MEETING NOTICE Jordan Valley Advisory Committee Thursday, January 23, 2013 Busch Municipal Building 1 st Floor Conference Room 3:30 p.m. AGENDA Attendance: Ken McClure, Olivia Hough, Jeff Cumley, Barbara Lucks, Vern Morgan, Jonathan Gano, Fred Marty, David Eslick, Leah Hamilton, Howard Garret, Carolyn Gerdes, Jan Horton, Ken Knauer, Aaron Lowrey, Tim Shryack, Terry Whaley. 1. Call to Order –Bob Kline, 3:35 2. Election of Officers – Ken McClure 3:35 – 3:50 a. Recommendations from Nominating Committee b. Open floor for additional nominations i. There were no additional nominations. ii. Ken McClure motioned for nomination seize 1. Bob Kline second the motion. 2. All in favor a. Move to Vote c. Vote to elect Chair and Vice Chair i. Tim Shryack as Chair and Rusty Worley as Vice Chair. ii. All in favor for nominated parties iii. Motion Passed 3. Sister Cities Plaza Report Carolyn Gerdes 3:50 – 4:00 a. The Sister Cities benches are starting to be covered with plaques. i. The Sister City has sent forty tiles, portraying each school in the district. ii. The Rotary Club is donating five additional tiles. b. More tiles will be needed to complete the benches. i. David Eslick presented the idea of having University Art programs to complete them. 1. Carolyn Gerdes stated that this would be difficult since the tiles are curved in nature. The City has the designs, and just needs the tiles. ii. The tiles would be cheaper if they would be manufactured here, since the shipping cost from Japan is high. iii. Bids will be sent out to see where the most cost effective approach will come from. 4. Intersection improvements, Streetscape, and seeding at The Commons Jonathan Gano 4:00 – 4:10 a. Friday January, 26th would be the last day of construction for the road crew. b. The sidewalk is about complete as well, and the next phase will include the landscaping plan with a temporary irrigation system. 5. College Street Corridor Redevelopment Update – Vern Morgan 4:10 – 4:30 a. Great River Associates presented the design concepts for the committee. b. The City met twice with the public and GRA will present the preliminary result outcomes. c. Concept A i. Extend downtown improvements and keep the traditional lighting as in downtown. ii. A gateway location to be implemented at Kansas and College. d. Concept B i. A more styled and “fun” approach which is amusement oriented. ii. An overhead gateway symbolizing the Route 66 Birthplace located on Kansas and College. e. The Park Area will have a proposed one way driving lane with accessible parking. A rain water garden/detention basin will be on the south end of the park to catch rain water coming from up College St. f. Kitsch was introduced, as a piece of art that does not make sense. Examples were given of a blog tree, a stork lifting Route 66 from the ground, and various other sculptures. g. Fort Street Redevelopment. i. Fort Street will have a 5’ sidewalk leading to the entry of West Meadows. ii. A soft screen will primarily screen McCoy’s from Fort Street and some hard screening might be incorporated. h. February 5th will be the final presentation relating to College Street. 6. West Meadows Trail Enhancement Funds Progress Olivia Hough 4:30 – 4:40 a. A federal grant application was submitted in order to build the trail on West Meadows. b. Terry Whaley stated that The City will receive the money from the grant which is taken from federal highway money. c. A design consultant will be brought on board to help design the trail. 7. West Meadows Environmental Cleanup Olivia Hough 4:40 – 4:50 a. There is a temporary halt on site work due to Sites 5 and 6 and the elevated levels of lead and arsenic on Site 5. b. Site work is complete on Site 7 and waiting for the formal go ahead to move into Site 6. c. Public Works will provide additional funding towards West Meadows. 8.
