MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village
of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street
at 7:30 p.m. on Monday, April 20, 2026

Call meeting to order and roll call
The meeting was called to order by Mayor Tennes.
Roll Call: Trustees Pure Slovin, Schechter, Kimani Levy, Robinson, Iverson, Lissa Levy
and Mayor Tennes.
Before proceeding with other business, Mayor Tennes read a statement addressing
recent troubling incidents in the community. Mayor Tennes condemned recent
incidents in local parks involving anti-Semitic language reaffirming the Village’s
commitment to ensuring all residents feel safe and respected. Mayor Tennes
directed Skokie schools to begin tracking hate crime data and contributing to a
shared community database, and encouraged increased education, upstander
behavior, and strengthened community partnerships. Mayor Tennes also invited
residents to attend a community gathering at Central Park at 5 PM to support the
Jewish community and reaffirm shared values. Trustee Pure Slovin thanked the
Mayor, police, and staff for their response, highlighted the broader impact of rising
anti-Semitism, and urged residents to engage in outreach, dialogue, and support
for affected families. Trustee Schechter shared the importance of maintaining an
inclusive community where individuals can express their identity without fear.

Debbie Cohen, spoke about stronger community response to antisemitism, clearer
terminology regarding incidents, and suggested visible education and kindness-
focused community initiatives.
Edie Frymark, asked for transparent, consistent public reporting and tracking of
antisemitic incidents.
David Dalka, spoke about service equity in Northwest Skokie and referenced
potential consideration of annexation.
Lauren Grodnicki spoke about Gas-Powered Leaf Blowers and recommended
phased restrictions.
Kimberly Polka thanked the Village for improved communication on recent
incidents and supported increased transparency and awareness of community
safety issues.
Presentations and Reports
Report of the Village Manager
Village Manager John Lockerby noted the Human Relations Commission is actively
engaged, with subcommittees meeting later in the week, and continues to partner
with the Police Department and share annual hate crime and incident data.
Creation of a Housing Fund and the Skokie Community Land Trust.
Manager Lockerby reported that staff presented a draft ordinance to establish a
Community Land Trust and Housing Fund under Chapter 58, supporting long-term
affordable homeownership and a dedicated funding source for housing activities.
Manager Lockerby recommended approval, noting the item would return May 4th
for second reading and final action if approved. Trustee Schechter thanked staff
and advocates, noting the multi-year process and value of added tools to support
affordable housing. Trustee Robinson recognized the extended development effort
and supported the outcome as thoughtful and meaningful.

Trustee Iverson spoke about the importance of affordability. Kimberly Polka
supported the proposal and suggested consideration of a standalone housing
commission. Lauren Grodnicki thanked the board and noted. Emi Yamauchi
appreciated the process and spoke about diversified funding sources and initial
seed funding.
Village Flag – Recommended Design
Patrick Deignan, Director of Marketing and Engagement, presented the Village flag
design initiative following adoption of a new corporate seal in March 2025. He
outlined the public design process led by a seven-member panel, including local
artists, residents, and staff, and nearly 80 submissions reviewed using established
flag design principles. After refinement and public input (nearly 800 survey
responses), the recommended design was the “Skokie Spirit Flag” by Buddy Bohr,
featuring a flame-inspired motif symbolizing warmth, heritage, and inclusivity,
drawing inspiration from the village seal and local art history.
Buddy Bohr was present and noted the design was simplified through feedback.
Trustee Schechter asked about flag display locations and design standards. Director
or Marketing Deignan confirmed it is displayed at multiple Village sites and that
omitting “Skokie” aligns with best practices. Trustee Iverson liked the design as
reflective of Village values, and Trustee Schechter liked the movement and
symbolism.
Kimberly Polka spoke about municipal flags like Chicago's don't include the city
name.
Motion to approve to authorize Corporation Counsel to draft the ordinance to
adopt a new Village of Skokie Flag.

a. Village Board Review of a Decision and Recommendation of the Skokie
Ethics Commission – Case 25-01: James Johnson, Respondent
Corporation Counsel Elrod explained the Skokie Ethics Commission reviewed a
complaint alleging James Johnson, former Village Trustee, violated prohibited
political activity provisions of the Ethics Code. He noted the Commission provided
notice and opportunity to be heard, and issued findings concluding three violations
and recommending a $1 penalty per violation. Corporation Counsel Elrod stated the
Board’s role is limited to accepting, rejecting, or modifying the recommended
penalty; it may not relitigate the case, and the final decision is subject to
administrative review in circuit court.
Trustee Pure Slovin asked about administrative review, and Corporation Counsel
Elrod explained it is record-based court review without new testimony. Trustee
Lissa Levy noted that James Johnson uses they/them pronouns. Trustee Schechter
asked about procedure, and Corporation Counsel Elrod advised motions must
reflect one of the three options with a simple vote. Trustee Pure Slovin confirmed
that rejecting the recommendation would pertain only to the penalty, not the
Commission’s findings, which Elrod confirmed.
Kimberly Polka spoke in support of James Johnson, described prior advocacy work,
and stated opposition to the Ethics Commission’s recommendation.
Lauren Grodnicki supported prior reform efforts, questioned the Ethics
Commission process, and opposed the recommendation.
Emi Yamauchi supported rejection of the recommendation and raised concerns
about the Ethics Commission’s structure and process.
Trustee Iverson said he would reject the recommended fine.
Motion to reject the recommendation and issue no fine.

