MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of
Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8
p.m. on Monday November 15, 2021
With Skokie and the entire State of Illinois now in Phase 5 of the Restore Illinois plan
and the lifting of restrictions on in-person gatherings, Skokie Village Board meetings are in-person
in the Council Chambers at Skokie Village Hall, 5127 Oakton Street. Village Board meetings begin
at 8 p.m. and will continue to be broadcast live on the Village’s YouTube channel as well as on
SkokieVision cable television channels 17 (Comcast) and 25 (RCN). Meetings also are re-broadcast
on the cable channels in the weeks following each meeting, and the videos are archived on the
Village’s YouTube channel.
As of August 30, 2021, all individuals in Illinois shall be required to wear masks when indoors
including Village buildings.
Public comments may still be submitted to publiccomments@skokie.org; comments received prior
to the meeting or during the meeting will be provided to the Village Board and will not be read
aloud. Public comments also can be mailed or hand-delivered to Skokie Village Hall, 5127 Oakton
Street, Skokie, Illinois, 60077, Attention: Village Manager’s Office or placed in the exterior drop
box on the west side of Skokie Village Hall. Each Village Board meeting agenda includes time for
public comments, and individuals wishing to speak on an issue will be allocated three minutes to
address the Village Board.

A. 2021 Tax Levy Ordinance and Tax Levy Abatement.
Village’s Finance Director, Julian Prendi made a presentation regarding the 2021 Tax
Levy Ordinance and Tax Levy Abatement. The Village of Skokie’s 2021 tax levy request
is $15,456,695 and represents the 31st consecutive year that the Village Board has adopted
a levy that is equal to the Village’s 1990 tax levy. He answered questions from the Board.
This is a first reading and will be on the Agenda Monday, December 6, 2021for second
reading and adoption.

B. Recommendation to Issue Pension Obligation Bonds.
Motion to concur with staff’s recommendation to issue Pension Obligation Bonds of
approximately $150.5 million to immediately fund both Fire and Police pension funds
unfunded liability at the 90% target mandated by the state and to include a stabilization
fund of approximately $14 million as a safety measure against any possible future
negative events.
Motion to proceed with the request was unanimous. Finance Director Prendi answered
questions from the Board.
C. Co-Responder Program Status.
The Co-responder program consists of a partnership between Skokie’s Police, Fire and Health
and Human Services Departments. The program pairs a Crisis Intervention Team (CIT) trained officer
and a social worker to respond to behavioral health-related calls.
Mike Charley, Director of Health and Human Services spoke about the program that included the Pilot
Program, Phase II, Potential outcomes to Co-Responder response, Potential support services and
Resources, Data collection, Community Agency Partnership, and the Future of the Co-Responder
Program.

Subject: Co-Responder Program – Village Board Presentation – November 15, 2021
In preparation for the November 15, 2021 Village Board meeting, I am providing the following summary
of the Village’s Co-Responder Program, including a program overview and a summary of the program’s
May 2021 pilot.
Program Overview
Phase two of the Village’s co-responder program started on November 1, 2021. A decision was made to
create and establish a co-responder program after a successful pilot program was completed in May of
2021. The co-responder program consists of a partnership between Skokie’s Police, Fire and Health and
Human Services Departments. The program pairs a Crisis Intervention Team (CIT) trained officer and
social worker to respond to behavioral health-related calls. The program supports an overall effort to
expand specialized law enforcement and behavioral health strategies tailored to meet the needs of
people with behavioral/mental health concerns in the Skokie community.
The co-responder program was developed with several key program objectives: to de-escalate
situations, reduce recidivism, reduce the use of force police response, reduce the number of people
with mental health issues diverted to the jail system, link individuals to appropriate services and to
improve information sharing and coordination, as appropriate, across systems and service providers.
The co-responder team’s hours are currently 10:00 am to 6:00 pm, Monday to Friday. During those
hours the co-responder team will be dispatched to calls involving mental health crises, including, but not
limited to calls associated with mental illness, substance abuse, domestic violence/abuse, well-being
checks, suicide threats, sexual abuse, youth/family issues, hazardous homes, homeless and elderly
issues. The co-responder team will triage individuals on-scene and will help link individuals to
appropriate behavioral/mental health or substance abuse services. The team will also provide support
and resources to family members and others on-scene. The team will provide on-going follow-up as
needed.
During the hours when the Co-Responder Team is not available, a CIT trained officer will be dispatched
to calls identified as having a potential mental health crisis. Those after-hour calls will be forwarded to
the Co-Responder Team the next business day if additional follow-up is required. The Co-Responder
Team will actively conduct case management on those individuals that the Village has the most contact
with, with the goal of linking those individuals to service and reducing recidivism. Data will be collected
and used to quantify the success of the program and identify areas of improvement.

