13678 MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 7:30 p.m. on Monday, August 21, 2023 Pledge of Allegiance led by Village Clerk Pramod Shah. Mayor Van Dusen called the meeting to order. The Clerk call the Roll. Those present were Trustees Sutker, Robinson, Khoeun, Johnson, Pure Slovin , Klein and Mayor Van Dusen. Motion to approve the Consent Agenda with the exception of B for sub-committee Appointments, C Reappointment, and Item A on the Corporation Counsel’s report. Moved: Trustee Klein Seconded: Trustee Khoeun Ayes: Sutker, Robinson, Khoeun, Johnson, Pure Slovin, Klein and Mayor Van Dusen Nays: None. Absent: None. MOTION CARRIED * Approve, as submitted, minutes of regular meeting held Monday, August 7, 2023. Omnibus vote. * Approve Voucher List #7-FY24 of August 21, 2023. Omnibus vote. Recognition, Awards and Honorary Presentations. A. Awards Presentation 1. Thirteenth Annual Public Health Partners of Excellence Awards presented by Dr. Edward Linn and Michael Charley. Skokie Community Foundation Since 2014 the Skokie Community Foundation has been granting monies to organizations to help fund projects associate with social services, services for youth and seniors and health and wellness. Since 2015, the foundation’s unique grant program has funded 40 grants totaling more than $225,000 addressing a broad range of community concerns. On behalf of the Foundation, Ann Tennes accepted the award and expressed gratitude and recognition for the award. She introduced the Board Members that were present.’ Dr. Namratha Kandula and the South Asian Healthy Lifestyle Initiative (SAHELI) for creating a culturally -targeted, community-based lifestyle intervention sturdy to improve physical activity and diet behaviors among South Asians. Dr. Namratha Kandula was honored to be acknowledged and recognized for this award. She introduced several of the Partners. Skokie’s Fourth of July Parade presented by Committee Chairperson, Richard Evonitz. Chairperson Evonitz gave an update that there were 76 parade units, 1393 participants and 1,929 feet of parade, This was a healthy turnout, many social media postings, over many volunteers brought out by organizations which included Oakton Community College, District 219 Dance Marathon, and Skokie Community Fund. He acknowledged all the committee members who helped in the many months of planning. Mayor Van Dusen thanked all the workers who helped put this together and grateful for all the time and energy that was put in. Mayor Van Dusen also recognized and thanked Chief Hoeflich and the Fire Department for achieving the highest rating for fire protection-ISO designation. Appointments, Reappointments and Resignations. Appointment process to the Plan Commission-not inclusive, expert resources, diverse make up of Village, qualifications of the members-variety of experience, makeup of mostly men, and how many women applied .Trustee Johnson-inclusive appointments for men than women, consider tabling to get more input, and adding members to the Commission. Reappointment Plan Commission: Talia Gevaryahu This was taken off the Consent Agenda. Trustee Pure Slovin addressed the unethical behavior of Trustee Johnson concerning the lack of attendance on Plan Commission meetings with email posts and on social media of Talia Gevaryahu. He did not inquire or speak with her first before publicizing. Trustee Johnson stated that it was misinterpreted. Rachel Vanhoose, Kimberly Polka and Judy Mendel commented on tracking attendance for commissioners as in the Ordinance. *D. Resignation Public Arts Advisory Committee: Mary Fedorowski Omnibus vote. Mayor Van Dusen introduced Abigail Stone who will be serving on the Housing sub-committee of the Plan Commission. He thanked her for her services. Report of the Village Manager. A. Main Street Commercial Corridor Study – MKSK, Inc., Chicago, Illinois - $65,000. Motion to award a contract to analysis for the Main Street Commercial Corridor Study-MKSK, Inc. Chicago, IL in the amount of $65,000. The scope of services under this contract includes three main components: discovery, visioning and development of plan concepts. Molly Anderson, who lives in the neighborhood commented on the study. Resolution 23-8-R-1556 Motion to concur with staff’s recommendation that M & M Equipment Corporation at 7344 Monticello Avenue is an excellent candidate for a ClassB classification. Ordinance 23-8-Z-4653 Motion to adopt an ordinance granting a Special Use