1. Call to Order
President Green called the meeting to order at 11:00am and directed the Associate Clerk to call the roll.
2. Roll Call
The Associate Clerk called the roll and the following members answered to their names: Ms.
Schweitzer, Mr. Oldenburg, Mr. Cohn, Mr. Narayan, Mr. Devoti, Mr. Browning, Ms. Clark-Hubbard,
Ms. Tyus, Ms. Boyd, Mr. Aldridge, and President Green. 11 members were present. A quorum was
established.
Ms. Velázquez Ms. Sonnier, and Ms. Keys arrived while the meeting was in progress, making a total
of 14 members present.
3. Opening Reflection or Prayer
President Green recognized Adam Layne, the City of St. Louis Treasurer to lead the members in the
opening prayer and reflection for National Financial Literacy Month.
Mr. Layne led the members in an opening reflection/prayer.
4. Announcement of Any Special Order of the Day

5. Introduction of Honored Guests
President Green directed the meeting to the Introduction of Honored Guests.
President Green recognized Mr. Aldridge.

This Board Bill seeks to approve a Chapter 99 Redevelopment Plan and Blighting Study for the
Cass Avenue and I-44 Redevelopment Area. The proposed Bill does not allow for use of eminent
domain within the area. The objective of the Redevelopment Plan is to encourage redevelopment
of the Area with commercial uses that will serve as an entrance to the city from the north and
east. Staff supports up to twenty-five (25) years of tax abatement.

This Board Bill approves a petition to amend the boundaries of the existing Soccer Stadium
Community Improvement District (the “District”) to conform with the current platting of the
area. The District was originally formed in 2020 by Ordinance No. 71185. Property within the

the soccer stadium and related parking, practice and team facilities. If this Board Bill is

BOARD OF ALDERMEN RULES 2026-2027 LEGISLATIVE SESSION
WHEREAS, according to the St. Louis City Charter Article IV, Section 8 and the St. Louis Revised Code
3.06.110 the Board of Aldermen may adopt Rules of its proceedings, subject to the Charter; and
WHEREAS, the adopted Rules requires the Board of Aldermen to adopt Rules at the beginning of each annual
session by a majority vote of all the members present at the first meeting of the regular session which is held on
the third Tuesday in April of each year; and
WHEREAS, each member of the Board of Aldermen has previously received a copy of the Rules of the Board
of Aldermen for the 2026- 2027 Legislative Session of the Board, and a copy of said rules is attached hereto.
NOW THEREFORE BE IT RESOLVED by the Board of Aldermen that the Board hereby adopts the Rules
of the Board of Aldermen, as attached, as the Rules of the Board of Aldermen for the 2026-2027 Legislative

HIRING OF STAFF 2026-2027 LEGISLATIVE SESSION
WHEREAS, according to the Rules of the Board all employees of the Board of Aldermen, authorized by the
Charter and Ordinances to be selected by the Board, shall be reappointed by a majority vote of all the members
of the Board of Aldermen and such reappointment shall take place on the third Tuesday in April of each year, or
as soon thereafter as possible; (See City Charter, Art. IV, Sec. 6); and
WHEREAS, April 21, 2026 is the third Tuesday of April when the Board is directed by the Charter of the City
of St. Louis and its Rules to hold its annual session; and
WHEREAS, the Board of Aldermen shall appoint or reappoint its employees by a majority vote of all members

RESOLUTION NUMBER 3
PRINTING OF THE JOURNAL 2026-2027 LEGISLATIVE SESSION
WHEREAS, in accordance with its Rules and the Charter of the City of St. Louis the Board of Aldermen is
required to keep a Journal of its proceedings; and
WHEREAS, the Journal of its proceedings shall include the yea and nay votes and the names of the members
voting for and against a bill shall be entered on the Journal; and
WHEREAS, the proceedings of each meeting of the Board shall be published within five days in the paper or
papers doing the city publishing.
WHEREAS, at the annual meeting of the Board, which marks the beginning of each new Legislative Session,
the Board typically adopts a Resolution directing the Clerk to prepare the Index to the Journal, authorizes
expenditures of monies of the Journal and sets out maximum numbers to be printed; and
WHEREAS, this Resolution is written to accomplish the same goals set out in previous Resolutions of this kind
and nature; and
NOW THEREFORE BE IT RESOLVED by the Board of Aldermen that the Clerk of the Board of Aldermen
be authorized and directed to prepare the index to the Journal of the Board for the 2026 – 2027 Legislative
Session of the Board of Aldermen and that the Journal be prepared in both a bound and printed format in
numbers to be determined by the Clerk but in no event to exceed fifteen (15) copies total, and in an electronic
format; and
BE IT FURTHER RESOLVED that, if within one hundred twenty (120) days of the date of this Resolution,
the responsible parties handling printing contracts for Aldermanic printing and formatting have not submitted to
the Clerk and the officers of the Board an executed contract between the City and a responsible printer for the

binding of the Journals as aforesaid, which contract must include any prior years when the journals were not
bound, the Clerk of the Board is hereby authorized, with the approval of the Personnel and Administration
Committee, to solicit bids and enter into a printing and formatting contract on behalf of the Board for the
completion of the work called for herein and as provided by Section 8 of Article IV of the Charter of the City of
St. Louis.