Avenue.
Community Development Director Nyden presented a request for a special use
permit for a full-service automotive repair facility at 7309 Monticello Avenue,
including related parking relief to allow five spaces instead of seven.
Motion to approve the request from Tayyab Shaik for a special use permit for an
automotive repair facility in the M3 Industrial zoning district be approved subject to
all conditions.

Plan Commission Case 2026-04P – Zoning Chapter Amendment: Text Amendments.
Motion to amend Sections 118-32, 118-59, and 118-253 and Appendix A of the
Village Code to add a definition for adaptive reuse, to adjust allowable front yard
obstructions to include roofed front porches, to allow for vertical expansion of non-
conforming housing structures within the existing footprint and to update the
building height definition were recommended.
Community Development Director Nyden presented zoning amendments
supporting housing and building improvements, including adaptive reuse, revised
building height definitions, additions to nonconforming single-family homes
without ZBA relief, permitted yard obstructions, and use table updates
Trustee Lissa Levy asked about applicability to garages. Director Nyden clarified it
applies only to single-family homes, with ADUs addressed separately. Lauren
Grodnicki asked questions on building height and shading impacts. Director Nyden
provided clarifications and noted shade impacts are not regulated in zoning.

Shore Community Services Day – April 18, 2026
Trustee Lissa Levy read the proclamation recognizing Shore Community Services
Day and its 75th anniversary, highlighting the organization’s longstanding service to
individuals with developmental disabilities. Mayor Tennes also acknowledged Erin
Ryan, Executive Director of Shore and a member of the Commission on Family
Services, for her contributions.
Earth Day – April 22, 2026
Mayor Tennes read the Earth Day proclamation, recognizing April 22 and the 2026
theme, ‘Our Power, Our Planet,’ promoting environmental protection and
sustainability. Mayor Tennes then highlighted the Village of Skokie’s ongoing
sustainability efforts, recognized Mayor Van Dusen (former Skokie and chair of the
Solid Waste Agency of Northern Cook County), and noted staff and resident
involvement in implementing the Village’s sustainability plan.

Motion to adopt a Resolution execution of an Intergovernmental Agreement with
Cook County for Oakton Street improvements.

Village Manager John Lockerby presented the Cook County Oakton Street
improvement project and recommended approval of an intergovernmental
agreement (IGA) designating Cook County as lead agency, with the Village’s cost
share not to exceed $150,000.
Trustee Lissa Levy and Mayor Tennes asked about project timing, maintenance
coordination, and pedestrian safety near Elizabeth Meyer School. Public Works
Director Patrick Hastings and Manager Lockerby responded that the project will
include RRFB crossings, pedestrian refuge islands, and a lane reduction to one lane
in each direction with a center turn lane.
Lauren Grodnicki commented on traffic safety, lane configuration, and construction
concerns. David Dalka opposed the project and spoke about traffic and business
impact concerns. Mayor Tennes clarified the project is a Cook County-led initiative.

b. Cook County Resurfacing of Oakton Street and Water Main Replacement.
Village Manager Lockerby requested authorization for a change order with Joel
Kennedy Construction Corporation to complete water main replacement on Oakton
Street ahead of Cook County’s resurfacing project. The work will shift remaining
funds from the 2025 water/sewer rehabilitation contract and be supplemented with
water fund reserves.
Mayor Tennes and Trustee Iverson supported the timing of the infrastructure
upgrade, with staff noting the project was accelerated due to increased main
breaks and coordination with the County roadway work.

