Draft Plan Commission Meeting Minutes
Date: October 7, 2021
A motion was made by Commissioner Burman and seconded by Commissioner Franklin to
approve the minutes of the August 19, 2021 Plan Commission meeting.
Case Description:
2021-23P – Subdivision: 9801-9911 Woods Drive
North Shore Hospitality Partners, LLC, is requesting a 5-lot subdivision of 9801-9911 Woods
Drive and any relief that may be discovered during the review of this case.
PIN: 10-09-304-044-0000
Discussion and Interested Parties
Legal notice was advertised, posted, and delivered to all property owners within the area as
prescribed by the Zoning Chapter. Corporation Counsel determined that notice was proper and
correct.
Mark Rogers, attorney from Liston & Tsantillis, P.C. and Chris Patel of NextGen Hotels presented
the case. They are proposing to subdivide a single parcel into 5 separate lots. Currently the
taxes are all under single ownership and the subdivision would allow for ownership of individual
commercial multi-tenant buildings. There is an easement for access and shared surface parking.
There were no questions for the applicants from the commissioners.
Staff requested that the report be entered into the record as written. The existing zoning for
the area is OR. The request is supported by staff and meets the minimum code requirements
for a subdivision. It is a reorganization of the land.
A commissioner asked staff for an overview of the area. Existing uses are: Everest College, a
daycare center, a vacant building and a surface parking lot. South of the site is the Optima
development and Holocaust Museum; north of the site is the NorthShore HealthSystem medical
offices.
The audience was made up of Optima residents who voiced their objections to the Carvana
proposal. The chairman made an announcement stating that the only queries that could be
addressed were regarding the subdivision. Some of their concerns included lack of meeting
notice, current property boundaries and ownership, future redevelopment plans for the
property, a possible zoning change, traffic & environmental changes, and lack of transparency
and fairness to Skokie residents.
The chairman advised all that at the next Plan Commission meeting on October 21st, a site plan
approval request for a Carvana dealership will be discussed and they would have a better
opportunity to have their questions answered.
