners
around the subject site as prescribed by the Zoning Chapter. Multiple people spoke at
the meeting, primarily with questions about the Carvana proposal which was scheduled
for review at the Plan Commission’s October 21st meeting.
PLAN COMMISSION RECOMMENDATIONS AND VOTING
The Plan Commission recommended by a vote of 6 ayes and 0 nays, with 3 members
absent, that the petitioner’s request for a 5-lot subdivision of 9801-9911 Woods Drive,
be APPROVED subject to the conditions listed below.

Purpose To request a 5-lot subdivision of 9801-9911 Wood Drive, and any
relief that may be discovered during the review of this case.
Petitioner North Shore Hospitality Partners, LLC
Size of Site 294,229 ft2 (6.755 acres) with frontage on Wood Drive and Old
Orchard Road
Existing Zoning & OR Office Research – office, medical office, personal services,

SITE INFORMATION
The site is governed by V.O. 15-3-Z-4128, a site plan approval for 9801-9977 Woods
Drive and was the former corporate headquarters of Rand McNally.
The adjacent rights-of-way meet the minimum widths in the Village Code.
A public sidewalk is available along Woods Drive, and the Skokie Valley Trail runs
along the rear of the property.
There are existing multitenant buildings on the site served by surface parking.
PETITIONER’S SUBMITTAL
The petitioner is requesting a 5-lot subdivision of 9801-9911 Woods Drive named Old
Orchard Woods Resubdivision No. 2. Easements will be granted for access and shared
parking.
The proposed subdivision is the first step in the redevelopment of the southern part of
the campus. A site plan for a Carvana dealership on the southernmost lot, which will be

created as a remnant piece of the subject plat, is scheduled for Plan Commission review
on October 21st.
STAFF ANALYSIS
All pertinent departments and divisions were offered an opportunity to comment on this
case. Staff supports the proposed subdivision. The subdivision will allow for ownership
of individual commercial units and the potential to redevelop underutilized properties.
Staff is requesting an update to the covenants to address shared parking and access.
STAFF RECOMMENDATION
Staff recommends that the petitioner’s request for a 5-lot be APPROVED subject to the
conditions listed below.

Draft Plan Commission Meeting Minutes

A motion was made by Commissioner Burman and seconded by Commissioner Franklin to
approve the minutes of the August 19, 2021 Plan Commission meeting.
Case Description:
2021-23P – Subdivision: 9801-9911 Woods Drive
North Shore Hospitality Partners, LLC, is requesting a 5-lot subdivision of 9801-9911
Woods Drive and any relief that may be discovered during the review of this case.

Discussion and Interested Parties
Legal notice was advertised, posted, and delivered to all property owners within the area as
prescribed by the Zoning Chapter. Corporation Counsel determined that notice was proper and
correct.
Mark Rogers, attorney from Liston & Tsantillis, P.C. and Chris Patel of NextGen Hotels presented
the case. They are proposing to subdivide a single parcel into 5 separate lots. Currently the
taxes are all under single ownership and the subdivision would allow for ownership of individual
commercial multi-tenant buildings. There is an easement for access and shared surface parking.
There were no questions for the applicants from the commissioners.
Staff requested that the report be entered into the record as written. The existing zoning for
the area is OR. The request is supported by staff and meets the minimum code requirements
for a subdivision. It is a reorganization of the land.
A commissioner asked staff for an overview of the area. Existing uses are: Everest College, a
daycare center, a vacant building and a surface parking lot. South of the site is the Optima
development and Holocaust Museum; north of the site is the NorthShore HealthSystem medical
offices.
The audience was made up of Optima residents who voiced their objections to the Carvana
proposal. The chairman made an announcement stating that the only queries that could be
addressed were regarding the subdivision. Some of their concerns included lack of meeting
notice, current property boundaries and ownership, future redevelopment plans for the
property, a possible zoning change, traffic & environmental changes, and lack of transparency
and fairness to Skokie residents.
The chairman advised all that at the next Plan Commission meeting on October 21st, a site plan
approval request for a Carvana dealership will be discussed and they would have a better
opportunity to have their questions answered.