A. Creation of a Housing Fund and the Skokie Community Land Trust.
At the February 17, 2026 Committee of the Whole meeting with the Village Board,
Corporation Counsel and staff shared information regarding the draft ordinance to
enable the Village to establish a Community Land Trust (CLT) and create a Housing
Fund. The CLT is a mechanism that promotes long-term affordable home ownership
by allowing land to be held in a trust. The Housing Fund establishes a dedicated
fund in the Village to receive funds in support of housing activities, provides
parameters for how the funds will be used, and will be part of the Village’s budget
going forward.
It is staff’s recommendation to adopt the updates to Chapter 58 of the Village Code
to 1) enable a Community Land Trust (CLT) and 2) create a Housing Fund from
which eligible activities can be funded. I concur with staff’s recommendation and
respectfully request Board approval of the ordinance amending Chapter 58 of the
Skokie Village Code. If approved this item will return on the May 4, 2026 Board
Agenda for second reading and approval.
B. Village Flag – Recommended Design.
In March 2025, The Village of Skokie adopted a new corporate seal following a
comprehensive public engagement and design process. Following the codification
of a new Village seal, Village staff began a phased process of updating materials
featuring the previous Village seal. In May 2025, the Village launched an initiative to
design a new Village flag, inviting residents of all ages to share their creative
designs. Members of the Village’s Flag Panel, compromised of volunteer local artists
and graphic designers along with Village staff, identified seven designs from 79 total
submissions. Based on feedback and subsequent discussion, both the public and a
majority of the panel favored the Skokie Spirit design, by Buddy Boor. I concur with
staff’s recommendation and respectfully request Board approval to authorize
Corporation Counsel to draft the appropriate ordinance.

* C. Excess Liability Coverage for Fiscal Year 2027 – Gallagher –
METIS/Genesis/Arch Companies.
The Village of Skokie’s excess commercial liability coverage policy expired on May
1, 2026. The excess liability commercial marketplace remains the most volatile of all
segments within the public entity insurance market, with many carriers reducing
capacity or exiting the market altogether. Staff recommendation is acceptance of
Gallagher - METIS/Genesis/Arch quotation of $13 million excess combined
coverage of the Village’s $2 million retention at a premium of $660,585. Current
market conditions are challenging, but the Village’s self-insured program as
structured has demonstrated for decades to be the most cost-effective approach in
managing Village liability. It is recommended that the Village Board approve and
accept the proposal submitted by Gallagher – METIS/Genesis/Arch quote in the
amount of $660,585 and authorize the Village Manager to enter into a contract for
said services. I concur with staff’s recommendation and respectfully request Board
approval.

Creation of a Housing Fund and the Skokie Community Land Trust
Recommendation
Staff recommends the adoption of updates to the Village Code to 1) enable a Community Land
Trust (CLT) and 2) create a Housing Fund from which eligible activities can be funded. The
attached draft code changes highlight these updates and changes to Chapter 58 of the Village
Code.
Update
At the February 17, 2026 Committee of the Whole meeting with the Village Board, Corporation
Counsel and staff shared information regarding the draft ordinance to enable a CLT and creation
of a Housing Fund. The Village Board discussed the proposed ordinance with staff and
Corporation Counsel and answered questions surrounding definitions, potential funding sources,
and next steps.
Implementation
Following adoption of enabling language, the following steps and processes will take place:
Accumulate Funds in the Housing Fund. Sources for funding the acquisition and likely
rehabilitation of housing units in the CLT could include payments-in-lieu of providing affordable
housing units through new development, private donations, secured grant funding, and other
sources.
Identify Not-for-Profit CLT Management Partner. The Village would seek to engage a CLT
management partner with experience operating a Community Land Trust program. Upon
engaging a management partner, all program administration responsibilities are to be handled by
the outside organization and are not the responsibility of the Village. The private non-profit
organization would own the land on behalf of the Village. The partner would participate in the
acquisition of homes, provide oversight of rehabilitation of the homes, and then work with
qualified individuals to purchase the home through the CLT. The Village is not responsible for
the transactions associated with individual homebuyers and sellers.
The non-profit management partner would serve as the Community Land Trust operator and
would facilitate the CLT governance and oversight. Community Land Trusts typically have a

board made up of representatives, including people using the land trust program, community
members, and other technical experts such as funders or stakeholders. Skokie would have
representation accordingly.
Purchase and Rehabilitation of Property. With funding in place, property can be acquired
within the Village for the CLT inventory in coordination with the not-for-profit Management
Partner.
Identifying Residents Eligible for CLT Participation. Applicants for a CLT home purchase
will need to meet preliminary qualifications established through the CLT Management Partner
and the Village, including financial approval for the affordable housing program and to be placed
on the waiting list for available properties. Criteria can include gross household income limits,
housing and debt to income ratios, asset limits, cash for down payment, mortgage eligibility, and
savings reserves.
Property Sale and Management. During the homeowner’s tenure owning the home, the
underlying land remains owned by the CLT. When the homeowner moves, the home is sold at a
restricted price so the home stays affordable for the next buyer.

