PUBLIC INVOLVEMENT COMMITTEE
Thursday, March 13, 2025

PRESENT: Monica Horton, Chair; Brandon Jenson; Abe McGull; and Matthew Simpson.
ABSENT: None.
VACANT: None.
STAFF: Anita Cotter, City Clerk; and Kristina D’Andrea, Executive Secretary.
GUESTS: None.
Councilmember Monica Horton, Chair, called the meeting to order at 5:30 p.m., and roll call was
conducted. Present: Monica Horton, Brandon Jenson, Abe McGull, and Matthew Simpson.
Absent: None.
Councilmember McGull moved to approve the minutes of the December 12, 2024, meeting as
presented. Mayor Pro Tem Simpson seconded the motion, and it was approved by the following
vote: Ayes: Jenson, McGull, Simpson, and Horton. Nays: None. Absent: None. Abstain:
None.
The following appointments/reappointments were considered:
Board of Equalization
Consider replacement of Janet Blair (term expired April 1, 2025)
Consider reappointment of Trish Hubbell (term expired April 1, 2025)
Anita Cotter, City Clerk, briefed the Committee on current circumstances regarding the Board of
Equalization. No applications had been received for appointment to replace Janet Blair.
Ms. Cotter spoke about the conversations she and Kristina D’Andrea, Executive Secretary, had
with Julia Presnall, Greene County liaison for the Board, regarding Ms. Blair and Ms. Hubbell.
Ms. Blair had expressed interest in remaining on the board until replacement. Ms. Hubbell had
not attended any meetings since taking her oath in August 2024.
It was the consensus of the Committee to instruct Ms. Cotter to seek out applications to replace
Janet Blair and Trish Hubbell.

Citizens’ Advisory Committee for Community Development
Consider reappointment of O’Brien Daniels (term expired May 1, 2025)
Consider reappointment of Brennan Pratt (term expired May 1, 2025)
Consider reappointment of Mackenzey Teleki (term expired May 1, 2025)
Mayor Pro Tem Simpson moved to reappoint O’Brien Daniels, Brennan Pratt, and Mackenzey
Teleki to the Citizens’ Advisory Committee for Community Development. Councilmember
Jenson seconded the motion, and it was approved by the following vote:
Ayes: Jenson, Simpson, McGull, and Horton. Nays: None. Absent: None. Abstain: None.
Citizens’ Tax Oversight Committee
Consider reappointment of Daniel Furtak (term expired April 1, 2025)
Consider appointment to replace Erin Gray (resigned)
Consider appointment to replace Dr. Keri Franklin (resigned)
Councilmember Jenson moved to reappoint Daniel Furtak to the Citizens’ Tax Oversight
Committee. Mayor Pro Tem Simpson seconded the motion, and it was approved by the
following vote: Ayes: Jenson, Simpson, McGull, and Horton. Nays: None. Absent: None.
Abstain: None.
Ms. Cotter advised several applications were received in 2025 for the Citizens’ Tax Oversight
Committee around the same time applications were being accepted for the newly formed,
Citizens’ Advisory Board.
Councilmember Jenson moved to appoint David Eslick to replace Erin Gray as long as he was
willing to be on the Citizens’ Tax Oversight Committee. Mayor Pro Tem Simpson seconded the
motion, and it was approved by the following vote: Ayes: Jenson, Simpson, McGull, and
Horton. Nays: None. Absent: None. Abstain: None.
Councilmember Jenson moved to appoint Gabe Smith to replace Dr. Keri Franklin as long as he
was willing to be on the Citizens’ Tax Oversight Committee. Mayor Pro Tem Simpson seconded
the motion, and it was approved by the following vote: Ayes: Jenson, Simpson, McGull, and
Horton. Nays: None. Absent: None. Abstain: None.
The Committee instructed Ms. Cotter to contact the recommended applicants and verify their
interest to the Citizens’ Tax Oversight Committee.
Personnel Board
Consider reappointment of David Coonis (term expired March 1, 2025)
Consider reappointment of Amanda Cooper (term expired March 1, 2025)
Consider appointment to replace Michael Ramos (term expired March 1, 2025)

Councilmember McGull moved to reappoint David Coonis and Amanda Cooper to the Personnel
Board. Mayor Pro Tem Simpson seconded the motion, and it was approved by the following
vote: Ayes: Jenson, Simpson, McGull, and Horton. Nays: None. Absent: None. Abstain:
None.
Mayor Pro Tem Simpson moved to appoint Jade Callaway to the Personnel Board and replace
Michael Ramos. Councilmember McGull seconded the motion, and it was approved by the
following vote: Ayes: Jenson, Simpson, McGull, and Horton. Nays: None. Absent: None.
Abstain: None.
Police Officers’ and Fire Fighters’ Retirement System Board of Trustees
Consider reappointment of Jonathan Winn (term expired April 30, 2025)
Consider reappointment of Ann Young (term expired April 30, 2025)
Mayor Pro Tem Simpson moved to reappoint Jonathan Winn and Ann Young to the Police
Officers’ and Fire Fighters’ Retirement System Board of Trustees. Councilmember McGull
seconded the motion, and it was approved by the following vote: Ayes: Jenson, Simpson,
McGull, and Horton. Nays: None. Absent: None. Abstain: None.
Councilmember Jenson presented the Planning Commission Interview Questions to be discussed
at the next Public Involvement Committee meeting.
Mayor Pro Tem Simpson moved to adjourn. Councilmember McGull seconded the motion, and
it was approved by the following vote: Ayes: Jenson, Simpson, McGull, and Horton. Nays:
None. Absent: None. Abstain: None.
With no further business to come before the Committee, the meeting adjourned at 5:50 p.m.
Clerk’s Note: Regarding the recommended appointments to the Citizens’ Tax Oversight
Committee: Gabe Smith notified the City Clerk he will be relocating outside the state, and
therefore will not be able to serve on the committee. David Eslick contacted the City Clerk’s
Office on March 18, 2025, and declined the offer for the recommended appointment.
