p.m. on Monday, January 6, 2025

A. Stormwater Task Force Presentation.
Jeff Julkowski, from Christopher Burke Engineering provided a Power Point presentation.
A new Storm Water Task Force was created following 2 significant rain events in 2020. The
Task Force has worked closely with the Village staff and Christopher B. Burke Engineering
modeling the Village’s stormwater management system and identifying recommendations to
further manage and improve stormwater management.
Recommendations
Tier One projects be considered for short-term implementation under the Village’s annual
Capital Improvement Planning process.
The Village create and fund an annual overhead sewer conversion rebate program.
Task Force recommends the following step or measures:

Trustee Johnson – spoke about an ordinance to direct staff to present to the Board draft

Village Manager responded that the Housing Sub Committee meets quarterly and a time
line would be difficult.

Presentation of the 2024 Community Survey Results by Alex Franz, Assistant to the Village Manager and
Brandon Bamett, Senior Sui-vey Associate ofPofco.
The 2024 Community Survey date was gathered in July 2023 by the National Research Center OSTCR).
Brandon Bamett, Senior Survey Associate of Polco on Zoom gave a summary of the data and detail on
the responses. The survey was randomly issued to 6,000 single and multi family households throughout
the community. The 2024 results are very positive. The ratings for Skokie as a place to live are very high
and residents report overall satisfaction with Viliage programs and services, Alt of the Village's ratings
either exceed or are simiEar to national benchmarks.

Motion to adopt a resolution approving and authorizing a Development Agreement with Moment's Notice
Services, LLC for the property located at 8201 Skokie Boulevard, Skokie, Illinois. Item D is on the
agenda for first reading and adoption.
The developer will provide 6 of the 66 apartment units as affordable housing units designated for
individuals with annua! incomes not greater than 60% of Area Median income.
Trustees Robinson and Johnson thanked the developer for the efforts for the affordable housing
units.
Emi Yamauchi thanked the developer for the affordable housing units and asked if those units
were consistent in design as the others. Peter Levavi asked on how to evaluate income levels and
ongoing compliance on affordable units.

UPDATE
E. A status update regarding drive thru facility regulations.
A new discussion concerning a previously proposed ordinance and various requirement for future drive
thru facilities in Skokie. In the mean time the Village Manager, Corporation Counsel and the Community
Development Director have held several discussions concerning the best way to implement regulations
and requirements for new drive thru facilities. Drawing on evolving approaches and best practices in other
communities and it is our recommendation that we take a few more weeks to propose a different approach
to the goals and objectives of the Village Board. Also to have a discussion with the Economic
Development Commission before a proposal in February.

Community Development Block Grant (CDBG) - Revision of Program Year Start Date.
The Village's participation in the Consortium will first require it to modify its present Program
Year for CDBG funds to conform to the Consortium's program year, which runs from October 1
through September 30 annually, in accordance with HUD mles. To begin the process of revising
Skokie's Program Year, a formal letter from the Village Manager will be sent to HUD for the
request as well as a Resolution from the Board for the Adoption of a Revision to the Village s
CDBG Program Year Start Date.

A. Stormwater Task Force Presentation.
In the early 1980's, the Storm Water Relief Task Force was created to find a system
to control storm water runoff. The Village installed a unique system of restrictors
and street berms which limit stormwater from entering the system at peak flow. This
system provided protection against a 10-year storm and was effective at reducing
basement backups. However, in the decades since the original stormwater
management system was completed, our region has experienced more intense
storms more often. This means the existing system can no longer provide the same
protection it once did, not because of inadequate system performance but because
storm patterns have shifted.
A new Storm Water Task Force was created following two significant rain events in
2020. The Task Force has worked closely with Village staff and Christopher B.
Burke Engineering modeling the Village's stormwater management system and
identifying recommendations to further manage and improve stormwater
management. I want to thank the Task Force members for their time and effort
dedicated to this important project.
The recent community survey results presented to the Board last month included
information regarding the Village's storm water management. A memorandum from
Aiex Franz detailing these results is attached.
• 74% of residents rated the quality of the Village's storm water management
positively (excellent/good) in 2024 up from 52% in 2003.
• 94% and 98% (2021 and 2024 respectively) support (strongly support and
somewhat support) to the Village investment in enhancing storm water
management systems to mitigate flooding.
• 25% of the respondents experienced basement flooding in the last five years
due to weather (2024).
A presentation will be provided. Feedback is encouraged and there is no action
required at the time of this initial presentation. These recommendations will be
considered as part of the Village's capital planning and budgeting.

