Continued review of the Workforce Report on DeBerry/Homer Elementary School- Fontaine Brothers The committee reviewed the workforce report for Deberry/Homer Elementary School. Chae Swan stated they are working diligently with contractors to recruit Women and Residence to reach their numbers. Mr. Swan mentioned he has spoken to the City of Worcester and they are experiencing the same issue as Springfield. Lack of qualified individuals to work. Mr. Payeur stated as well there is a lack of people that do this work. He said resident numbers are the toughest to reach. Mr. Allen spoke about reaching out to the Community or Regional Employment Board. Mr. Swan said they have reached out to the Community neighborhoods, Mass hire and Community Centers. The Compliance Department is doing all they can to assist with contractors reaching their numbers. Lisa Clauson mentioned she has met with Councilor Lederman and spoke about a Career Fair with the Springfield Public High School Students. 2. Review of the Barr Inc VS Town of Hollister Court Case - Fiore Grassetti Mr. Grasssetti stated the numbers fall on the General Contractor. It should be on the Sub- Contractors. He would like the underperforming sub-contractors tracked and if not reaching numbers be held responsible in some way. Mr. Grassetti spoke about the Court case Barr VS Town of Hollister. He suggested the City of Springfield create an REO Compliance Board that oversees the projects that are under the REO Requirements. 3. Discussion on Forest Park Forestry Building Responsible Employer Ordinance Monitoring Committee Page 1 Printed 8/31/2022 Regular Meeting Minutes August 23, 2022 Mr. Swan has spoken with Marois Construction Company, they are working with them to achieve their numbers. They were unaware of the REO requirements for the project. The Project Manager is doing all of the work needed for compliance. They do not have adequate staff at this time. 4. Request to have Marois Construction Co. brought into next meeting - Fiore Grassetti Mr. Grassetti would like to have Marsois Construction brought in so the committee can speak with him. He wants to know how he plans to reach the numbers. Mr. Swan stated that he has received Marois paperwork, it is inaccurate and working with the company to correct the errors. Mr. Swan had stated that Marois won’t bid until they have the capability to reach REO requirements (office staff to do paperwork). The project is 48% complete, Mr. Swan stated there is still time for them to reach better numbers. Mr. Swan stated that a maximum effort form is sent out on a monthly basis to Sub-Contractor’s , once returned if numbers are down they with meet or email to try and help them get the numbers up. 5. Discuss what corrective action should be taken for contractors that are not meeting numbers and if the committee will be putting them on notice for failure to meet REO requirements. - Fiore Grassetti Mr. Allen will draft a letter and send to committee members for review/editing. This letter would be for companies that are under performing. (I.e. Big Y Project). IV. Public Speak out - 10 Minutes VOTED: To adjourn Motion carried by voting in favor Mr. Edwards.
