Hackett Management Analyst Present Fiore Grassetti Present II. Public Portion 1. Accept minutes of the May 10, 2022 meeting It was moved by Ms. Hackett and seconded by Mr. Grassetti. III. Discussion of REO Policies 1. Review of Big Y Warehouse Project - request of Fiore Grassetti Review of Big Y Project - Mr. Grassetti would like a letter drawn up and sent to the Contractor of the Big Y Project. The numbers were not reflective of the REO requirements. 3 out of 4 goals were not met. Mr. Allen said he will start a draft and pass along to other members and to the Compliance Department for their input before sending it out. A small discussion was had in reference to the ARPA funds the city has received. Mr. Edwards is in the process of discussing with other city leaders how the REO will play a role in this. Mr. Grassetti spoke about a court case where contractors do not have to get stuck with bad file sub-bidders. He has the paperwork on this and will forward to committee members. Mr. Grassetti suggested the City create a committee to screen and weed out bad companies based on REO requirements. 2. Information about Forestry Operation Center @ Forest Park - request of Fiore Grassetti Forest Park Forestry Building - Mr. Grassetti would like to have any updated reports that are on file to be shared with the committee. He also asked that the committee be sent updated reports on a regular basis. He feels the committee can be better informed and not just prior to meetings. This would be for ALL projects. Eloy Toppin mentioned there is a “Corrective Action Form”. Mr. Grassetti stated there should be a record of Good Faith Efforts by the General Contractor. Mr. Toppin stated there is such a Responsible Employer Ordinance Monitoring Committee Page 1 Printed 6/30/2022 Regular Meeting Minutes June 28, 2022 form and it has everything listed by the General contractor as to the dates, times, contact, etc throughout the project. He also expressed the list of all efforts by the General Contractor are documented. This also makes them in compliance with REO requirements. Mr. Grassetti stated the Committee should see these forms from the Contractors as well. 3. Review the updated workforce report - Homer/Deberry School Project Homer/DeBerry Project - Mr. Payeur spoke of the challenges they are faced with trying to recruit employees to work. Residents are the most difficult to obtain. They have reached out to many avenues. Unions, hiring agencies, schools, churches etc. IV. Public Speak out - 10 Minutes Mr. Charlie Payne spoke about the “Contractors “should have a plan and try to retain employees and not hire for one job at a time. He suggested a regular crew may be a good start to improve the number and improve the lives of people and give them a career and not just one job at a time. He said hiring an out of town contractor for an REO project is usually the same issue with being unable to reach the numbers on residents. They do not employ residents on a regular basis. The next meeting will be July12, 2022. VOTED: To adjourn Motion carried by voting in favor Mr. Allen. The Meeting was adjourned.
