COMMITTEE OF THE WHOLE March 4, 2025 11:40 a.m. Busch Municipal Building, 840 Boonville Avenue Councilman Denny Whayne Conference Room (4th Floor) MEMBERS PRESENT: Monica Horton, Callie Carroll, Brandon Jenson, Matthew Simpson, Heather Hardinger, Craig Hosmer, Derek Lee*, and Ken McClure. MEMBERS ABSENT: Abe McGull. STAFF PRESENT: Collin Quigley, Interim City Manager; Maurice S. Jones, Deputy City Manager; Sharon Smith, Executive Assistant; Ron Schneider, Director of Parks and Recreation; Tim Rosenbury, Director of Quality of Place Initiatives; Dan Smith, Director of Public Works; Nick Nelson, Director of Art Museum; Amanda Ohlensehlen, Director of Workforce Development and Economic Vitality; David Holtmann, Director of Finance; Steve Childers, Director of Planning and Development; Cora Scott, Director of Public Information and Civic Engagement; Melissa Hart, Assistant Director of Public Information and Civic Engagement; Kristen Milam, Communications Coordinator; Jordan Paul, City Attorney; Anita Cotter, City Clerk; Julie Greer, Deputy City Clerk; and Kristina D’Andrea, Executive Secretary. GUESTS: Jeff Schrag, citizen; Lauren Shantz, Springfield Area Chamber of Commerce; and Marta Mieze, Springfield News-Leader. * Attended via Zoom Mayor McClure called the meeting to order at approximately 11:50 a.m., and roll call was conducted. Present: Carroll, Lee, Horton, Jenson, Simpson, Hardinger, Hosmer, and McClure. Absent: McGull. Mayor Pro Tem Simpson moved to approve the minutes of the November 12, 2024, meeting as presented. Councilmember Horton seconded the motion, and it was approved by the following vote: Ayes: Jenson, Lee, Horton, Carroll, Simpson, Hardinger, Hosmer, and McClure. Nays: None. Absent: McGull. Abstain: None. Mayor McClure noted the purpose of the meeting was to consider appointments for the Citizen’s Advisory Board. He further noted per Resolution 10807, there would be a minimum of 7 members and a maximum of 11 members to be considered for appointments. There were 82 1 Minutes approved by Committee of the Whole on 03-11-2025 applicants listed on the first ballot (see Exhibit A). Councilmember Horton noted Shelly Gibson was not included on the ballot, but her application was provided to members of the Committee. Anita Cotter, City Clerk, acknowledged the error and noted Ms. Gibson would be added to the ballot. The first round of voting resulted in five applicants receiving the necessary five votes for appointments (see Exhibit B): Erin Danastasio, Andrew Lear, Andy Peebles, Clifton Smart, and Rusty Worley. Mayor McClure recommended these five applicants be recommended to City Council for appointments to the Citizen’s Advisory Board. He suggested all applicants who received at least one vote would be moved to the second ballot. City Council considered this listing and were instructed to vote for two of these applicants to fill the remaining vacancies. Councilmember Jenson expressed his preference for next generation representation on the board. He recommended Lauren Shantz and Sarah Hodshon. Mayor Pro Tem Simpson noted Christina Angle’s involvement with the Citizens’ Commission on Community Investment and expressed his opinion this experience would be valuable to the board. Councilmember Hardinger noted Becky Volz’s involvement with the Neighborhood Advisory Council and expressed her opinion this experience would be valuable to the board. Councilmember Horton expressed her preference for representation by an applicant residing in Zone 1. The second round of voting did not result in any applicant receiving the necessary five votes for recommendation (see Exhibit C). The same ballot was distributed for a third round of voting, which resulted in two applicants receiving the necessary five votes for recommendation (see Exhibit D). Those applications were Leslie Forrester and Becky Volz. The third ballot included the names of all applicants who received at least one vote on the second ballot. One applicant received the necessary five votes for recommendation (see Exhibit E), which was Lauren Shantz. Members of the Committee discussed how many board members to recommend for appointment. It was the consensus of the Committee to recommend 9 applicants for membership. Based on this, one additional applicant was needed. The top two applicants from the last round of voting were placed on the fourth ballot, which did not result in any applicant receiving the necessary five votes for recommendation (see Exhibit F). The Mayor recommended the third ballot be used again, with Lauren Shantz’ name removed since she had already received the necessary votes to be recommended for appointment. One 2 Minutes approved by Committee of the Whole on 03-11-2025 applicant received the necessary five votes for appointment (see Exhibit G), which was Christina Angle. A vote was taken to determine which applicant would be recommended as the Chair of the Board. Erin Danastasio received the necessary five votes for recommendation as Chair (see Exhibit H). Councilmember Jenson left the meeting at 1:24 p.m. Councilmember Lee advised he had to exit the meeting at 1:25 p.m. A vote was taken to determine which applicant would be recommended as Vice Chair. Andy Lear received the necessary five votes for recommendation as Vice Chair (see Exhibit I). Mayor McClure opened the discussion regarding the draft resolution outlining appointments and duties of the Citizen’s Advisory Board. He recommended the terms be staggered as follows: Erin Danastasio, Chair - 3 years Andrew Lear, Vice Chair - 3 years Andy Peebles - 3 years, Clifton Smart – 2 years Rusty Worley – 2 years Becky Volz – 2 years Leslie Forrester – 1 year Lauren Shantz – 1 year Christina Angle – 1 year Ms. Cotter advised she would contact the recommended applicants. The Mayor noted the updated draft resolution would be reviewed by the Committee of the Whole on March 11, 2025, for recommendation at the City Council meeting on March 24, 2025. Mayor Pro Tem Simpson moved to adjourn. Councilmember Horton seconded the motion, and it was approved by the following vote: Ayes: Carroll, Hosmer, Simpson, Horton, Hardinger, and McClure. Nays: None. Absent: Jenson, Lee, and McGull. Nays: None. Abstain: None.