Permit to establish and operate a drive-through at 5252 Dempster Street, Skokie, Illinois in a B3 Business District and grant relief from Sections 118- 212(i)(1) and 118-218 of the Skokie Village Code. Trustee Johnson asked when the timeline of the draft Ordinance review for appointment process for Village attorneys be available. The Mayor and Corporation Counsel stated that it will be soon. Public Comments Matt Temkin on behalf of the Skokie Alliance for Electoral Reform, Emi Yamauchi, Emi Yamauchi for Matt Jarvis, Kimberly Polka and Judy Mendel Discussion included the Mapping meeting at the Library on August 14. Disinformation and unreliable audio input from public participation. More information in other languages, more maps, fair transparent and accountable representation, lacking community outreach and engagement processes before the September 11th meeting. Involve the community input on the revised map after the meeting. Set deadlines for residents to email public comments before the September meeting. The Village to set a meeting to explain the referendums -Q &A .Citizens should be able to comment. Provide an overly map which show all the factors considered -age, race, school district, income etc. Gail Schechter-Inclusionary Housing Ordinance, Arie Crown-affordable housing-fee in lieu not an option. Rachel Vanhooes commented on the Main St. Study, Gail Schechter applied for Sub-Committee and was not selected, thanked for the sidewalk being put back on Oakton. MOTION CARRIED Max Siankard, Director of Public Works gave an update on the 90 day refuse transitions implementations on the once weekly refuse collection, He spoke about reducing landfills, greenhouse emissions, wear and tear on Skokie streets, and utility savings to provide sustainability waste options. He mentioned how evaluation of the second cart requests, how the transition is going- composting, diesel fuel reduced, landfill tonnage down and continuing education on existing waste, He also spoke on rat management that is has been increasing since 2020, long before the transition to once a week garbage pickup, and answered questions from the Trustees and a resident.. *B. Backlot Bash 2023. Resolution 23-8-R-l 555 Motion to approve a Resolution authorizing the Intergovernmental agreement between the Village of Skokie, the Skokie Park District and the Youth Foundation of Skokie. Omnibus vote. *C. Annual Service Renewal for Microsoft Exchange, 0365 & Power BI - Planet Technologies, Germantown, Maryland - $37,103.40. Item A is on the agenda for first reading. The second reading will be on August 21,2023. Corporation Counsel Large gave an update on the Affordable Housing Ordmance. It should be completed by August 21st or no later than the first week in September. There were edits, comments and questions asked by Board members and residents. The final revision is in progress. Unfinished Business. A. Agenda Items Process for Village Trustees. Tmstee Johnson was requesting that the Board address the discrepancy between what is allowed by the Village Code-Rute 1 and what is allowed in practice, concerning the Board's agenda process. Pure Slovin made a suggestion to see how other municipalities put items on the Agenda. Tmstee Robinson spoke about notifying the Manager" within time sufficient for the Manager to prepare". Trustee Klein agreed that the process is working, Trustee Sutker said that she trust the Manager to decide if we have information to bring an item to the Agenda. Trustee Khoeun spoke about ideas that are still in the vetting stage and not ready to be presented. She did agree that an answer should be given if a request is made. Manager Lockerby will give a report and the issue will be discussed further. He also asked about how many applicants applied. M'ayor Van Dusen is finalizing a list of nominations for the new housing sub-committee of the Plan Commission. He responded to his questions. Lauren Grodnicki- Soiar panels that shouid not get permits . Not all companies are reputable. Check with SolSmart first. Public comments by email. An Berkowicz, Lisa Silverman, Danny Cohn, Jason Ashman commented on rats and the garbage pick up. Judy Mende! commented about the Mapping meeting on August 14th on the Electoral referendums at the Skokie Library and that you can also listen to the live stream. Each year the Health and Human Services Department and Board of Health recognize individuals or organizations that have provided exceptional