Co-Responder Pilot Program Summary
The pilot program was completed in May of 2021 and had Village social workers on-call to respond to
requests by police and/or fire personnel to the scenes of people in crisis or need of social services.
Social workers from both the Health and Human Services Department and from the Police Department
were on-call from 8:30 am to 9:00 pm seven days per week during May 2021. The Social Workers
assigned working hours during the pilot were 8:30 am to 5:00 pm Monday – Friday, with the
understanding that they were “on-call” Monday to Friday 5:00 pm – 9:00 pm and Saturday and Sunday
from 8:30 am to 9:00 pm. All calls for service indicating they may involve a social service component
had a police Crisis Intervention Team (CIT) trained officer respond. The CIT officer determined if the
social worker should be called in to assist.
Both qualitative and quantitative data was collected during the pilot. Data was collected for each call-
out using the newly created Crisis Intervention Screening Form. This form captured data including client
contact and demographic information, the identified incident type, the presenting problem, the
patient’s mental health status, patient’s mental health treatment history, the recommended action plan
(referrals) and case summary/disposition. In addition, the Police Department collected data for each call
within the Police Department’s Report Management System (RMS) and within the Computer Aided
Dispatch (CAD) system. Reports within the RMS are coded by the officer as “social service”, meaning a
social worker was either present or would have been useful if present. The CAD system records all calls
for service that come into the Village. It captures who went to the call, what time, how long there,
disposition of the call, etc. Police officers designate a code in CAD for social service calls when they
don’t take a report.
The data collected and observed experiences during this pilot were analyzed and formed the basis for
phase two of the co-responder program, which started on November 1, 2021. Data from the pilot
showed the following:
• There were 136 total calls identified as “Social Service Calls” in May 2021.
• 52 were outside of the Pilot Program’s time of 8:30 am to 9:00 pm.
• Of the remaining 84 calls, CIT Officers requested Social workers respond to 20 calls. The primary
reason for requesting response in only 20 of the calls was the availability of the Social Worker to
respond promptly.
• Of the 20 calls, twelve referrals were successfully made and services linked (60%).
• Of the 20 calls, 5 individuals (25%) were transported to the hospital for evaluation. 100% of
these individuals went voluntarily (no use of force required).
• Of the 20 calls, 5 individuals (25%) had repeated contact during the pilot program.

A RESOLUTION APPROVING AND AUTHORIZING AN
INTERGOVERNMENTAL AGREEMENT WITH THE COUNTY
OF COOK WITH FOR THE INVEST IN COOK GRANT FUNDING
1 WHEREAS, the County and the Village are units of government within the meaning of the
2 Constitution of the State of Illinois (1970) Article VII, Section 10, and the Intergovernmental
3 Cooperation Act, 5 ILCS 220/1 et seq. (2010), having the power and authority to enter into an
4 intergovernmental agreement; and
5 WHEREAS, the Village of Skokie (hereinafter “Village”) has been working diligently over
6 the last 10 years to improve the bicycle network throughout the Village. Paramount in this effort
7 has been the Old Orchard Road Bike Path (hereinafter the “Path”). The next phase of the Path is
8 the Old Orchard Road Bike Path Connection Project (hereinafter “Project”) and includes the
9 completion and connection of two small sections of bike trails. The first is at the southeast corner
10 of Skokie Boulevard and Old Orchard Road. The second is within the Harms Woods Forest
11 Preserve located just west of the intersection of Harms Road and Old Orchard Road; and
12 WHEREAS, these two connections, combined with previously completed bike trail projects
13 and the forthcoming bike trail work included with the Old Orchard Road reconstruction project
14 between Woods Drive and Lamon Avenue, will complete the bike trail along Old Orchard Road
15 between Gross Point Road and the North Branch Trail located within the Harms Woods Forest
16 Preserve; and
17 WHEREAS, although funds have been budgeted in FY22, the Village was successful in
18 obtaining grant funding for a portion of the construction of the Project; and This Grant will lower
19 the Village’s financial obligation to complete the project; and
20
21 WHEREAS, “Invest in Cook” Grant (hereinafter “Grant”) is an annual $8.5 million program
22 from the Cook County (hereinafter “County”) that funds planning and feasibility studies,
23 engineering, right-of-way acquisition, and construction of transportation improvements sponsored
24 by local and regional governments and private partners that are consistent with the priorities of
25 Connecting Cook County; and
26
27 WHEREAS, the Village has funds budgeted in FY22, but this grant will lower the Village’s
28 financial obligation to the Project. The Grant funding will up to $225,000, based on 50% of the
29 $450,000 Engineer’s Opinion of Probable Cost for the construction; and
30
31 WHEREAS, the scope of work for the Project includes the construction of a 10-foot-wide,
32 250-foot rough finished concrete path connecting the North Branch Trail on the west side of
33 Harms Road to the recently constructed side path along Old Orchard Road, as well as an 8-foot-
34 wide, 500-foot Hot Mix Asphalt (HAM) path on the south side of Old Orchard Road from Skokie
35 Boulevard to the existing HMA path 500 feet east of Skokie Boulevard. Additionally, included the
36 installation of new crossing warning signs and upgrades to pedestrian signal crossings; and

