SKOKIE PUBLIC SAFETY COMMISSION MEETING MINUTES WEDNESDAY, MARCH 18, 2026 PRESENT: Michael Anderson, Police Chief Jesse Barnes, Hal Bernstein, Carrie Bradean, Marcie Claus, Connell Collins, Oren DeKalo, John Domke, Fire DC Stephen Jagman, Avron Kahn, Trustee Kimani Levy, Fred Moore, Arnie Oskin, Director of Engineering Russ Rietveld, Vice Chair Dennis Rizo, Jeffrey Schvimer, Irwin Shiffman and Chair Melissa Villegas EXCUSED: Fire Chief Nicholas Eschner, Police DC Denise Franklin, Paul Kruszynski (Emeritus), Senior Engineer Samantha Maximilian, Police DC John Oakley, Deputy Chief Adam Pease, Paul Pitalis (Emeritus) and Howard Rosenburg ABSENT: Leslie Post-Weissinger and Bryant Smith CALL TO ORDER AND APPROVAL OF THE MINUTES Chair Villegas called the meeting to order at 7:01 p.m., and a quorum was established. A motion to approve the February minutes was made by Commissioner Anderson, seconded by Commissioner Claus, all were in favor and the motion passed. PUBLIC COMMENT None FIRE DEPARTMENT REPORT Deputy Chief Jagman presented the Fire Department’s February report. Q and A followed. POLICE DEPARTMENT REPORT Chief Barnes presented the Police Department’s February report. Five new cars have been placed in service. Nine people are in varying stages of training/onboarding. Three new hires starting training soon. Q and A followed. ENGINEERING REPORT Russ Rietveld presented the Engineering report and then gave a presentation on street and alley lighting within the Village. Q and A followed. UNFINISHED BUSINESS None NEW BUSINESS Commissioner Kahn shared a concern experienced the previous weekend outside a place of worship. A conversation regarding various privacy concerns followed. Chief Barnes spoke to existing case law surrounding these concerns. ADJOURNMENT At approximately 9:09 p.m. Commissioner Domke made a motion to adjourn, Commissioner Oskin seconded, all approved and the meeting was adjourned.