1 WHEREAS, the Village of Skokie (“Village”) as a home rule unit of local government, as
2 provided by Article VII Section 6 of the Illinois Constitution of 1970, has the authority to exercise any
3 power and perform any function pertaining to its government and affairs except as limited by Article
4 VII, Section 6 of the Illinois Constitution of 1970; and
5 WHEREAS, on May 6, 2024 the Mayor and Board of Trustees adopted Village Ordinance
6 24-5-C-4648 amending Chapter 58 of the Skokie Village Code by adopting Article III, which outlines
7 regulations concerning Affordable Housing, thereby emphasizing the essential interrelationship
8 between human relations and affordable housing; and

10 WHEREAS, there is a continuing need to provide renovated and updated affordable
11 housing to ensure that those who obtain affordable housing from older developments in the
12 Village live in property that is safe and habitable and provides dignity for its occupants; and
13 WHEREAS, a Community Land Trust creates long-term affordability by separating
14 ownership of land from ownership of improvements, to preserve affordability through continuous
15 ownership cycles, and prevent the displacement of low- and moderate-income residents from
16 our community due to increasing costs of land; and
17
18 WHEREAS, there is also the need and interest in the Village to encourage and attract new
19 affordable housing development because housing in our community strengthens the economic
20 vitality of the Village; and
21
22 WHEREAS, a Community Land Trust creates a pathway to homeownership and stable
23 housing, and that intentional, inclusive affordable housing strategies foster an equitable,
24 diverse, and inclusive community; and
25
26 WHEREAS, the Village recognizes that providing affordable housing in our community,
27 both new and restored, increases housing opportunities to maintain a diverse population,
28 including but not limited to: family friendly housing, multi-generational housing, senior housing
29 and accessibility; and
30
31 WHEREAS, Chapter 58, Article III, Section 58-50 was reserved for future use for direction
32 regarding a Housing Fund and the creation of a Community Land Trust.

34 WHEREAS, Village staff worked with Corporation Counsel to prepare amendments to the

8 Chapter 58 - HUMAN RELATIONS
9 Article III. – Affordable Housing
10 Sec. 58-39. Intent and purpose.
11 This Article shall promote the public health, safety and welfare of existing and future residents
12 of the Village by 1) requiring certain residential developments or mixed-use developments which
13 contain a residential component to incorporate a specified percentage of dwelling units to
14 qualifying as Affordable Housing, and 2) through housing acquired and administered by a
15 Community Land Trust.
16 Sec. 58-40. Definitions.

18 Affordable Housing Safe, sanitary, and appropriate housing that low- and
19 moderate-income households can own or rent without having to devote more than
20 approximately 30 percent of their gross income for monthly Housing Expenses.
21 Housing that is affordable for targeted households identified in this Article. "Affordable
22 Housing" is divided into tiers based on availability to households at distinct income levels.
23 Affordable Housing Compliance Plan. A plan submitted by a Developer or owner of a
24 Governed Development describing how a development shall comply with the requirements
25 of this Article.
26 Affordable Housing Fund. A fund to be established by the Village.
27 Affordable Housing Unit. A residential dwelling unit that meets the criteria for affordable

29 Affordable Owner-Occupied Units. Affordable housing units marketed and offered for
30 sale to eligible households subject to an affordable unit covenant.
31 Affordable Rental Units. Affordable housing units marketed and offered for rent to
32 eligible households subject to standard lease terms.
33 Area Median Income (AMI). The median income level for the Chicago-Naperville-Elgin,
34 IL-IN-WI Metropolitan Statistical Area, as established and defined in the annual schedule
35 published by the Secretary of Housing and Urban Development, and adjusted for household
36 size.
37 Certificate of Qualification. A certificate establishing a qualified household's eligibility to
38 purchase or lease an affordable dwelling unit based on income eligibility using income and
39 asset limits, in accordance with the Village's policies and procedures.

1 Community Land Trust. A legal entity created by the Village and authorized by
2 the Village Board of Trustees to acquire, hold, and convey title to real property for the
3 purpose of preserving and increasing the amount of housing available in the Village
4 to low- and moderate-income households.
5 Consumer Price Index (CPI). Consumer price index for the Chicago-Naperville-Elgin
6 area as published annually by the U.S. Department of Labor, Bureau of Labor Statistics.
7 Developer. A private party responsible for obtaining approvals and entitlements from
8 the Village, including zoning, subdivision, and building permit approvals, for a Governed
9 Development.
10 Eligible Household. For purposes of this Article, a household with an annual income
11 less than 60% to qualify as low-income, and 80% to qualify as moderate income,
12 respectively, of the Area Median Income (AMI).
13 Eligible Activities. The housing activities set forth in this Article for which the
14 Housing Fund may provide financial support.
15 Governed Development. Any residential or mixed-use development with a residential
16 component that is required to provide affordable housing units under provisions of this
17 Article. Projects at one location undertaken in phases, stages or otherwise developed in
18 distinct parts shall be considered a single Governed Development.
19 Housing Expenses.
20 a) For Affordable Rental Units - rent and utilities; and
21 b) For Affordable Owner-Occupied Units - principal and interest of any mortgages
22 placed on the unit, property taxes, condominium or homeowner's association fees,
23 if applicable, and homeowner’s insurance.
24 Housing Fund. The Housing Fund established by this Article for the purpose of
25 providing financial resources to preserve and increase the amount of housing
26 available in the Village to low- and moderate-income households.
27 Maximum Resale Price. The maximum price, at which an owner-occupied affordable
28 unit may be sold to another eligible household, based on a valuation formula incorporating
29 appraisal data, a maximum appreciation factor, and allowances for capital improvements, all
30 as set forth in a schedule to be published by the Village on an annual basis.
31 Market Rate Housing Units. All owner occupied or rental dwelling units in a Governed
32 Development that are not classified as affordable housing units.
33 Nursing Facilities. This means either a Skilled nursing facility or an Assisted-living
34 facility as defined in Section 118-32 of the Code.