1 WHEREAS, in order to proceed with the Grant funding, it is now necessary for the County
2 and the Village to enter into an Intergovernmental Agreement for Grant funding for the Project; and
3 WHEREAS, the Village Manager recommended to the Mayor and Board of Trustees that the
4 Intergovernmental Agreement with the County of Cook for the Invest in Cook Grant Funding, be
5 approved substantially in the form attached hereto and marked as Exhibit “1”, subject to changes
6 approved by the Village Manager or designee and the Corporation Counsel of the Village of Skokie;
7 NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the Village
8 of Skokie, Cook County, Illinois that the Intergovernmental Agreement with the County of Cook for
9 the Invest in Cook Grant Funding, a copy of which is attached hereto and marked Exhibit “1”, or
10 subject to changes approved by the Corporation Counsel and Village Manager or designee, be and
11 the same is hereby approved.
12 BE IT FURTHER RESOLVED by the Mayor and Board of Trustees of the Village of Skokie,
13 Cook County, Illinois that the Mayor is hereby authorized to execute the Intergovernmental
14 Agreement with the County of Cook for the Invest in Cook Grant Funding, a copy of which is
15 attached hereto and marked Exhibit “1”, subject to changes approved by the Corporation Counsel
16 and Village Manager or designee.

AN ORDINANCE ESTABLISHING THE COMPENSATION
OF THE VILLAGE MANAGER, DEPUTY VILLAGE CLERK,
CORPORATION COUNSEL AND ASSISTANT CORPORATION
COUNSELS OF THE VILLAGE OF SKOKIE
1 WHEREAS, the Skokie Village Code, Chapter 2, Article III, Division 4, Sections 2-132 and
2 2-134, provides that the Village Manager shall be appointed by a majority vote of the Mayor and
3 Board of Trustees and receive such compensation as the Mayor and Board of Trustees shall fix
4 from time to time; and
5 WHEREAS, the Skokie Village Code, Chapter 2, Article III, Division 3, Section 2-117,
6 provides that the Deputy Village Clerk may be appointed by the Village Clerk with the consent of
7 the Mayor and Board of Trustees and at such compensation as provided for in the annual budget;
8 and
9 WHEREAS, the Skokie Village Code, Chapter 2, Article III, Division 5, Section 2-168,
10 provides that the Corporation Counsel and Assistant Corporation Counsels shall be appointed by
11 the Mayor with the consent of the Board of Trustees and shall receive such compensation as the
12 Mayor and Board of Trustees shall fix from time to time; and
13 WHEREAS, the Mayor and Board of Trustees have considered the FY2022 compensation
14 for the aforementioned positions and have approved cost-of-living adjustments (“COLA”) and other
15 adjusted salaries effective May 1, 2021, for all appointed officials;
16 NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the Village
17 of Skokie, Cook County, Illinois that:
18 Section 1: The compensation for the Village Manager of the Village of Skokie, Cook
19 County, Illinois, for FY2022, shall be paid (i) directly to John T. Lockerby, in the annualized sum of
20 $228,375.00, effective May 1, 2021 through April 30, 2022; and (ii) into a deferred compensation
21 plan or annuity for the benefit of John T. Lockerby in the annualized sum of $20,300.00 effective
22 May 1, 2021 through April 30, 2022.
23 Further, the Village Manager shall receive the same benefits as full-time Village employees
24 as provided in the Village’s annual budget and personnel manual.
25 Section 2: The compensation for the Deputy Village Clerk of the Village of Skokie, Cook
26 County, Illinois for FY2022, shall be paid directly to Sylvia Luke in the annualized sum of $77,000.00,
27 effective May 1, 2021 through April 30, 2022.
28 Further, the Deputy Clerk shall receive the same benefits as full-time Village employees as
29 provided in the Village’s annual budget and personnel manual.
30 Section 3: The compensation for the Corporation Counsel of the Village of Skokie, Cook
31 County, Illinois, for FY2022, shall be paid (i) directly to Michael M. Lorge in the annualized sum of

1 $216,200.00, effective May 1, 2021 through April 30, 2022; and (ii) into a deferred compensation
2 plan or annuity for the benefit of Michael M. Lorge in the annualized sum of $33,625.00 effective
3 May 1, 2021 through April 30, 2022.
4 Further, the Corporation Counsel shall receive the same benefits as full-time Village
5 employees as provided in the Village’s annual budget and personnel manual.
6 Section 4: The compensation for the full-time Assistant Corporation Counsels of the
7 Village of Skokie, Cook County, Illinois, for FY2022, is as follows: (i) Barbara A. Mangler, shall be
8 paid directly in the annualized sum of $122,815.00, effective May 1, 2021 through April 30, 2022;
9 (ii) James G. McCarthy, shall be paid directly in the annualized sum of $137,852.00, effective May
10 1, 2021 through April 30, 2022; and (iii) Abraham W. Funk, shall be paid directly in the annualized
11 sum of $80,700.00, effective May 1, 2021 through April 30, 2022; and
12 Further, the Assistant Corporation Counsels, Barbara A. Mangler, James G. McCarthy and
13 Abraham W. Funk shall receive the same benefits as full-time Village employees as provided in the
14 Village’s annual budget and personnel manual.
15 Section 5: The compensation for the part-time Assistant Corporation Counsels of the
16 Village of Skokie, Cook County, Illinois, for FY2022, is as follows: (i) Tyler Kobylski, shall be paid
17 directly in the annualized sum of $13,800.00 effective May 1, 2021 through April 30, 2022, and
18 (ii) an Assistant Corporation Counsel, to be hired, shall be paid directly in an annualized sum of
19 $37,555.00.
20 Further, the part-time Assistant Corporation Counsel, Tyler Kobylski, and the individual to
21 be hired, shall not receive benefits provided to full-time employees.
22 Section 6: That this Ordinance shall be in full force and effect from and after its passage,
23 approval and publication in pamphlet form as provided by law.

