Plan Commission Meeting Minutes Date: July11, 2013 A motion to approve the minutes of the June 20, 2013 meeting was made by Plan Commissioner Stasica and seconded by Commissioner Laxpati. All voted aye. Assistant Corporation Counsel, Henry Mueller was sitting in for Jim McCarthy. Case Description 2011-11P – Zoning Chapter Amendment: Article 1. In General and Article 11. Administration and Enforcement The Planning Division requests a comprehensive revision and reorganization of Article 1. In General and Article 11. Administration and Enforcement of the Chapter 118. Zoning of the Skokie Village Code and any other sections that might be affected by these changes. The subject matter may include, but not limited to, existing buildings, and uses, enforcement and interpretation of the chapter, the duties and procedures for the Plan Commission and Zoning Board of Appeals, and definitions. Discussion and Interested Parties Legal Notice was properly advertised as prescribed by the Zoning Chapter. Recommendation and Voting Staff asked for any comments regarding the Article VII. PLANNED DEVELOPMENTS (handout given out at the last meeting on June 20th). The staff report is approximately 60 pages so far and has not been finalized. The Legal Department is in the process of reviewing it. One commissioner questioned the basis for the deadline of 4 years to complete construction for a development. He thought it should be a shorter period and then extending the time line if it was needed. The Community Development director stated that currently there are no deadlines for completion and 4 years is just a recommendation. A planned development is a timelier endeavor. For example, Optima took at least 3 years to complete and the IS+TP was staged in phases. On a different note, another commissioner asked how long Optima can keep their sales banners on the building. The director answered that he will have it looked into as they are totally rented now. . A request was made by staff to continue this case to the next meeting, July 18, 2013 and possibly finishing it up on the August 1st meeting. A motion was made to continue the case to the July 18, 2013 meeting.