39 1. Creation and Administration. There is hereby established a Housing Fund,
40 to be held as a separate fund within the Village, for the purpose of advancing

4 2. Purpose. The purposes of the Housing Fund are to (a) provide financial
5 resources to address the affordable housing needs of individuals and
6 families of low-to-middle income who live or work in the village by
7 promoting, preserving, and producing long-term affordable housing; (b)
8 provide housing-related services to eligible households, and (c) provide
9 support for not-for-profit organizations that actively address the affordable
10 housing needs of eligible households. The Housing Fund will provide
11 financial support for a wide variety of eligible activities that serve eligible
12 households.

14 3. Allocation. The allocation and distribution of monies in the Housing Funds
15 shall be made at the direction of the Mayor and the Board of Trustees
16 through the Village’s Annual Budget approval process.
17 B. Sources of revenue. The Housing Fund shall be funded from multiple sources
18 including, but not limited to:

20 1. Private cash donations from individuals and corporations designated for the
21 Housing Fund;

23 2. Payments-in-lieu of providing affordable housing units, as referenced in
24 Article;

26 3. Budget appropriations, development fees and other funds as designated
27 from time to time by the Mayor and Board of Trustees;

29 4. Matching funds from federal or state affordable housing grant;

31 5. Principal and interest paid to the Village in the form of Housing Fund loan
32 repayments and all other income from Housing Fund activities, including
33 investment of Housing Fund monies in accordance with Village investment
34 policies.

36 6. Any other monies identified or designated to support the Housing Fund by
37 the Board of Trustees.
38 C. Funding eligibility.
39 1.Types of eligible activities. The following housing-related activities are the
40 types of activities that may receive Housing Fund resources:

SUBJECT: Village Flag - Recommended Design
Background
In March 2025, the Village of Skokie adopted a new corporate seal following a comprehensive
public engagement and design process. Skokie’s previous seal had been in use since the 1940s
and featured Native imagery, which was determined to not be historically accurate or
representative of Native community members. The process to design a new seal was initiated by
the Village’s Human Relations Commission and guided by the Village Seal Committee.
Following the codification of a new Village seal, Village staff began a phased process of
updating materials featuring the previous Village seal. One such prominent item is the Village of
Skokie flag. As a highly visible symbol of Skokie, updating the Village flag was a priority.
In May 2025, the Village launched an initiative to design a new Village flag.
Village Flag Panel
The Village’s Communications and Engagement Division assembled a volunteer panel of local
artists and graphic designers, as well as Village staff, to assist in selecting and refining a new
Village of Skokie flag design. Panel members include:

Design Solicitation
The Village launched a public flag design initiative in May 2025, inviting residents of all ages to
share their creative designs. The deadline to submit designs was September 30, 2025,
accommodating participation by Skokie schools.
Village staff conducted extensive outreach to encourage public participation and awareness of
the initiative, including:
• In-person engagement, including a design-your-own-flag activity at the Festival of
Cultures; a “Color the Future” youth flag design activity in partnership with the Fine
Arts Commission at Meetup on Main Street; and a Design Your Own Skokie Flag