SUBJECT: Stormwater Task Force Recommendation to Village Board
In the early l980's, the Storm Water Relief Task Force was created to find a system to control
storm water runoff. This included a review of Village policies and procedures, as well identifying
opportunities to mitigate stormwater damage. The Village's sewer system, like that of the City of
Chicago and many of the older inner-ring suburbs of the City, was constructed as a combined
sewer system. This means that storm water and sanitary sewer flows are collected and conveyed
for treatment in the same underground pipe system. The resulting program was a highly engineered
storm water mnoff system that complements the natural flow of water (through the laws of gravity)
by altering street elevations and adding water detention areas where necessary. The Village
installed a unique system ofrestrictors and street berms which slow stormwater from entering the
system at peak flow. Stormwater ponds on Village streets, in detention ponds and in underground
storage tanks in a controlled way for 4-6 hours and enters the sewer system at a much slower
rate. These improvements began in 1985, encompassing 16 separate projects, at an aggregate cost
of $80 million ($320 million in 2024 dollars). This system provided protection against a 10-year
storm frequency and was effective at reducing basement back-ups.
However, in the decades since the original stormwater management system was completed, our
region has been experiencing more intense storms more often. For example, when the original
stormwater management program was designed, a 10-year storm meant that 2.21 inches of rainfall
fell in two hours. Now, the design standard for a 10-year storm equates to 2.99 inches of rainfall
in two hours, or a 35.3% increase. To put that in perspective, that means Skokie is receiving over
100 million gallons more rainfall now than it did in the 1980 's during a 10-year storm. This means
the existing stormwater management system can no longer provide the same protection it once
did. This is not because of inadequate system performance, but because storm patterns have

shifted. In fact, the Federal Emergency Management Agency (FEMA) is changing how they
analyze flood risks when areas affected by flooding are rebuilt.
In May 2020, the Village experienced two rainfall events within three days that deposited a total
rainfall amount of 7.35 of rain on an already rain-saturated system, resulting in a number of
stormwater and basement drainage issues. In the aftermath of these events, a new Stormwater Task
Force was created to review the Village's current stormwater management, identify opportunities
and make recommendations for improvements, and to review the work of a consulting engineer
and provide input throughout the process.
Working collaboratively with staff and its consulting engineer, Christopher B. Burke Engineering,
Ltd., the first order of business for the Task Force was to determine how the current stormwater
management system functions during today's storm events. To do this, a hydrologic and hydraulic
model was created to understand how the sewers fanction during periods of peak flow. Once the
model was calibrated, it confirmed the existing system is functioning as intended and continues
to provide the level of protection that it was designed to many years ago. With the passage of
time, changing of standards and changing storm patterns, the current level of protection only
equates to around a two-year storm.
In order to reinstate the original protection against a 10-year storm Village wide, 17 potential
public improvement projects were identified. These projects include sewer improvements, either
new underground storage tanks or the installation of new sewer lines, that would allow the sewer
system in the area to deal with the increased rainfall patterns of today. The projects range in cost,
individually, from $2.6 million to over $20 million. As you might expect, some projects provide
more benefit than others due to varying topography and the specifics of the existing sewer system
within any given project area. Additionally, there are preliminary indications from U.S
Representative Jan Schakowsky that the Village will be able to secure $3 million for future
stormwater improvements, and staff will continue to pursue this and any additional funding
opportunities as they become available. The Village has been successful in the past obtainmg
grant funding through the legislative process and other various opportunities.
In order to fund significant public improvements, the Village would have to issue bonds. For every
$10 million of bonds issued, the water rate would have to increase by $0.29 per unit(100 cubic
feet) in order to repay the bond (20-year bond at 4.5% interest). With the total cost for all 17
potential projects over $145 million, that would equate to a water rate increase of $4.23 per unit.
That would be an increase of almost 64% from the FY25 water rate ($6.65 per unit). It quickly
became apparent that the implementation of all 17 projects would be cost prohibitive.
An alternative to public improvement projects would be the implementation ofprivate-side sewer
protection against sewer surcharging. These could include the installation of flood control or
conversion to overhead sewers. Overhead sewer conversion provides a better level of protection
while lessening the need for on-going maintenance for the homeowner. The estimated cost to
convert a home to overhead sewers is $ 15,000. If every home in the 17 project areas converted to
overhead sewers the cost would be over $ 106 million. This is also not a financially viable solution,
nor would it provide any enhancement to sewer system capacity or relief to the sewers during
severe storms.

