Skokie Police Use of Force Review Board Meeting Minutes Call to order A meeting for the Skolde Police Use of Force Review Board was held on Wednesday, November 19th, 2025. The meeting started at 7:o6pm. Chair Dennis Rizo called the motion to start the meeting to order, we took role call and a quorum was established. Attendees at the meeting included Chair Dennis Rizo, Michael Nelson, Trustee Kimani Levy, new members Harriet Jacobs and Muhammad Habib, Alecia Wartowski, Anthony Agee and Abel Figueroa. Casey Diers did not attend the meeting. Also present was Chief Jesse Barnes, Deputy Chief John Oaldey and Administrative Specialist Cindy Pechter. Motion -Approval of minutes There was a motion to approve the meeting minutes from the October 8, 2025 meeting by Trustee Levy with a second motion by Abel Figueroa and all board members present. The meeting minutes have been posted to the VOS public website. Presentations & Old Business The meeting started with an introduction of all members and to new members Harriet Jacobs and Muhammad Habib. There was a presentation by Chair Rizo on the review process and timeline for board activities, goals and participation. Chair Rizo discussed the draft of the 2023 Use of Force Report that was sent out to the board members for review. He determined that there were some modifications to the verbiage to be discussed with the board members. There was active discussion which resulted in a consensus on possible changes to the report. New Business & Next Steps Chair Rizo will work on the suggested changes of the report to present at the next meeting where if approved the final 2023 Use of Force Report can be distributed to the Mayor, Village Manager and Chair of the Public Safety Commission. The 2024 data/statistics have been completed and were discussed. The use of force reports where there were incidents resulting in injury or complaints have been redacted and provided to the board. The board reviewed the reports/general narratives and supplementals for those reports and determined which body worn camera videos they would like to see. Chief Barnes will get any additional reports and videos that were requested ready for review at the next meeting. Chief Barnes will determine future meeting dates or continued discussion on RBT (Reality Based Training) sessions and refresher training on Use of Force tools that the police department uses. Adjournment A motion to adjourn the meeting was made by Chair Rizo with second motions by Muhammad Habib and Harriet Jacobs.