14 Commission case 2021-22P; and
15 WHEREAS, while the rezoning of the Subject Property is not entirely consistent with
16 the Comprehensive Plan adopted in 2007, allowing upper story residences in this area does
17 meet three of the four Housing Planning Directions in the Comprehensive Plan; and
18 WHEREAS, the Skokie Plan Commission, after a public hearing duly held on August
19 19, 2021, at which no interested parties testified, (i) determined that proper notice had been
20 given; (ii) made the appropriate findings of fact in the affirmative as required under Section
21 118-6(h) of the Skokie Village Code and (iii) voted to recommend to the Mayor and Board of
22 Trustees that the requested zoning reclassification be granted and the Official Zoning Map of
23 the Village of Skokie be amended to reflect this reclassification; and
24 WHEREAS, the Mayor and Board of Trustees, after a public meeting duly held on
25 September 22, 2021, concurred in the aforesaid recommendation of the Plan Commission;
26 NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the
27 Village of Skokie, Cook County, Illinois:

11 petitioned the Village of Skokie (hereinafter “Skokie”) for site plan approval to construct a mixed-
12 use commercial/residential development in an NX Neighborhood Mixed-Use district; and
13 WHEREAS, the Subject Property is located at the northeast corner of Dempster Street
14 and Ewing Avenue and has an area of 18,750 square feet. The proposed mixed‐use building
15 will contain 3,282 square feet of commercial space on the ground floor and three floors of
16 residential rental units above. The entire ground floor facing Dempster Street will have a
17 commercial façade with large windows that will meet the design criteria. The new building
18 will have a common address of 3330 Dempster Street; and
19 WHEREAS, it is anticipated that the building will have 23 residential units on the second
20 through fourth floors which shall include; (12) 1-bedroom units, (8) 2-bedroom units, (2) 3-
21 bedroom units, and (1) 4-bedroom unit. The third floor of the building will have three and
22 four-bedroom units, with a roof deck; and
23 WHEREAS, a total of 39 parking spaces (14 exterior and 25 interior) will be provided
24 on site. Since 44 parking spaces are required based on 9 spaces for the commercial, the
25 following relief is requested from Chapter 118, of the Skokie Village Code (hereinafter “Code”):
26 (i) Section 118-212(a)(1) to allow a reduction in width of the parking space from 9 feet to
27 8.5 feet (19 spaces);

1 (ii) Section 118-212(a)(5) to allow a reduction in parking aisle width from 24 feet to 21

3 (iii) Section 118-212(a)(6) to allow a reduction in minimum distance of surface parking lot
4 curb from the property line from 6 feet to 5 feet;
5 (iv) 118-212(i)(1) to allow a reduction in the minimum distance of a surface parking lot
6 curb from the property line from 6 feet to 4 feet; and
7 WHEREAS, as parking relief is not allowed in mixed-use districts, paying into the parking
8 fund for six (6) parking spaces is required at this time, however, additional spaces may be
9 required later after the actual ground floor uses are determined, also public parking is located in
10 close proximity; and
11 WHEREAS, the Skokie Plan Commission, at a public hearing duly held on August 19,
12 2021: (i) determined that proper legal notice had been achieved, (ii) made the appropriate
13 findings of fact in the affirmative, as required under Section 118-6(g) of the Skokie Village Code,
14 and (iii) after all testimony was heard, voted to recommend to the Mayor and Board of Trustees
15 that (a) the requested site plan approval be granted subject to the conditions contained in the
16 Plan Commission Report dated September 22,2021; and
17 WHEREAS, the Mayor and Board of Trustees, at a public meeting duly held on
18 September 22, 2021, voted to concur in the aforesaid recommendations and findings of fact of
19 the Skokie Plan Commission;
20 NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the
21 Village of Skokie, Cook County, Illinois:
22 Section 1: That the site plan approval requested by the petitioner to construct a
23 mixed-use commercial/residential development at the property legally described above and
24 currently known as 3320-3340 Dempster Street, Skokie, Illinois in an NX Neighborhood Mixed-
25 Use district, is hereby granted and approved subject to each of the conditions set forth below:
26 1. The petitioner shall develop the Subject Property in substantial conformance with the final
27 Village approved site and landscaping plan dated September 10, 2021;
28 2. The FAR for the development, including all earned bonuses, must be met consistent with
29 the Village Code;
30 3. Upon adoption of this ordinance by the Board of Trustees, the Mylar of the dedication
31 shall be submitted to the Village with all signatures other than Village staff or officials;
32 4. Prior to the issuance of building permits, the petitioner shall submit a temporary pedestrian
33 and bicycle circulation plan, including routing, signage, and barriers, to be in place prior
34 to the commencement of construction, subject to the approval of the Engineering Division;
35 5. Prior to the issuance of building permits, the developer must pay into the Downtown
36 Parking Fund the value of the deficient number of required commercial parking spaces as
37 prescribed in the Village Code, $99,000 for the credit of 6 commercial parking spaces. If
38 any use on the ground floor causes the on-site parking deficit to exceed the number of
39 parking spaces credited, additional payment may need to be made in the Fund;
40 6. No restriction of use may be placed on the commercial space that is more restrictive than

