Public Portion CITY OF SPRINGFIELD Taxi & Livery Commission Meeting of April 9, 2019 MINUTES The meeting was called to order on April 9, 2019 at 4:15p.m. Commissioners Tasheena Davis and Daniel Baro were present. Commissioners Henry Payne, Robert Jones and Joseph Dunn were absent. Captain Tardiff of SPD was present for Sgt. Dunn. The meeting was held at” Springfield City Hall, 36 Court Street, Room 220, Springfield, MA. NEW BUSINESS FIRST order of business- Approval of Minutes: Approval of Minutes for the Taxi and Livery Commission Hearing held on Tuesday, January 14, 2019. Taxi and Livery Commission Page 1 Printed 4/1/2020 Regular Minutes April 9, 2019 Commissioner Baro made a motion to approve the minutes. The motion was seconded by Cpt. Tardiff with a unanimous vote to approve. SECOND order of business- Approval of Minutes: Executive Session: A motion to go into executive session due to the nature of review (background checks) was made by Commissioner Baro. The motion was seconded by Cpt. Tardiff, and was unanimously approved. The Commission will go into Executive Session- To discuss the reputation, character, physical condition or mental health, rather than professional competence, of an individual, or to discuss the discipline or dismissal of, or complaints or charges brought against, a public officer, employee, staff member or individual. THIRD order of business: Review- Denial of Taxi & Livery Application for Richard Barnett (Failure of Background Check). Applicant appeared Pro se. After discussion: Commissioner Baro motioned to approve the license. The motion was seconded by Cpt. Tardiff with a unanimous vote to approve. FOURTH order of business: Review- Denial of Taxi Application for Charles Monnier (Failure of Background Check). Applicant appeared Pro Se. After discussion: Commissioner Baro motioned to approve the license. The motion was seconded by Cpt. Tardiff with a unanimous vote to approve. Taxi and Livery Commission Page 2 Printed 4/1/2020 Regular Minutes April 9, 2019 Open Session: Commissioner Jones made a motion to end executive session and resume open session. The motion was seconded by Commissioner Baro and unanimously approved. FIFTH order of business: Discuss-Taxi & Livery Inspections Commissioner Davis explained that the taxi and livery inspections were scheduled for May 4 th and 11th and everything was all set. She stated that Sergeant Dunn and she would be present and that each vehicle would be given a medallion upon passing inspection. Two mechanics from DPW and two mechanics from the SPD would be performing the inspections, allowing two cars to be inspected at a time. The taxi and livery companies have been notified, but Licensing is still waiting for a response from several livery companies operating out of Springfield. Ms. Martinez informed each company that no response would lead to a cease and desist order from the Licensing Department, so a response is imminent.