The Task Force acknowledges that some homes already have some form of private side protection
and that some homes are not currently experiencing any sewer issues without protection. The Task
Force has explored a hybrid solution that includes the implementation of some of the public
improvement projects along with the creation of an overhead sewer conversion rebate program.
In order to try and determine which projects provide widespread benefit, the 17 possible projects
were ranked by cost per residence. This grouped the projects into three tiers and the resulting chart
is attached. There are five projects in Tier One, six projects in Tier Two and six projects in Tier
Three. A $50 million bond issuance to fund the Tier One projects is estimated to increase the
water service charge by $1.45 per unit.
Recommendations
1. Tier One projects be considered for short-term implementation under the Village's annual
Capital Improvement Planning process subject to budget and workload constraints.
2. The Village create and fund an annual overhead sewer conversion rebate program. The
program would provide a rebate of half of the expense, up to $7,500 per residential
property. The program will give priority to residents outside a public improvement area,
but will be available Village-wide on a first come, first serve basis each year until the
budgeted funds for that year are exhausted.
3. Additionally, the Task Force recommends the following additional steps and/or measures:
• Village to continue to explore and refine the Tier Two projects for potential future
consideration
• Village staff to provide technical assistance in the form of a site visit for residents
interested in understanding how their home and property drain to the sewer
» Village to reassess downspout disconnections required during the roll out of the
initial stormwater management system
• Village to pursue grants and other funding opportunities to offset any stormwater
costs
• Village to consider adopting the proposed Stormwater Master Plan

SUBJECT: Skokie Community Survey Results - Storm Water Management
Since 2003, the Village of Skokie has contracted with the National Resource Center and Polco to
conduct a triannual Community Survey for gauging resident opinion on life in the community
and specific Village programs and services. As part of each survey, residents are asked over 120
questions relating to the livability of Skokie. In response to each question, respondents must
choose from one of the following: "Excellent, Good, Fair, Poor or Don't Know. The
information below summarizes the results from the Village's eight Community Surveys as they
relate to storm water management.
In all eight surveys, residents were directly asked to rate the quality of the Village's storm water
management. The below chart shows the trend of positive responses (excellent/good) to this
question. Except for a decrease in the 2009 survey, positive responses have consistently trended
upwards. In the 2021 and 2024 surveys, the Village included a custom question that asked
respondents their level of support or opposition to Village investment in "enhancing storm water
management systems to mitigate flooding." The percent of respondents in support (strongly
support and somewhat support responses) were 94% and 98%, respectively. Also included in the
2024 survey was the custom question "have you experienced basement flooding in the last five
years due to weather?" Of the 513 residents that responded to this question, 59% said that they
have not, 25% said they have, and 16% said that the question was not applicable to them.