support of public health initiatives for the Skokie community with the “Public Health Partners in Excellence Awards”. This year’s award recipients are: Skokie Community Foundation For fostering a supportive, engaged and dynamic community in Skokie through meaningful giving, collaboration and community programming. The pilot was very promising, showing that it successfully lowered participants’ blood sugar, blood pressure, and body mass index. Following the pilot, Dr. Kandula and the Skokie Health and Human Services Department recognized that Skokie residents could benefit from this life-style program. As a result, a partnership was formed. Dr. Kandula received additional grant funding through the National Institutes of Health to fund an additional five-year study. Dr. Kandula and her team from Northwestern worked closely with Skokie Health and Human Services and the Northshore University Healthsystem to recruit a total of 549 South Asians to participate in the study, including many Skokie residents. The five-year study recently concluded, and the results demonstrated that providing participants with a culturally relevant lifestyle intervention program, which included group classes, education and social support improved the participants’ cardiovascular health. Participants said that the study’s activities helped increase knowledge of cardiovascular health and helped them and their families improve their diet and exercise. Cook County Class 6b Real Estate Tax Incentive - 7344 Monticello Avenue. Economic Vitality staff is recommending a Class 6b Property Tax Incentive for the property located at 7344 Monticello Avenue. This property has been vacant for over seven years and has not been updated in over 20 years. M & M Equipment Corporation, currently a Skokie business located at 7355 Monticello Avenue that sells new, used and reconditioned industrial food processing equipment purchased the property in March of 2023 for expansion. They will operate out of both locations. The initial work will include a roof and floor repairs, new HVAC system, electrical and plumbing upgrades, parking lot repairs and new lighting and security system. Staff estimates that taxes for all 12 years of the reduced assessment would be approximately $143,000. These facts are especially true for the north and south sides of Main Street between Crawford and Tripp Avenues. Most of the properties once served the retail and service needs of the adjacent neighborhoods and did not need significant parking for destination customers. It is the intent that this agreement incorporates emergency response disciplines from federal, state and local government, non-governmental organizations, and corporations that provide emergency response functions in support of the mission ofMABAS and member agencies. Background The Mutual Aid Box Alarm System was formed in the northwest suburbs of Chicago, Illinois in 1968, to coordinate and deploy predetermined resources of personnel and equipment in support of member agencies. The system provides a comprehensive and standardized approach to designate appropriate resources (ambulances, engines, squads, trucks, chiefs or equipment) for expanding levels of an incident. Well-defined MABAS Box Cards establish the providing agency and type of unit for numerous emergencies, such as: disasters, life-safety (EMS), structure fires, hazardous materials, technical rescue and water rescue. When an emergency exceeds a community's capabilities, additional resources are efficiently deployed through the MABAS network to overcome operational challenges. The last revision of the master MABAS intergovernmental agreement was more than 30 years ago. Since that time, MABAS has grown exponentially to almost 1,200 agencies in Illinois and another 1,000 agencies in surrounding States. After the 9/11 Attacks and impact of Hurricane Katrina, more agencies joined MABAS and States fi'om around the country began using MABAS as a model for developing mutual aid plans. Expansion ofMABAS promotes greater collaboration and collection of resources to better serve all communities. Other issues of concern were increased traffic, 8 noise, littering, loitering and lights shining into private property. Class E licenses shall also be authorized for the Office Research Zoning District. 