event in partnership with Skokie Public Library and the North American
Vexillological Association (NAVA)
• Direct outreach to Skokie art educators to encourage student participation
• Promotion through the Village’s digital communications channels, including the
website, The Scoop electronic newsletter and social media
• Promotion in the summer 2025 edition of the NewSkokie print newsletter distributed
to all households
Design Selection
Members of the Village’s Flag Panel met five times between November 6, 2025 and March 9,
2026 to support the design selection process.
The Village received 79 designs during the submission window. The Flag Panel reviewed these
submissions, considering flag design principles outlined in “Good” Flag, “Bad” Flag, compiled
by Ted Kaye of NAVA.
• Keep It Simple. The flag should be so simple that a child can draw it from memory.
• Use Meaningful Symbolism. The flag's images, colors, or patterns should relate to what
it symbolizes.
• Use 2 or 3 Basic Colors. Limit the number of colors on the flag to three which contrast
well and come from the standard color set.
• No Lettering or Seals. Never use writing of any kind or an organization's seal.
• Be Distinctive or Be Related. Avoid duplicating other flags, but use similarities to show
connections.
Out of 79 designs, the Flag Panel identified seven preferred designs and shared them with
NAVA for input. After receiving expert input, Village staff reached out to flag artists to share
feedback, provide guidance on refinements, and offer design support. Flag designers were
provided an opportunity to share up to three updated versions of their respective flag for
consideration.
The Flag Panel reviewed artists’ refined design submissions and selected three finalist designs to
share with the public for input. Finalists included a design titled Skokie Spirit by Buddy Boor,
another design titled Skokie Spirit by Richa Cordero, and a design titled Prairie Flame by
Jasmine Dela Luna and Jeff Meyer. The Village shared these designs with the community on
February 10, 2026 and solicited public input through a survey available through March 8, 2026.
The survey received 789 responses.
The Flag Panel reviewed survey responses. Based on this feedback and subsequent discussion,
both the public and a majority of the panel favored the Skokie Spirit design, by Buddy Boor.
Based on public input received, Flag Panel members worked with the artist to make a minor
refinement to the position of the flame element featured in the flag, and identified color
specifications for flag production purposes.

Proposed Design and Description
Based on extensive community input, expert consultation, and alignment with established flag
design principles, staff recommends adoption of the Skokie Spirit flag design by Buddy Boor as
the official Village of Skokie flag. This design reflects Skokie’s history, values and identity in a
simple, distinctive and meaningful way.
The proposed Village of Skokie flag features an orange and yellow flame set against a green
field.
The flame draws inspiration from Joe Folise's 1978 Skokie Spirit stained glass at Village Hall
and the Village’s corporate seal. It honors the region’s earliest inhabitants, including the
Potawatomi, known as "Keepers of the Fire," whose word for "marsh" gives Skokie its name.
The flame serves as a beacon for all people, regardless of color, creed, culture or background,
reflecting Skokie’s longstanding commitment to welcoming everyone and symbolizing the
community’s strength found in unity.
The colors reinforce these ideals: Yellow and orange reflect Skokie’s warmth, camaraderie and
energy, while green represents the land’s heritage of marsh, forest, prairie and parkland.
Update to Village Code
An update to the Village code will be necessary to reflect the description of the new flag.
About the Artist
Buddy Boor is a graphic designer and front-end developer based in Skokie, where he lives with
his wife and daughter. He is one half of Other Things, a small design studio specializing in
branding and interactive work. Buddy holds a BFA in Graphic Design and a BA in Advertising
from Michigan State University, and is an enthusiast of flags, pinball and architecture.

Village Board Agenda – April 20, 2026
The Village of Skokie’s excess commercial liability coverage expires May 1, 2026. Last year, the Village
secured commercial coverage from METIS / Genesis / Arch companies for $13 million excess coverage;
this is above the Village’s own $2 million retention for a combined total of $15 million in liability coverage.
The excess liability commercial marketplace remains the most volatile of all segments within the public
entity insurance market, with many carriers reducing capacity or exiting the market altogether. There are
many market stress factors including tort reform and tort caps, financial market uncertainties, societal
trends including gun violence, demonstrations and protests against governments, social inflation including
trends toward increased litigation and polarization in social media and news reporting, and jury awards
which are drastically increasing especially in Cook County. As such, many public entities with large limits
are having difficulties maintaining coverage limits within budgetary constraints, some without any
reasonable alternatives.
While options are limited with current market conditions, the Village through broker Gallagher – Public
Sector, approached multiple insurance carriers to solicit renewal quotes for FiFY 2027. A number of
carriers were approached and indicated noncompetitive premiums, law enforcement was excluded or
written on a monoline format or declined to quote given Skokie being in Cook County.
Options are limited given current market conditions, however, the quotes received from the incumbent
carriers were favorable. Gallagher secured quotes to maintain $15 million in total coverage for the Village.
This includes maintaining the Village’s $2 million self-insured retention, followed by $5 million excess
coverage with METIS for the first layer; $5 million excess coverage with Genesis for the second layer; and
the final $3 million excess coverage with Arch. These were the Villages same carriers at the same layers
as in FY26. In total, Skokie maintains liability coverage of $13 million excess of the Village’s $2 million self-
insured retention at a premium of $660,585 or an increase of 1.38% from FY 2026.
In FY26, the Village maintained $15 million in terrorism liability coverage at an annual premium of $6,101.
For FY27, the renewal premium for this same level of coverage has decreased to $5,177. As part of staff’s
due diligence, an option was evaluated to increase the coverage limit to $30 million in recognition that,
while terrorism-related incidents are highly unlikely, the potential severity of such events could exceed
existing limits. The additional $15 million in coverage is available for an incremental cost of $5,177. Given
the relatively low cost to significantly enhance protection against a catastrophic and unpredictable risk, staff
recommends increasing the terrorism liability coverage to $30 million.