This ordinance will grant site plan approval to construct an addition to Old Orchard
Junior High School, which will serve as the new location for the Early Leaning Center at
9300, 9310 and 9440 Kenton Avenue, Skokie and repeal the existing site plan approval
found in Village Ordinance 18-10-Z-4414.
The new addition will be located on the north side of Old Orchard Junior High School
and will include 7 early learning classrooms/ a STEM/Make-It Lab/ administrative and
teacher services spaces and a central commons area for collaborative learning. A new
drop off and pick up lane on the east side of the addition will be accessed from a new
driveway off Gross Point Road for parent drop off/pick up, and on the west side of the
addition for school bus drop off and pick up from the existing driveway at Gross Point
Road. Additionally, there will be a new playground to the west of the addition, new
bicycle racks at multiple locations around the campus, reconfigured surface parking lots
resulting in an increase in off-street parking spaces/ stormwater detention provided
under the new parking lot east of the addition and new landscaping.

and maintain landscaping in accordance with the plan dated November 12, 2024.

designee, and the Corporation Counsel.
3. The parties to this Agreement recognize that the installation and maintenance of
landscaping is an integral part of the PROPERTY OWNER'S plan for development
and/or use of the property and is necessary to carry out the purpose and intent of the
VILLAGE'S land use objectives, and that the permit would not have been approved
by the VILLAGE without the assurance that this Agreement would be executed by
the PROPERTY OWNER.
4. The purpose of this Agreement is to assure:
(a) installation of the landscaping in accordance with the landscaping plan
approved by the VILLAGE, and
fb) continued maintenance and care of the landscaping, including any
landscaping indicated in the parkway area.

5. The property, which is the subject matter of this Agreement, is ieqally described
above. The portions of the Subject Property which are to be landscaped and
maintained pursuant to the terms and conditions of this Agreement are indicated on
the Landscape Plan attached hereto, marked Exhibit "1" and are hereby made a part
of this Agreement.
G. PROPERTY OWNER agrees that the installation and maintenance of the
landscaping which is required in accordance with the permit issued by the VILLAGE
and this Agreement will materially benefit the Subiect Propertv. Such landscaping is
necessary in order for the PROPERTY OWNER to comply with the condtions of the
permit issued or granted by the VILLAGE for the PROPERn OWNER'S requested
development or use of the properly.
7. PROPERTY OWNER shall diligently maintain and care for the landscaping which is
installed and required by the permit and this Agreement, using generally accepted
methods of cuttivation and watering. The PROPER?^ OWNER shall maintain a
standard of care necessary to prevent the landscaping from deteriorating to the
extent that its value as landscaping Is destroyed, ft Exhibit "1", attached hereto or
permit specifies maintenance standards or procedures, such procedures are hereby
adopted as part of this Agreement, and by such adoption, become enforcement
conditions of this Agreement.
8. Failure to maintain the Eandscaping as required by this Aqreement shaEI be a
nuisance. !n the event the PROPERTY OWNER fails to meet the standard of
maintenance necessary to keep the iandscapinq in a healthy condition as required
by this Agreement, the VILLAGE shall give written notice of the defideficy to the
PROPERTY OWNER who shall have 20 days to make the necessary correction or
replacement. If such correction or replacement Is not made within the aforesaid 20-
day period, the VILLAGE may elect to abate the nuisance and take necessary action
to assure that the landscaping is replaced and/or maintained, in the event, the
VILLAGE so elects; the VILLAGE shall sen/e notice of its intent to enter the
premises for this purpose- The VILLAGE shall either personativ serve the notice
upon the PROPERTV OWNER or mail a copy of it by certified mail to the
PROPERTY OWNER'S last known address, or as shown on the tax rolls, at least 15
days in advance of the date when the VILLAGE or its agent intends to enter the
premises.
9. For this purpose, the VILLAGE or its agent may enter upon the property and perform
such work as It considers reasonably necessary and proper to restore, maintain, or
replace the landscapinq required by this Agreement. The VILLAGE may act either
through fts own employees or through an independent contractor.
10. The VILLAGE shall be entitled to reimbursement for abatinq the nuisance in
restoring, maintaining or replacing the landscaping, provided that the VILLAGE
follows the procedures set forth in this Agreement. Costs shall include but shall not
be limited to actual costs incurred by the VILLAGE and administrative costs. The
VILLAGE shaH make demand upon the PROPERTY OWNER for payment. If the
PROPERFT OWNER falls to pay the costs within 30 days of the date on which
demand is made, the VILLAGE may cause a tien to be placed on the Subject
Property. The VILLAGE may record a notice with the Recorder of Deeds for Cook
County stating that it has incurred expenses under the terms this Landscape

