PUBLIC INVOLVEMENT COMMITTEE Thursday, December 11, 2025 5:30 p.m. Councilman Denny Whayne Conference Room, 4th Floor Conference Room PRESENT: Derek Lee, Chair; Brandon Jenson; Abe McGull; and Jeff Schrag, ex-officio. ABSENT: Bruce Adib-Yazdi. VACANT: None. STAFF: Anita Cotter, City Clerk; and Jordan Paul, City Attorney. GUESTS: None. Councilmember Derek Lee, Chair, called the meeting to order at 15:31 p.m., and roll call was conducted. Present: Brandon Jenson, Abe McGull, and Jeff Schrag, ex-officio. Absent: Bruce Adib-Yazdi. The following appointments/reappointments were considered: Citizens’ Tax Oversight Committee Anita Cotter, City Clerk, provided a brief status overview of the Citizens’ Tax Oversight Committee. She noted there were three vacancies, and three applicants to consider for appointment. Councilmember McGull moved to recommend Jeb Venable, Gabe Smith, and Bridget Bechtel to City Council for appointments to the Citizens’ Tax Oversight Committee. Councilmember Jenson seconded the motion, and it was approved by the following vote: Ayes: Jenson, McGull, Lee, and Schrag, ex-officio. Nays: None. Absent: Adib-Yazdi. Abstain: None. Planning and Zoning Commission Councilmember Jenson recommended additional questions to be answered by future applicants interested in appointments to the Planning and Zoning Commission. Committee members discussed this recommendation and the roles of staff and Committee members. Consider reappointment of Chris Lebeck (term expired January 1, 2026) Consider reappointment of Betty Ridge (term expired January 1, 2026) Consider appointment to replace Bruce Colony (term expired January 1, 2026) Approved by the Public Involvement Committee on 01-20-2026 1 Councilmember Lee asked Ms. Cotter to provide a brief overview of the status of the Planning and Zoning Commission. Ms. Cotter advised she spoke to Justin Crighton, Assistant Director of Planning and Development, who noted Mr. Lebeck’s attendance had declined. Councilmember Lee moved to recommend David Jacques for appointment to replace Chris Lebeck on the Planning and Zoning commission. Councilmember Jenson seconded the motion, and it was approved by the following vote: Ayes: Jenson, McGull, Lee, and Schrag, ex-officio. Nays: None. Absent: Adib-Yazdi. Abstain: None. Councilmember Lee moved to recommend Jennifer McClure for appointment to replace Betty Ridge on the Planning and Zoning commission. Councilmember Jenson seconded the motion, and it was approved by the following vote: Ayes: Jenson, McGull, Lee, and Schrag, ex-officio. Nays: None. Absent: Adib-Yazdi. Abstain: None. Councilmember Lee moved to recommend Lisa Napoli for appointment to replace Bruce Colony with the Planning and Zoning Commission. Mayor Schrag seconded the motion. Councilmember McGull discussed Chris Souliere’s application. Members discussed both Lisa Napoli and Chris Souliere. The Committee asked whoever was not recommended to the Planning and Zoning Commission to be recommended for the Board of Equalization once a vacancy becomes available. Councilmember Lee withdrew his motion to recommend Lisa Napoli’s appointment to the Planning and Zoning Commission. Mayor Schrag withdrew his second. Councilmember McGull moved to recommend Chris Souliere for appointment to replace Bruce Colony with the Planning and Zoning Commission. Councilmember Jenson seconded the motion, and it was approved by the following vote: Ayes: Jenson, McGull, Lee, and Schrag, ex- officio. Nays: None. Absent: Adib-Yazdi. Abstain: None. Ms. Cotter was asked to contact Ms. Napoli when a vacancy occurred on the Board of Equalization. Councilmember Jenson moved to adjourn. Councilmember McGull seconded the motion, and it was approved by the following vote: Ayes: Jenson, McGull, and Lee. Nays: Schrag, ex- officio. Absent: Adib-Yazdi. Abstain: None.
