Skokie Police Use of Force Review Board

Skokie Police Use of Force Review Board Meeting Minutes Call to order A meeting for the Skokie Police Use of Force Review Board was held on Wednesday, October 8th, 2025. The meeting started at 7:05pm. Chair Dennis Rizo called the motion to start the meeting to order, second motions by Casey Diers and Michael Nelson, we took role call and a quorum was not established due to lack of majority of the members. Attendees at the meeting included Chair Dennis Rizo, Casey Diers, Michael Nelson, Trustee Kimani Levy and new member Harriet Jacobs, who was attending the CPA, stopped in to introduce herself at the beginning of the meeting and then left. Alecia Wartowski, Anthony Agee, Judge Edward Bobrick and Abel Figueroa did not attend the meeting. Also present was Chief Jesse Barnes and Administrative Specialist Cindy Pechter. Motion -Approval of minutes There was a motion to approve the meeting minutes from the November 12, 2024 meeting by Chair Rizo with a second motion by Casey Diers and Michael Nelson. The meeting minutes have been posted to the VOS public website. Presentations/Old Business There was no formal presentation at this meeting. The meeting started with introduction of all members and to the new member Harriet Jacobs. Chief Barnes discussed opportunities for the board members to participate in a department RBT (Reality Based Training) session and refresher training on Use of Force tools that the police department uses. He will determine a future meeting date for interested members and will set that up. Chair Rizo discussed the draft of the 2023 Use of Force Report that was sent out to the board members for review. He determined that there were some modifications to the verbiage to be discussed with the board members. Due to no quorum having been established, changes were not able to be voted on at this meeting. New Business & Next Ste]3s Chair Rizo will work with a sub-group of Casey Diers and Michael Nelson on the suggested changes/re-wording of the report to present at the next meeting where if approved can move to a final stage with a deadline of early December to provide the report to the Mayor. The 2024 data/statistics have been completed and are currently under review by Chief Barnes. The use of force reports and body worn camera videos where there were incidents resulting in injury or complaints are in the process of being redacted. A suggestion was made by member Casey Diers to initially provide the reports/general narratives and supplementals for those that are ready for review at this time. The board will determine which body worn camera videos they would like to see after this review. Adjournment A motion to adjourn the meeting was made by Chair Rizo with second motions by Michael Nelson and Casey Diers.
