ABSENT: Bruce Adib-Yazdi.

Councilmember Derek Lee, Chair, called the meeting to order at 9:30 a.m., and roll call was
conducted. Present: Brandon Jenson, Abe McGull, Derek Lee. Absent: Bruce Adib-Yazdi.
Board of Equalization
Councilmember Lee requested Anita Cotter, City Clerk, to explain the purpose of the meeting.
Ms. Cotter reported the Board of Equalization has had difficulty achieving a quorum, which has
delayed the review of property reassessment cases for properties inside the city limits. Trish
Hubbell had not attended meetings since taking her oath in August 2024 and Janet Blair’s term
expired on April 1, 2025. Ms. Cotter spoke about the conversations she has had with Julia
Presnall, Greene County liaison for the Board, regarding Ms. Blair and Ms. Hubbell. No new
applications had been received by the City Clerk’s office until recently. The sole application
presented to the Public Involvement Committee, if recommended for appointment, would be
forwarded as a Resolution to be voted on by City Council at the meeting scheduled on August
11, 2025.
Councilmember Jenson inquired about the attendance of current Board members. Ms. Cotter
responded she would contact the Greene County Commissioners’ Office to inquire and report
back.
Councilmember Jenson expressed concern for not having enough time to research the current
applicant’s background and ensure their credibility. Ms. Cotter noted she has contacted two of
the three references listed on the application, and both references endorsed the applicant’s
appointment to the Board. She advised she will attempt to contact the third reference following
the meeting, and report back to the members of the Public Involvement Committee.

Councilmember Jenson asked for further clarification regarding the urgency of the appointment.
Jordan Paul, City Attorney, responded the Board of Equalization operated under a statutory
timeline for reviewing reassessments, and a quorum was needed to meet the deadlines.
The following appointment was considered:
Consider replacement of Trish Hubbell (term expired April 1, 2025).
Councilmember Jenson moved to appoint David Jacquez to the Board of Equalization.
Councilmember McGull seconded the motion, and it was approved by the following vote: Ayes:
Jenson, McGull, and Lee. Nays: None. Absent: Adib-Yazdi. Abstain: None.
Councilmember Jenson moved to adjourn. Councilmember McGull seconded the motion, and it
was approved by the following vote: Ayes: Jenson, McGull, and Lee. Nays: None. Absent:
Adib-Yazdi. Abstain: None.
With no further business to come before the Committee, the meeting adjourned at 9:36 a.m.