1 is allowed in the Skokie Village Code;
2 7. No parking shall be provided on-site for any user of the ground floor commercial tenant
3 spaces;
4 8. The eight (8) vehicle parking spaces off the alley closest to Ewing Avenue shall be
5 reserved for commercial tenants or customers of the building and may not be used for
6 parking vehicles of residents of the building;
7 9. The area designated on the approved site plan for public art shall be for art provided by
8 the developer, approved by the Public Art Advisory Committee, or a contribution made to
9 a public art fund of 1% of the permit value of the building;
10 10. Prior to the issuance of building permits, the petitioner shall submit for approval a lighting
11 photometrics plan, fully developed civil engineering plans that comply with the county
12 WMO requirements and Village’s stormwater control provisions, and redevelopment
13 engineering plans to address all aspects of private and public utility services. Any
14 reconfigurations within state ROW will require an IDOT highway/utility permit;
15 11. All existing damaged public sidewalks or public sidewalks damaged due to the
16 implementation of this plan shall be replaced;
17 12. No objects are allowed within a 15’ sight distance triangle between 30” and 84” from grade
18 except traffic control devices listed in the Manual on Uniform Traffic Control Devices;
19 13. Prior to the issuance of building permits, the petitioner shall submit a temporary pedestrian
20 and bicycle circulation plan, including routing, signage, and barriers, to be in place prior
21 to the commencement of construction, subject to the approval of the Engineering Division;
22 14. All fencing, walls, sidewalks, driveways, curbs, wheel stops, parking areas, signage,
23 landscaping, structures, and any other facilities or infrastructure on the Subject Property
24 shall be maintained in a good state of repair, and when needed, be repaired or replaced
25 in a timely manner;
26 15. All private and public sidewalks shall be maintained free of snow, ice, sleet, or other
27 objects that may impede travel;
28 16. All off-street parking spaces shall be legibly striped and maintained;
29 17. Any plan to modify parking lot striping must be approved by the Director of Engineering;
30 18. Vehicles shall not be allowed to be parked in or otherwise block common driveways,
31 sidewalks, aisles, or other points of access at any time, shall only be parked in designated
32 parking spaces, and shall not overlap the striped lines of designated parking spaces;
33 19. Cable access shall not be denied to any residents in the building. All cable providers shall
34 be given access to provide service. All cable and other fixtures necessary to provide
35 service to the building shall be placed underground and conduit shall be provided inside
36 the building for wiring;
37 20. All utilities on the Subject Property shall be placed or relocated underground. The
38 petitioner shall bear the full cost of any utility relocation and/or conflicts;
39 21. All new construction, alterations, and remodeling shall meet current International Building
40 and NFPA Life Safety Codes as amended;
41 22. The petitioner shall obtain all required permits and approvals for improvements to County,