Agreement. The VILLAGE shall be entitled to collect interest at the statutory rate on
the amount owed.
11 In addition to having a lien placed on the Subject Property, the VILLAGE may
institute a legal action to collect the amount owed. The PROPERTY OWNER agrees
to pay the VILLAGE a reasonable sum for attorney's fees and court cosls.
12. If either party upon the execution of this Aqreement or during the course of
performance considers that rt is necessary to have the PROPERTf OWNER post
additional security to guarantee the performance of his obligations hereunder, the
VILLAGE may require the PROPERTT OWNER to post additional security. The
VILLAGE may require either a cash deposit or a surety bond guaranteeing
performance in a form signed by sureties satisfactory to the VILLAGE. The
condition of the security shall be that if the PROPERTT OWNER fails to perform any
obligation under this Agreement; the VILLAGE may, act on behalf of the
PROPERTY OWNER and use the proceeds of the cash bond, or in the case of a
surety bond; require the securities to perform the obligations of this Agreement,
13. The PROPERTY OWNER hereby agrees to indemnify and hold harmless the
VILLAGE, its trustees, officials, employees and agents for any costs, claims; actions
or causes of action for personal injury; property damage or otherwise, induding
reasonable attorney's fees, which may arise from the VILLAGE exercising any of its
rights or obligations and performance under this Agreement.
14. All notices required or to be given pursuant hereto shall be in writing and either
delivered personally or by a nationally recognized "over-night" courier service or
mailed by United States certified or registered mail, postage prepaid, addressed to
the VILLAGE and the PROPERF/ OWNER as follows:

3 showing the existing zoning uses, divisions, restrictions, regulations and classifications of such
4 municipaiity for the proceeding calendar year (hereinafter the "Official Zoning Map"); and

6 WHEREAS, the Community Development Department staff for the Village of Skokie (the
7 "Village") have reviewed the prior Official Zoning Map for the Viilage and made all necessary
8 changes, corrections and alterations that have occurred since its publication in order to prepare
9 the proposed Official Zoning Map;and

n WHEREAS, the Director of Community Development has reviewed the proposed Official
12 Zoning Map for the Village, a copy of which is attached hereto and marked Exhibit "1", and
13 recommends it be published and printed as the Official Zoning Map of the Village;

15 NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the
16 Village of Skoki'e, Cook County, Ulinois, that the recommendation by the Director of Community
17 Development is accepted and the proposed Official Zoning Map, as prepared by the Community

Accessory Dwelling Units and Implementation of the Housing Chapter of the
Comprehensive Plan
Implementation of the Housing Chapter of the Comprehensive Plan is underway, following the
appointment of the members of this group on December 16, 2024. The Housing Sub-Committee
of the Plan Commission is scheduling its first meeting for Thursday, January 2, 2025 at 7:00pm.
Consideration of any zoning changes related to the implementation of the housing chapter will
need to be reviewed by the Housing Sub-Committee of the Plan Commission and then the Plan
Commission. Per Village Code, the Plan Commission is the body that is responsible for
convening a public hearing on matters related to changing the zoning code (Section 11 8-6):
Recommendations to the Village Board. The Commission, after holding public
hearings, has the duty to make recommendations, including any conditions of approval,
to the Village Board in the following areas:
(1) Comprehensive Plan. Developing, periodically reviewing, and amending a
Comprehensive Plan for the present and future development and redevelopment
of the Village.
(2) Chapter amendments. Periodically reviewing and recommending
amendments to the Zoning chapter, in accordance with the guidelines of the
Comprehensive Plan and the Subdivisions chapter of this code."
Key in the Plan Commission's role is collecting public testimony during a public hearing as it
relates to zoning changes before there is a recommendation by the Plan Commission and
ultimately a decision by the Village Board to make changes to the zoning code.
The shortage of housing has been identified as a pressing need for communities across the
country. Coupled with this is the desire to build upon the range of housing that Skokie already
offers and allow for greater housing flexibility. Additionally, this includes improving the
standards and guidelines currently in place to allow for more new construction and adaptation to
our housing. Therefore, it is anticipated that H2: Promote Housing Type Flexibility and H3:
Reasonable Standards will be the first portions of the Comprehensive Plan that will be studied by
the group. Consideration ofADUs would fall within these categories for further study.