20 The sale of alcoholic liquor by a Class E licensee is limited to on-premises consumption, as well 21 as the sale of single-serving containers of wine, mixed drinks or cocktails for pickup or 22 first-party delivery by the licensee in accordance with State law. The sale of any other 23 packaged iiquor by a Ciass E licensee is prohibited. A Class E licensee shall not deliver any other 24 alcoholic liquor off-premises and shall not allow any other alcoholic liquor to be removed from its 25 premises except the unused portion of an opened bottle of wine sealed in an approved container 26 as permitted by State law. A Class E license shall only be issued to a limited service or fuii service 27 restaurant as defined in the Skokie Village Code. The issuance of a Class E license to a specific 28 address is subject to the zoning classification and requirements within the various districts as 29 outlined in Chapter 118 of the Skokie Village Code. 30 (1) Each Class E license shail only be valid at the address where the licensee's business 31 is located. 32 (2) The existence of the five seven Commercial Liquor Districts, and the corresponding 33 Class E license, does not preclude the use of any other license or the operation of any 34 other business by a iiquor licensee holding a license of another class in such districts. 35 (3) The Liquor Control Commissioner shali promulgate a set of rules detailing the 36 timetable and procedures for initial issuance of the Class E licenses. Page 23 of 23 VOSDOCS-#611717-v1, Ordinance, Code Amendment, Chapters 10 & 46, Alcoholic Liquor Return to Corp Rpt MML: 8/7/23 1st Reading *8/21/23 THIS ORDINANCE MAY BE CITED AS VILLAGE ORDINANCE NUMBER 23-8-C- AN ORDINANCE GRANTING RELIEF FROM CHAPTER 10, SECTION 10-10, OF THE SKOKIE VILLAGE CODE TO ALLOW THE TEMPORARY SALE, POSSESSION AND CONSUMPTION OF ALCOHOLIC LIQUOR ON THE PUBLIC RIGHT OF WAY AND MUNICIPAL PROPERTY DURING SPECIFIED HOURS OF SKOK/E'S 16TH ANNUAL BACKLOT BASH 1 WHEREAS, this routine ordinance for the Backlot Bash concerns Chapter 10, Section 2 10-10 of the Skokie Village Code which prohibits the possession and consumption of 3 alcoholic liquor on Village of Skokie (hereinafter "Village") owned property; and 4 WHEREAS, the Skokie Park District, in conjunction with various organizations, will be 5 presenting the 16th Annual Backlot Bash (hereinafter "Bash"), which will take place on August 6 25, 26 and 27, 2023;and 7 WHEREAS, the Bash is comprised of concerts, games, food and a carnival which will s utilize Village owned parking lots and a portion of the public ways at and around the 9 intersection of Flora! Avenue and Oakton Street; and to WHEREAS, the Skokie Park District has or will acquire a temporary permit pursuant to n Section 10-40 of the Code, authorizing the sale of liquor for the 2 and ^ day event; and 12 WHEREAS, the Skokie Park District intends to restrict and limit the consumption of 13 alcoholic liquor to a defined and fenced-in area located on a portion of the public right of way 14 of Oakton Street, the Village Green and a portion of the Village Hall parking lot (hereinafter 15 "Beer Area"), as outlined in red on the 2023 Event Layout, attached hereto as Exhibit "1"; and 16 WHEREAS, the Mayor, as Liquor Commissioner, and the Corporation Counsel 17 recommend to the Board of Trustees that relief from Section 10-10 of the Code be granted to is the Skokie Park District; and 19 NOW, THEREFORE, BE IT ORDAINED, by the Mayor and Board of Trustees of the 20 Village of Skokie, Cook County, Illinois; 21 Section 1: That the Skokie Park District, or its specified agents, are authorized and 22 permitted to sell alcoholic liquor and to allow its consumption within the Beer Area. No consumption or sale of alcoholic liquor shall be 8 allowed on any other publicly owned property or any public right of way. 9 4) That any and all necessary authorization is granted from loca!, county or state 10 agencies, for the closure of certain public rights of way including but not limited n to Oakton Street. 12 5) The sale of alcoholic liquors shall only take place during the following times: 13 6:00 p.m. to 10:00 p.m. on August 25, 2023; 11:00 a.m. to 10:00 p.m. on 14 August 26, 2023; and 8:00 a.m. to 8:00 p.m. on August 27, 2023; is 6) Only alcoholic liquor sold by the Skokle Park District or its approved vendor, 16 may be sold, consumed or possessed in the designated area of the Beer Area. 17 No alcoholic liquor may be brought in from outside of the designated area; is 7) The Skokie Park District, the Youth Foundation of Skokie and the Village sha!) 19 enter into an Intergovernmenta!