1 State, or Federal rights-of-way from the governing jurisdiction;
2 23. The Subject Property must conform to the Village's storm water control requirements as
3 contained in the Skokie Village Code, including the disconnection of any downspouts;
4 24. All signage shall conform to the Skokie Village Code, except as provided in this ordinance.
5 Any sign on the Subject Property that is in violation of that Code must be removed or
6 modified to conform with the Village Code prior to the issuance of an occupancy permit;
7 25. All modifications to building elevations, signage, and landscaping shall be subject to the
8 review and approval of the Skokie Appearance Commission;
9 26. The petitioner shall submit to the Planning Division electronic files of the plat of survey,
10 site plan, and landscape plan in their approved and finalized form. The files shall be
11 scaled 2-dimensional drawing files on non-compressed, non-read only CD-ROM *.dwg
12 AutoCAD format;
13 27. Prior to the issuance of building permits, the petitioner shall submit to the Planning
14 Division of the Community Development Department the name, property address, email
15 address, and telephone number of the company and contact person responsible for site
16 maintenance in compliance with this site plan approval;
17 28. If work is to be performed on public property or if public property is utilized or impacted
18 during construction and/or development, the owner shall provide, or shall cause the
19 developer and/or contractor to provide, the Village of Skokie with a certificate of insurance
20 naming the Village of Skokie as additionally insured for any and all claims related to any
21 and all work. The owner shall hold, and shall cause the developer and/or contractor to
22 hold, the Village of Skokie harmless and indemnify the Village for any and all claims for
23 property damage or personal injury related to work on or use of public property;
24 29. The petitioner shall comply with all Federal and State statutes, laws, rules and regulations
25 and all Village codes, ordinances, rules, and regulations; and
26 30. Failure to abide by any and all terms of this Ordinance shall be cause for the Village to
27 initiate hearings to determine whether the subject Ordinance, as well as any applicable
28 business licenses, should be revised or revoked. The petitioner shall pay all costs related
29 to any hearings conducted as a result of non-compliance with any of the provisions of the
30 enabling ordinance. The costs shall include but not be limited to court reporter fees,
31 attorney fees, and staff time required researching and conducting said hearing.

SKOKIE VILLAGE CODE PERTAINING TO THE CREATION OF
THE SKOKIE POLICE USE OF FORCE REVIEW BOARD
1 WHEREAS, Chapter 2, Article VII, of the Skokie Village Code provides for the Boards
2 and Commissions of the Village of Skokie and sets out their procedures. These Boards and
3 Commissions routinely make recommendations to the Mayor and Board of Trustees on
4 various topics and policies; and
5 WHEREAS, the Village of Skokie (hereinafter “Skokie”) has a strong record of creating
6 an inclusionary community and a commitment to social justice and in this tradition Mayor
7 George Van Dusen took the Obama Foundation’s Reimagining Policing Pledge early in 2020;
8 and
9 WHEREAS, as part of the Obama pledge and consistent with other policy planning
10 and ongoing training in the Skokie Police Department, the Mayor directed that Skokie further
11 take action and committed to specific actions recommended by the My Brother’s Keeper
12 Alliance that is part of the Obama Foundation and consistent with other work in which the
13 Mayor was engaged through his leadership role among other Illinois municipalities; and
14 WHEREAS, the Skokie Police Department has consistently worked to establish and
15 maintain the highest level of community policing work through national and state professional
16 accreditation processes which the Skokie Police Department first attained in 1988 and has
17 maintained ever since; and
18 WHEREAS, as a natural extension of the Skokie Police Department’s ongoing work to
19 prepare its officers to the highest standards, its command staff created an internal mandate
20 that all personnel participate in training on non-discriminatory policing practices and
21 appropriate use of force; and
22 WHEREAS, the Mayor, in consultation with the Skokie elected officials of the previous
23 Village Board and in consultation with the Village Manager and Corporation Counsel,
24 instructed that an in-depth study be undertaken by the Skokie Public Safety Commission to
25 assess the status of the Skokie Police Department’s policies and practices concerning use of
26 force and to make recommendations to the Mayor on opportunities to reinforce such policies
27 and practices; and

1 WHEREAS, Skokie acknowledges the reality that systemic racism exists in society
2 and notwithstanding our ongoing and deliberate efforts to eradicate such conditions, it
3 requires a process of vigilance, deep commitment and ongoing introspection; and
4 WHEREAS, the Skokie Public Safety Commission, at the Mayor’s direction, undertook
5 a 6-month exhaustive evaluation and assessment of Skokie Police Department policies and
6 practices and met with almost 20 community organizations and groups which provided insight
7 and input for its work and recommendations; and
8 WHEREAS, part of the Skokie Public Safety Commission’s work examined the 8 Can’t
9 Wait initiative which addresses the most critical components of police policies and practices in
10 assessing use of force concerns and concluded that most of the tenets of this critical guide
11 are already part of the Skokie Police Department policies and practices, but identified
12 additional tenets to be clearly adopted; and
13 WHEREAS, based on the recommendation of the Skokie Public Safety Commission
14 and in consultation with the Skokie Village Manager, Corporation Counsel and the Skokie
15 Police Chief, the Mayor has directed that a new commission be established and that its
16 purpose and responsibility is to develop a process for community input regarding Police policy
17 and practice for use of force and to discuss Skokie Police Department policies concerning
18 community engagement, including use of force and advise the Mayor of recommendations
19 relating to the related policies and practices of the Skokie Police Department; and
20 WHEREAS, the Skokie Public Safety Commission recommended to the Mayor and
21 Board of Trustees that Chapter 2, Article VII, of the Skokie Village Code be amended
22 accordingly; and
23 WHEREAS, the Mayor and Board of Trustees at a public meeting duly held on

5 Sec. 2-861. Creation and Purpose.
6 There is hereby created a civilian advisory board to the Mayor, to review the
7 Skokie Police Department’s use of force, to be known as the “Skokie Police Use of
8 Force Review Board.” The word "Board", when used in this Division shall mean the
9 Skokie Police Use of Force Review Board (“Board”) for the Village. The Board shall
10 consist of nine (9) members. The purpose and responsibility of the Board is to review
11 the Skokie Police Department’s use of force policies, specific incidents and to advise
12 the Mayor of any recommendations relating to the policies and practices of the Skokie
13 Police Department.
14 Sec. 2-862. Members.
15 The Mayor, with the consent of the Board of Trustees, shall appoint nine (9)
16 members to the Board. Members shall be residents of the Village, over the age of 21
17 years and shall serve staggered terms as established by the Mayor.
18 (a) At least one (1) member shall be from each of the four (4) quadrants of the
19 Village, previously established by the Skokie Police Department.