The Village will continue to explore alternative approaches for risk transfer. Current market conditions are
challenging, but the Village’s self-insured program as structured has demonstrated for decades to be the
most cost-effective approach in managing Village liability. The Village will continue to complete due-
diligence review that the current structure is still the most cost-effective option moving forward.
Recommendation – I recommend acceptance of the Gallagher (METIS / Genesis / Arch) quote for $13
million excess combined coverage above the Village’s $2 million retention at an annual premium of
$660,585. I further recommend approval of the Terrorism Liability Policy increasing coverage to $30 million
at an annual premium of $10,354. Coverage will be effective for FY 2027, a 12-month period beginning
May 1, 2026. Funding for these premiums is included in the FY27 Self Insurance Budget. Village Manager
and Village Board approval is respectfully requested.

Ethics Commission - - Case 25-01; James Johnson, Respondent
On February11, 2026, the Skokie Officers Ethics Commission issued its Findings of Fact,
Decision, and Recommendation in Case No. 25-01 entitled In the Matter of Skokie
Residents 1-8 vs. James Johnson, Respondent.
The ethics complaint was initially filed with the Ethics Commission on February 20, 2025
(and subsequently amended) pursuant to the “Ethics Governance” section of the Village’s
Ethics Code (Section 2-386(h)), and the Ethics Commission conducted investigations and
hearings in accordance with that Section.
The Ethics Commission found that the Respondent had violated the Village’s Ethics Code
while the Respondent was serving as an Officer of the Village, and recommended a fine
in the amount of $1 for each of the three Ethics Code violations. Specifically, the
Commission decided as follows:
1. The evidence establishes that the Respondent violated Section 2-386 of
the Skokie Code on three separate occasions in that he campaigned for
the Office of Village Clerk while on compensated time as a Village Trustee
at the Village Board Meetings of May 6, 2024, June 3, 2024, and July 1,
2024. The evidence shows Respondent, during the three Village Board
meetings in question, used the Village's property, including the
microphone, audio-visual system and the Village YouTube account to
campaign for the Office of Village Clerk while being paid to serve as a
Trustee . The campaigning included the statements made by Johnson at
each of the meetings shown in Commission Exhibits A, B and C and
dissemination of the videos from the three Board meetings in his campaign
materials through the use of social media and email.
2. In accordance with Section 2-386 (h)(g)(4) the Commission recommends
that a fine of $1 for each of the three Ethics Code violations be levied
against James Johnson.
A complete copy of the written decision is attached. It sets forth the allegations, the facts
underlying the allegations, and the recommendations of the Commission.

In accordance with Section 2-386(h)(1)(f) of the Village Ethics Code, the Board of
Trustees has an adjudicatory role in the Ethics Governance process. It is charged with
reviewing the recommendations of the Ethics Commission and imposing any penalty or
discipline as it deems appropriate. However, while the Board of Trustees is not bound by
the recommendation of the Ethics Commission, it does not have the authority to re-litigate
or re-hear the underlying case. The decision of the Board of Trustees is final and is
subject to administrative review in the Circuit Court of Cook County.
The Board action can be by motion. It need not adopt an ordinance or resolution. The
motion can be to take one of the following three action options:
1. Accept the recommendation of the Ethics Commission and issue a fine of $1 for
each of the three Ethics Code violations found to exist by the Ethics Commission.
2. Reject the recommendation of the Ethics Commission and issue no fine.
3. Modify the recommendation of the Ethics Commission and issue a different fine,
penalty or discipline.

At the March 19, 2026, meeting of the Plan Commission, the request from Tayyab Shaik
for a special use permit for an automotive repair facility in the M3 Industrial zoning
district was recommended as APPROVED by a vote of 5 ayes, 0 nays, and 4 members
absent.
The request includes the following:
• The operation of a full-service automotive repair facility with two (2) work bays,
office space, storage areas, washrooms, and a total of five (5) off-street parking
spaces. The business intends to serve residents and small passenger vehicles,
operating with four (4) employees and keeping normal business hours.
• Relief from §118-218(b)(4) to provide five (5) off-street parking spaces instead
of the seven (7) required.
One Commissioner asked if oil changes would be performed and if so how would liquid
waste would be managed. The petitioner responded that the building has an existing
triple-catch basin and a third-party company will be contracted for the safe removal of
other automotive fluids.