In August 2024, tlie Hoi-ising chapter of the Village's Comprehensive Plan was updated by
Village Board adoption. This update was facilitated through a Housing Sub-Commiltee of the
Plan Commission (established by resolution in May 2023 and appointed m August 2023) for the
putpose of study, review, discussion, and recommendations to update the Housing chapter with
the goal of updating the future vision of housing in Skokie. The updated Housing Chapter
ptovides four tbeme areas tiiat serve as a framework to achieving the vision for fixture housing in
the Village. Adjacent to this process, the Village Board adopted amendments to Chapters 46 and
58 of the Skokie Village Code to establish the Housing Sub-Committee as a pemianent
Committee of the Village.
The permanent Housing Sub-Committee is now in its formation stage, and staff anticipate the
first meeting to commence in fee first quarter of 2025. As the Committee advances
implementation oftiie Housing Chaptsr through updates to Chapter 118 of the Zoning Code,

Skokie.

a series of poiicy recommendations for the Board's consideration. One of these recommendations was to
update Skokie's Zoning Code to allow ADUs, as part of a larger goa! to create new opportunities to increase
Skokie s affordable housing supply. As detailed, ADUs are coach houses or smaller apartments within
an existing home or part of a detached structure. They can serve as housing for caregivers, extended
family members, or be leased to help bring new income to properties to keep homes affordable for
property owners. Approximately one-third of the land use in Skokie is devoted to singie-family housing
units, and the creation of new smaiier housing units supports utilizing this land for new housing in a
landlocked community.
in August 2024, the Board approved a revised Housing chapter of Skokie s Comprehensive Plan. The
updated chapter says "there is a growing interest for other housing options [besides singie-family homes],
such as townhomes, multi-famiiy homes, and even ADUs, that offer other attainabie housing options to
meet the needs of current and future Skokie residents." As part of a larger goal to promote housing type
f!exibility, the chapter says that "reviewing and making changes to the Zoning and Building code allows
the opportunity for a mix of housing types, Eike ADUs/'
fn light of these developments, I encourage the Board to review the Chicago Metropolitan Agency for
Planning (CMAP) resources for communities considering ADUs, and i ask for the Board s support in moving
forward with permitting and regulating ADUs in Skokie.

PLAN COMMISSION RECOMMENDATION AND ANALYSIS
At its December 19, 2024 meeting, the Plan Commission recommended that the request
of 7900 N. Caldwell, LLC on behalf of Pure Fleet, LLC for a special use permit for an
automotive repair facility (the zoning definition for vehicle wrapping) at 7802 Frontage
Road be APPROVED by a vote of 6 ayes and 0 nays, with 3 Commissioners absent.
Pure Fleet, LLC provides car wrapping, which is a process of applying a vinyl covering to
the exterior of vehicles. The process is wholly completed in the interior of the building.
The use requires 11 parking spaces which are accommodated on-site. No interior build-
out is necessary at the unit; it is move-in ready.
The Plan Commission concurred with Staff’s recommendation based upon the Proposed
Positive Findings of Fact and subject to the recommended special use conditions.
One Commissioner asked if the business owner operates another location, and the
petitioner responded that he does have a location on Elston Avenue in Chicago.
INTERESTED PARTIES
Legal notice was properly posted, advertised, and delivered to all property owners in
the area of the subject site as prescribed by the Zoning Chapter. No interested parties
spoke regarding this case.