21 (b) At least one (1) member shall be a concurrent member of the Human
22 Relations Commission and one (1) member shall be a concurrent member
23 of the Public Safety Commission.
24 (c) The term of membership shall be three (3) years.
25 (d) One of the nine members shall be appointed by the Mayor to serve as Chair
26 and shall preside over the Board and shall only vote in the case of a tie vote
27 by the Board. The term of the Chair shall be one (1) year but may be
28 reappointed.
29 (e) There shall be a staff liaison from the Skokie Police Department to assist the
30 Board.
31 Sec. 2-863. Meetings and Reports.
32 The Board shall hold meetings at least on a semi-annual basis, to be called by
33 the Chair. Subsequent to each semi-annual meeting of the Board, the Chair shall
34 prepare and present a report to the Mayor. This report shall contain any and all
35 recommendations or policy ideas directed toward improving the Skokie Police
36 Department’s use of force policy. The Mayor will then forward the report to the Village
37 Trustees and the Chair of the Public Safety Commission.

PLAN COMMISSION ANALYSIS
At its October 21, 2021 meeting the Plan Commission heard the petitioner’s request for
a zoning map amendment to change the zoning district for Church Street from TX
Transit Mixed-Use District to NX Neighborhood Mixed-Use. The petitioner is rezoning
the subject site to construct a dentist office at the site, which is located at the
northwest corner of Church & Crawford.
The applicant is requesting the zoning map amendment in order to allow a single-story
commercial building, which is permitted in the NX district but is not permitted in the TX
district. The request is consistent with the Comprehensive Plan.

STAFF ANALYSIS
All pertinent departments and divisions were offered an opportunity to comment on this
case. The only comments came from the Planning Division, which reviewed the
submitted materials and supports the proposed zoning map amendment.
Staff requested the zoning change since the NX district doesn’t have a minimum height
requirement which would require a second story. Since the building is single-story and
is not mixed-use, it would not meet the TX district requirements. Staff recommended
the NX district since it serves as a transition from a commercial street to the nearby
neighborhoods.
STAFF RECOMMENDATIONS
Staff recommends that the petitioners’ request to amend the zoning map to change the
zoning district for 4000 Church Street from TX Transit Mixed-Use to NX Neighborhood
Mixed-Use be GRANTED, subject to the attached Proposed Positive Findings of Fact.

Discussion and Interested Parties
Legal notice was advertised, posted, and delivered to all property owners within the area as
prescribed by the Zoning Chapter. Corporation Counsel determined that notice was proper and
correct.
Raffi Arzoumanian, architect of record from a+c architects, presented the cases. He provided a
brief history of the site. The property was utilized for commercial, retail, and religious uses in
the past. The previous owner, KCT congregation, constructed a new building adjacent to the
site and proposed a 5-story mixed-use building in its stead reserving 7 parking spaces for
synagogue use about 3-4 years ago. Due to the economic situation caused by the pandemic the
project is not considered viable and the site has been left vacant.
The current proposal is a 1-story commercial building for a dental office with 27 parking spaces
provided in addition to the 7 spaces along the alley for the synagogue. The building will be
oriented near the intersection of Church Street and Crawford Avenue with parking behind
allowing for good exposure from both streets.
Landscaping will consist of plantings along both street frontages and calls for the protection of 2
trees on site, the removal of 5 trees, and the installation of 6 new trees to meet Village
requirements.
The chairman asked how many dentists will occupy the building and asked if the 27 parking
spaces will incorporate employee parking as well. Mr. Arzoumanian stated that there will be a
single dentist with 3 lab technicians. He has a high-end practice currently located in the
Concourse towers on Golf Road. There will be several operatories, a surgical room, and a lab.
Staff supports the petition and requested that the reports be entered into the record as
presented. There was nothing more to add to the discussion.

