Meeting Minutes
Call to order
A meeting of the Skolde Police Use of Force Review Board was held in person at the Skolde Police
Department on Monday, May 9th, 2022. The meeting started at 7:oopm. Chairman Evans called the
meeting to order and stated a quorum was established.
Attendees included Chief Brian Baker, Deputy Chief Jesse Barnes, Administrative Specialist Cindy
Pechter, Chairman Will Evans, Elizabeth Demes, Alecia Wartowsld, Judge Edward Bobrick, James
Boehm, Abel Figueroa, Dennis Rizo and Casey Diers. Trustee Alison Pure Slovin and James Specker
could not attend. Karen Sherman did not attend.
Presentations
There was not a formal presentation at this meeting.
Reports
Per a request from Chairman Evans, Chief Baker provided an additional document of use of force
incidents and data that showed them as a percentage of population groups in Skolde. This has been
added to the box account.
Unfinished Business
The discussion was started based on the nine 2021 redacted reports that were provided to the board
members for review. These reports are based on use of force complaints and injuries that had occurred.
There were many questions brought up and addressed by the Chief. There were explanations on how
reports are written, the use of the video systems in the vehicles, the timeframes of when reports are
taken and the dispatch process.
Reviewing statistics, types of additional training needed, mental health co-responder calls were all
topics that were brought up during the discussion.
Looking at the big picture and outcomes to determine the action after reviewing all the information.
Mr. Abel Pigueroa said he would create a format for future meetings to provide more structure.

Motion -Approval of minutes
There was a motion to approve the meeting minutes for both the open and closed sessions of the
Monday, April llth meetings by Chairman Evans and 2nd by board members. The open meeting minutes
have been posted to the VOS public website.
New Business
There were several requests that were made as follows:
• Why is gender visible but race redacted?
• Can we provide redaction with clarification on persons described such as subject i or subject 2.
• Is the race allowable and age?
• Can they see squad car video?
• Number of use of force related lawsuits filed settled or gone to court.
• Request for State traffic stop race data.
• Can they see something but limited scope of reports on rest of uses of force cases.

The meeting adjourned at 8:40pm.