Mike Voitik, Planning Coordinator, requested the staff report be accepted as
presented and recommends approval. The use will not impact adjacent
properties or the shared parking facilities as customers will be required to
schedule appointments ahead of time for services and completed vehicles will
remain inside the garage until customers retrieve them.
The site and floor plans were displayed showing the 126 parking spaces that
wrap around the building. Existing tenants require 97 spaces while this use will
require 11 spaces more. There is an excess of 18 parking spaces at this site.
As Mike reviewed the staff recommended conditions, it was noted that condition
#2 should be removed per the Fire Dept. as no building permit will be necessary.
The Fire Dept. will do a walk-through with the property owner to determine if a
sprinkler system is required.
Commissioner Scott Berman inquired if there were any complaints from other
tenants or from neighbors.
Anne Junia, attorney representing Pure Fleet and Bob Jovanovic, business
owner added more background information. They featured a short PowerPoint
presentation explaining the vinyl covering that is used on vehicles instead of
paint. It most closely relates to putting a sticker or decal on a car.
This use is a cross-over between car graphics and car detailing. Therefore, it
belongs in the M1 zoning district but no auto repair work will be done. The
previous tenant of this space, SIGNificant Graphics, put forward similar services;
indoor & outdoor signs and vehicle wrapping. A lease for this space was signed
back in August and Mr. Jovanovic is ready to open his doors for business. No
changes are needed to the warehouse space.
The chairman asked if he currently operates at another location. Mr. Jovanovic
stated that he is working on Elston Avenue.
(IV) RECOMMENDATIONS AND VOTING
A motion was made to approve as presented with Condition #2 removed, for a
special use permit for a car customization service facility at 7802 Frontage Road
in the M1 Office Assembly Industry district.

The subject site is approximately 1 block to the south of the Pace 226 Oakton
Street bus route. The Pace 225 Central-Howard bus runs approximately 2 blocks
to the south along Howard Street.
The site is within walking distance of residential neighborhoods, industrial
properties, and a school.
Petitioner’s Submittal
The petitioner is requesting a special use permit for an automotive repair facility at
7802 Frontage Road in an M1 Office Assembly Industry zoning district, and any relief
that may be discovered during the review of this case.
With regards to the proposal, the petitioner explains that:
For reasons set forth below, our proposed operations fit within the existing
character of the M1 Zoning District and will have no impact on public health,
safety, morals and/or the general welfare of the Skokie Community.
All customization processes will occur within the designated and enclosed garage
space because it is essential that we maintain a completely controlled
environment, as these services require a dry, wind-free, well-illuminated location.
The process for vehicle wrapping includes application of vinyl to change the car’s
color or design or to apply graphics for professional branding. The installation of
professional window tinting reduces glare for drivers and blocks UV rays. The
application of Paint Protection Film (PPF) uses a clear, self-healing film to protect
the vehicle’s paint from scratches, chips, and environmental damage. We will
utilize industry-standard products, primarily non-hazardous and non-toxic
adhesives to ensure compliance with all regulations. Our operational processes
and methods will have no adverse impact on the community.
Our proposed business operations will not create any excess noise or traffic.
Specifically, our leased premises can only accommodate a few vehicles at any
given time, and we will require advanced notice via scheduled appointments to
control the flow of business and ensure all operations are contained within our

leased premises. In addition, finished vehicles will be stored inside the garage
until customers retrieve them, further ensuring that there will be no potential for
any disturbance or negative impact on the surrounding properties and the
community at large.
Staff Analysis and Recommendations
Staff recommends that the petitioner’s request for a special use permit for an
automotive repair facility at 7802 Frontage Road in an M1 Office Assembly Industry
zoning district be APPROVED, subject to the recommended conditions and attached
Proposed Positive Findings of Fact.
The site contains 126 parking spaces. Existing tenants require 97 parking spaces. The
proposed tenant/petitioner requires 11 spaces. In total this is 108 spaces. This will
result in an excess of 18 parking spaces at the subject site.
Staff notes that the existing building has a partial fire suppression system. Prior to the
issuance of a building permit, all existing fire walls and fire barriers will need to be
evaluated to determine if the area of the proposed use would be included within an
area of the building where the resultant total size exceeded 5,000 square feet of
unprotected space. The installation of a fire suppression system will be required
throughout the building area encompassing the new tenant space if that total size is
exceeded.
Illinois Accessibility Code-compliant signage will need to be installed at both of the
existing accessible parking spaces at the subject site prior to the issuance of an
occupancy permit.

No modifications are being made to the building or signage at the subject site that