RECOMMENDED SITE PLAN APPROVAL CONDITIONS
1. Relief from §82-212(i)(1) to allow concrete curb closer than 6 ft to street frontage is
granted.
2. The petitioner shall develop the Subject Property in substantial conformance with the
final Village approved site and landscaping plan dated <insert date of final approved
plan>, floor plans dated <insert date of final approved plan>, and building elevations

PROPOSAL SUMMARY
This is Site Plan review for the construction of a single-story 5,490 square foot dental
office building on an 18,359 square foot site.
PETITIONER’S SUBMITTAL
Please find attached the petitioner’s statement describing the proposal.
STAFF REVIEW
All pertinent departments and divisions were offered an opportunity to comment on this
case. The following is a summary of principal aspects of the proposed development:
Comprehensive Plan
The Comprehensive Plan identifies this area as Service Employment which includes wide
range of office and retail uses. Since the site will be used for a dental office, the
proposal adheres to the Comprehensive Plan.
Land Use
The proposed land use is a dental office, which is categorized as “clinics and outpatient
care services,” and are a permitted use in the NX district.
Zoning Requirements
The proposed building and improvements adhere to minimum NX zoning district
requirements. Bulk requirements include the following:
The proposed building height is 21 ft. The maximum building height for
buildings in the NX district is 25 ft which can be increased to 45 ft with site plan
approval.
There is no front yard setback requirement in the NX district. The minimum side
yard setback when abutting a residential district is 6 ft, and when abutting a
non-residential district, the required side yard setback is either 0 ft or 6 ft.
Surface parking spaces are located between the building and the property
boundary, placing the building well beyond the 6 ft minimum.
The proposed FAR is less than 0.30. The maximum base FAR is 1.40.
Building & Site Elements
The proposed building is single-story 5,490 square foot dental office building with 27
parking spaces. The building will be built near the corner of the Church & Crawford
intersection with parking behind the building.
Building Design
The Appearance Commission approved the building design at its October 13th meeting.
Parking, Access, & Circulation
The parking required for a dental office is 5 spaces for every 1,000 sf of floor area. The
total number of spaces required is 27 spaces, which is the number provided.
There are 7 additional spaces on-site which will be used by the Kehilat Chovevei Tzion
synagogue next door. No additional approvals are required since the spaces are surplus and
not shared between the two uses.

Electrical Conservation
The building is required to adhere to the Energy Conservation Code. This includes
meeting minimum standards for R-values for windows and insulation. The code
requires a minimum requirement for materials and wall thickness (in relation to
insulation) that meets energy efficiency standards. In addition, the HVAC systems are
required to meet minimum efficiency standards, and systems are required to be affixed
with UL tags. The applicant will be required to submit a “com check” at the time of
permit application to show adherence to the energy conservation code.
Tree Preservation & Landscaping
There are 7 existing trees onsite. The applicant is proposing to remove 5 and preserve
2 trees. The applicant is proposing to install 6 trees to replace the removed trees in
adherence with Village requirements. The landscape plan also features planting areas
along both street frontages and behind the building.
STAFF RECOMMENDATIONS
Staff recommends that the petitioner’s request for site plan approval be APPROVED
based upon the Proposed Findings of Fact and subject to the recommended site plan
approval conditions listed below.

Draft Plan Commission Meeting Minutes

A motion was made by Commissioner Burman and seconded by Commissioner Franklin to
approve the minutes of the October 7, 2021 Plan Commission meeting.
Case Description:
2021-26P – Zoning Map Amendment: 4000 Church Street
Raffi Arzoumanian of A+C Architects is requesting a zoning map amendment of 4000 Church
Street from TX Transit Mixed-Use to NX Neighborhood Mixed-Use.
2021-27P – Site Plan Approval: 4000 Church Street
Raffi Arzoumanian of A+C Architects is requesting site plan approval for a 1-story, 5,490 sf
building at 4000 Church Street, and any relief discovered during the review of the case.

As both cases are related, they were discussed together but voted on separately.
Discussion and Interested Parties
Legal notice was advertised, posted, and delivered to all property owners within the area as
prescribed by the Zoning Chapter. Corporation Counsel determined that notice was proper and
correct.
Raffi Arzoumanian, architect of record from a+c architects, presented the cases. He provided a
brief history of the site. The property was utilized for commercial, retail, and religious uses in
the past. The previous owner, KCT congregation, constructed a new building adjacent to the
site and proposed a 5-story mixed-use building in its stead reserving 7 parking spaces for
synagogue use about 3-4 years ago. Due to the economic situation caused by the pandemic the
project is not considered viable and the site has been left vacant.
The current proposal is a 1-story commercial building for a dental office with 27 parking spaces
provided in addition to the 7 spaces along the alley for the synagogue. The building will be
oriented near the intersection of Church Street and Crawford Avenue with parking behind
allowing for good exposure from both streets.
Landscaping will consist of plantings along both street frontages and calls for the protection of 2
trees on site, the removal of 5 trees, and the installation of 6 new trees to meet Village
requirements.
The chairman asked how many dentists will occupy the building and asked if the 27 parking
spaces will incorporate employee parking as well. Mr. Arzoumanian stated that there will be a
single dentist with 3 lab technicians. He has a high-end practice currently located in the
Concourse towers on Golf Road. There will be several operatories, a surgical room, and a lab.
Staff supports the petition and requested that the reports be entered into the record as
presented. There was nothing more to add to the discussion.