RESOLUTION NUMBER 4
ALDERMANIC AND MAILING EXPENSE
2026-2027 LEGISLATIVE SESSION
WHEREAS, on this 21st day of April, 2026, the Board of Aldermen convenes for the annual meeting of the
2026-2027 Legislative Session of the Board as required by the City Charter, ordinance, and the Rules of the
Board of Aldermen; and
WHEREAS, it is the intent of the members of the Board to continue their ongoing service and community
engagement within their respective neighborhoods; and
WHEREAS, in the discharge of Aldermanic duties, it is often necessary for correspondence and
communication to occur between Alderpersons and various parties through the United States Postal Service;
and
WHEREAS, the Board of Aldermen acknowledges the need for such engagement and recognizes the
associated costs, both direct and incidental, of ensuring that residents are well-informed so they may
meaningfully participate in policy discussions and decision-making at the neighborhood level, and of better
informing themselves so that a more aware participation in the discharge of their duties may exist; and

WHEREAS, by utilizing mail sent at or by the Board, members agree that said mail shall be used exclusively
in the discharge of their respective Aldermanic duties; and
WHEREAS, Ordinance Number 61090 authorizes the payment of expense funds and Ordinance Number 60347
establishes the amount. Through this Resolution, the Board of Aldermen approves the expense payments and
mailing allowance for each Alderperson as outlined herein, to be issued as an ongoing periodic payment in the
amount and form specified, unless modified by future action of the Board.
NOW THEREFORE BE IT RESOLVED that this Board of Aldermen does hereby authorize an expense
allowance each pay period to each Alderperson and the President of the Board of Aldermen of an expense
allowance in the amount of four hundred sixteen dollars and 67/100 cents ($416.67) and an account credited
with the equivalent of two hundred (200) United States postage stamps per month of such denomination
required to mail a standard first-class business letter as a periodic payment to each Alderperson and directs the
Comptroller and the Treasurer of the City of St. Louis to issue their respective warrants and drafts to implement
the payment and issuance of said allowances as herein authorized, until further directed by this Board.

LAST DAY FOR THE INTRODUCTION OF BOARD BILLS
2026-2027 LEGISLATIVE SESSION
WHEREAS, Board of Aldermen Rule Number 63 adopted Tuesday, April 21, 2026 as a part of the Rules for
the Board’s 2026 - 2027 Legislative Session states as follows:
Rule 63 - Last Day for Introducing Bills
The President shall, upon approval of the Board of Aldermen by Resolution, establish the last day for
introducing bills; and
WHEREAS, President Megan Green established Friday, February 5th, 2027 as the last full Board of Aldermen
meeting before the Monday, April 19, 2027 Sine Die meeting, which will end the Board’s 2026-2027
Legislative Session; and

WHEREAS, President Megan Green plans to establish Friday, January 8, 2027 as the last day to introduce
Board Bills for the St. Louis Board of Aldermen’s 2026-2027 Legislative Session; and
WHEREAS, in accordance to Board Rule Number 63 the setting of Friday, January 8, 2027 as the last day to
introduce Board Bills for the 2026-2027 Legislative Session must be established by the approval of a Board of
Aldermen Resolution specifying a date.
NOW THEREFORE BE IT RESOLVED that by adoption of this Resolution, the Board of Aldermen
establishes Friday, January 8, 2027 as the last day to introduce Board Bills for the Board’s 2026-2027

RESOLUTION NUMBER 6
CONFLICTS OF INTEREST DISCLOSURE
WHEREAS, section 105.485 of the Revised Statutes of the State of Missouri provides that each official, officer
or employee or candidate of any political subdivision described in subdivision (11) of section 105.483 shall be
required to file an annual financial interest statement unless the political subdivision biennially by September
15th of the preceding year adopts an ordinance or resolution at an opening meeting, which establishes and
makes public its own method of disclosing potential conflicts of interest and substantial interests; and
WHEREAS, pursuant section 105.485, a policy for the disclosure of potential conflicts of interest and
substantial interests by the City of St. Louis officials, officers, employees, and candidates as described in
subdivision (11) of section 105.483 is established in Ordinance Number 71366; and
WHEREAS, to comply with the requirements of Chapter 105 of the Revised Statutes of the State of Missouri
the Board of Aldermen has adopted this Resolution to publicly make known the City’s policy and procedures
for the disclosure of potential conflicts of interest and substantial interests by City officials, officers, employees,
and candidates established in Ordinance Number 71366.