Notwithstanding any use or development right that may be applicable or available
pursuant to the provisions of the Zoning Code, the approval granted pursuant to this
Ordinance is hereby expressly subject to, and contingent upon, the development, use,
and maintenance of the Subject Property in compliance with each and all of the
following conditions:
1. No Authorization of Work. The approvals granted pursuant to this Ordinance do
not authorize the development, construction, reconstruction, alteration,
demolition, or moving of any buildings or structures on the Subject Property, but
merely authorize the preparation, filing, and processing of applications for any

1. Vehicles stored outdoors and in need of repairs must be parked in a legal
parking space for the associated Automotive Repair facility. Such vehicles are
prohibited from being parked outdoors for more than 10 days.
2. No vehicles receiving service may be stored at any time within the “Vehicle
Prepping Area” as noted on the associated and approved Site and Floor Plan.
3. All repair work must be performed within a building at all times except

PLAN COMMISSION ANALYSIS
At the March 19, 2026, meeting of the Plan Commission, the request from the Village of
Skokie to amend Sections 118-32, 118-59, and 118-253 and Appendix A of the Village
Code to add a definition for adaptive reuse, to adjust allowable front yard obstructions
to include roofed front porches, to allow for vertical expansion of non-conforming
housing structures within the existing footprint, and to update the building height
definition were recommended as APPROVED by a vote of 5 ayes, 0 nays, and 4
members absent. As referenced in the Plan Commission report, this case is part of
continued efforts to advance the implementation goals of the Housing Chapter of the
Comprehensive Plan.
One Commissioner requested clarification related to additions that included cantilevered
expansion, and staff confirmed this type of horizontal expansion would require an
application for a variance at a Zoning Board of Appeals public hearing. The Plan
Commission concurred with staff’s recommendation to recommend the zoning chapter
amendments to the Board of Trustees.
LEGAL NOTICE AND PUBLIC COMMENT

Request The Village of Skokie is requesting amendments to Section 118 of
the Skokie Village Code to make changes to §118-32 General
Definitions, to §118-59 Permitted obstructions in required yards,
and to §118-253 Enlargements and modifications of the Zoning
Ordinance.
HOUSING SUB-COMMITTEE REVIEW AND RECOMMENDATION
One of the primary objectives of the Housing Sub-Committee of the Plan Commission is
to implement the Housing Chapter of the Comprehensive Plan and to evaluate the
Zoning Ordinance for flexibility, efficiency, and opportunities for streamlining relative to
housing gaps to better support existing and future housing stock in the Village. Through
multiple meetings during 2025, the sub-committee worked with staff to understand
data on common housing enhancement requests and projects that could not move
forward due to the current code. Detailed research and context was provided in a
memorandum dated January 9, 2026 provided in the January 12, 2026 Housing Sub-
Committee meeting packet. The addition of code language for adaptive reuse,
adjustment of allowable front yard obstructions to include roofed front porches, and
vertical expansion of non-conforming housing structures within the existing footprint
were recommended for advancement to the Plan Commission at the January 12, 2026
meeting.
STAFF RECOMMENDATION
Staff recommends that Sections 118-32, 118-59, and 118-253 of the Zoning Chapter of
the Village Code be amended as follows, with text to be deleted stricken through in red
and text to be added highlighted and bolded.
Sec. 118-32. – General definitions
Adaptive reuse means the conversion of an existing building from its originally
intended purpose to accommodate a new use, with primary features such as
building footprint, setbacks, overall façade, established off-street parking and
height remaining as established.

The building height definition is being updated to bring it into alignment with best
practice and practical application during permitting and construction inspections. Staff
performed a comparison of current definitions in surrounding communities
(Lincolnwood, Evanston, Morton Grove, Niles, Glenview, Wilmette), utilized
professional resources ( A Planner’s Dictionary, a publication of the American Planning
Association’s Planning Advisory Services, and Planning.org), and performed
interdepartmental vetting of the proposed changes. A definition of grade already
exists in the Zoning Ordinance definitions.
Building height means the vertical distance above grade the lesser of the crown of the
street or the top of the curb to the top of the roof. Building height does not include
the following structures when such structures have a floor area less than ⅓ of the
floor area of a typical floor: excluding steeples, church belfries, spires, chimneys,
smokestacks, cooling towers and elevator bulkheads, parapet walls and building
equipment penthouses only when such structures have a floor area less than ⅓ of the
floor area of a typical floor. When a building is on a lot that faces on more than 1 street,
the height shall be measured from the lesser of the average of the crowns of both streets
or the average of the middle points of the top of the curbs to the top of the roof.
Sec. 118-59. – Permitted obstructions in required yards
(c) Front yards.
(4) Open-air tTerraces or porches with that do not have permanent roofs
not more than 4’ above the average level of the abutting ground and not
projecting over 610’ into the required front yard.
Sec. 118-253. – Enlargements and modifications
(c) Additions. All additions to nonconforming structures and parking areas shall
conform to the requirements of this chapter, with the exception that a
nonconforming single-family detached dwelling may be expanded vertically
within the maximum allowable height so long as there is no horizontal
expansion of the structure beyond the existing building footprint. Additions to
structures housing nonconforming uses that increase the nonconforming use shall
not be made.
