SEXUAL ORIENTATION AND GENDER IDENTITY TASK FORCE July 15, 2013 – 4:30 p.m. Public Safety Center, 330 W. Scott PRESENT: Lola Butcher, Randall Doennig, Rev. Steve Gardner, Dick Hardy, Dr. Ginger Holczer, Jeff Houghton, Cindy Lear, Rick McLain, Lynn Meyerkord, Rev. Michael Overton, Pam Sailors, Robert Saylor, Sarah Smith, Judge Miles Sweeney; David Trippe, Gary Whitaker Angela Filbeck – Alternate CITY STAFF LIAISONS: Dan Wichmer – City Attorney, Sharon Smith – City Manager’s Office, Kelly Johnson, MCHRCR Chairman ABSENT: N/A __________________________________________________________________________ Judge Miles Sweeney called the meeting to order at 4:30 p.m. The 7/8/13 minutes were reviewed. Rev. Steve Gardner moved to approve the minutes as printed, and Randall Doennig seconded. Minutes approved. Judge Sweeney led discussion on how the Task Force would like to structure the report to City Council. Task Force Members Cindy Lear and Sarah Smith agreed to write the executive summary from the sub-committee reports. Goal is to have draft summary electronically submitted to Task Force within one week. Members are requested to review and provide comments via email. After discussion of amendments on Council Bills 2012-226 and 2012-248 that were tabled by Council, but had not previously been provided to Task Force, copies were made on site and distributed for review. City Attorney Dan Wichmer reviewed changes to the bills that then created the amendments, but reminded Task Force members that amended bills had been tabled by Council. MCHRCR Chairman Kelly Johnson distributed a response memo on behalf of MCHRCR to Task Force member Robert Saylor’s potential proposal of compromise. After discussion of additional options presented by other Task Force members, it was determined that three additional options would be added to the options list created during 7/8/2013 meeting. Task Force members voted on seven options, which are included as an Attachment to these minutes. Judge Sweeney will work to revise Pros and Cons in preparation for report to Council. Final report will include the following: Introduction Fact Sheet Proposed Options with votes Sub-Committee Reports Executive Summary Final draft report will be submitted to Task Force via email for review and comments before being submitted to City Council in final form.
