Joint City-County Planning Task Force
Meeting Notes
December 4, 2014 – 10:00 a.m.

Task Force Members present:
Greg Burris, Springfield City Manager
Chris Coulter, Acting Greene County Administrator
Tim Smith, Deputy City Manager
Collin Quigley, Springfield Assistant City Manager
Cindy Stein, Greene County Auditor
Mary Mannix Decker, Springfield Finance Director
Dan Patterson, Greene County Prosecutor
Paul Williams, Springfield Chief of Police
Joclynn Brown, Interim Budget Director
The meeting began at 10:00 a.m. with a welcome from Greg Burris, Springfield City Manager. Mr.
Burris asked the members to review the notes from the November 19, 2014 meeting, and asked for a
motion of approval. Mary Mannix Decker, Springfield Finance Director, made a motion to approve the
notes. Cindy Stein, Greene County Auditor, seconded the motion and the notes were approved.
In regard to the handouts, Mr. Burris first noted the Venn diagram and its draft contents, and then the
original charge of the Joint City-County Task Force members. He next referenced the drafts of the
Executive Summary and the Report.
With the initial discussion, Tim Smith, Deputy City Manager, asked the members to submit all
modifications and additional information to him as soon as possible, but no later than 5 p.m. on Friday,
December 5. After discussing the first few pages of the Executive Summary, the members determined
that the first three pages should become the Overview and then transition into the Summary on page four.
The Report would then become the Appendix.
Mr. Burris led the page-by-page discussion of the Executive Summary. The discussion focused on
updating information, clarification of some of the topics, and correcting minor typos. Again, Mr. Smith
asked the members to return their comments and information as soon as possible. The presentation to the
City Council and County Commission will be Tuesday, December 9, 2014.
In closing, Commissioner Harold Bengsch thanked the Task Force for all their hard work in
accomplishing this report. He stated that other counties across the state were now paying attention to the
cooperative efforts between Greene County and the City of Springfield. He stressed that their work was
collaboration at its best.
With no additional discussion, the meeting dismissed at approximately 11:55 p.m.