NOW THEREFORE BE IT RESOLVED by this Honorable Board of Aldermen of the City of St. Louis that
the provisions of Ordinance Number 71366, listed below, are adopted and affirmed by adoption of this
Resolution in recognition that transparency in government is fundamental to forming trust between City
officials, officers and employees and the individuals they serve, and the policy and procedures for disclosing
potential conflicts of interest and substantial interests established in Ordinance Number 71366 are therefore
necessary. We hereby direct the Clerk of the Board of Aldermen to send an official copy of this Resolution to
the Missouri Ethics Commission within ten days of the date of its adoption by the Board of Aldermen. We
further direct the Clerk of the Board of Aldermen to spread a copy of this Resolution across the minutes of these
proceedings and that it be published on the Board of Aldermen website and in The City Journal.
CITY OF ST. LOUIS ORDINANCE 71366
An ordinance repealing Ordinance 71025 concerning the establishment a policy for the
disclosure of potential conflicts of interest and substantial personal interests, and the reporting
of certain personal financial interests as required under Section 105.483(11) Revised Statutes of
Missouri, and in lieu thereof enacting a new ordinance reestablishing and affirming said policies
as required under Section 105.483(11), and containing an emergency clause.
SECTION ONE. Declaration of Policy.
The proper operation of municipal government requires that public officials and employees be
independent, impartial and responsible to the people; that government decisions and policy be
made in the proper channels of the governmental structure; that public office not be used for
personal gain; and that the public have confidence in the integrity of its government. In
recognition of these goals, there is hereby established a procedure for disclosure by certain
officials and employees of private financial or other interests in matters affecting the city.
SECTION TWO. Ordinance Number 71025 Repealed.
Ordinance Number 71025 concerning the establishment a policy for the disclosure of potential
conflicts of interest and substantial personal interests, and the reporting of certain personal
financial interests as required under Section 105.483(11) Revised Statutes of Missouri, and in
lieu thereof enacting a new ordinance reestablishing and affirming said policies as required
under Section 105.483(11) is hereby repealed.
SECTION THREE. Conflicts of Interest.
A. All elected and appointed officials as well as employees of a political subdivision must
comply with section 105.454 Revised Statutes of Missouri on conflicts of interest as well as any
other state law governing official conduct.
B. Any member of the board of aldermen who has a "substantial or private interest" in any
measure, bill, order or ordinance proposed or pending before such governing body must
disclose that interest to the clerk of the Board and such disclosure shall be recorded in the
Journal of the Board of Aldermen. Substantial or private interest is defined as ownership by the
individual, his spouse, or his dependent children, whether singularly or collectively, directly or
indirectly of:

1. Ten percent (10 percent) or more of any business entity; or
2. An interest having a value of $10,000 or more; or
3. The receipt of a salary, gratuity, or other compensation or remuneration of $5,000 or
more, per year from any individual, partnership, organization, or association within any
calendar year.
SECTION FOUR. Personal Financial Disclosure Reports.
A. Each elected official, candidate for elective office, the mayor, the supply commissioner, and
the city counselor shall disclose the following information by May 1st, or the appropriate
deadline as referenced in Section 105.487 Missouri Revised Statutes if any such transactions
were engaged in during the previous calendar year:
1. For such person, and all persons within the first degree of consanguinity or affinity of
such person, the date and the identities of the parties to each transaction with a total value
in excess of $500.00, if any, that such person had with the political subdivision, other
than compensation received as an employee or payment of any tax, fee or penalty due to
the political subdivision, and other than transfers for no consideration to the political
subdivision.
2. The date and the identities of the parties to each transaction known to the person with a
total value in excess of $500.00, if any, that any business entity in which such person had
a substantial interest, had with the political subdivision, other than payment of any tax,
fee or penalty due to the political subdivision or transactions involving payment for
providing utility service to the political subdivision, and other than transfers for no
consideration to the political subdivision.
3. The mayor and the supply commissioner also shall disclose by May 1, or the appropriate
deadline as referenced in Section 105.487 Revised Statutes of Missouri, the following
information for the previous calendar year:
a. The name and address of each of the employers of such person from whom
income of $1,000.00 or more was received during the year covered by the
statement;
b. The name and address of each sole proprietorship that he owned; the name,
address and the general nature of the business conducted of each general
partnership and joint venture in which he was a partner or participant; the name
and address of each partner or co- participant for each partnership or joint venture
unless such names and addresses are filed by the partnership or joint venture with
the secretary of state; the name, address and general nature of the business
conducted of any closely held corporation or limited partnership in which the
person owned ten percent or more of any class of the outstanding stock or limited
partnership that is listed on a regulated stock exchange or automated quotation
system in which the person owned two percent (2 percent) or more of any class of
outstanding stock, limited partnership units or other equity interests;
c. The name and address of each corporation for which such person served in the
capacity of a director, officer or receiver.

SECTION FIVE. Filing of Reports.
A. The financial interest statements shall be filed at the following times, but no person is
required to file more than one financial interest statement in any calendar year;
1. Every person required to file a financial interest statement shall file the statement
annually not later than May 1st, or the appropriate deadline as referenced in Section
105.487 Revised Statutes of Missouri, and the statement shall cover the calendar year
ending the immediately preceding December 31st, provided that any such person may
supplement their financial interest statement to report additional interests acquired after
December 31st, of the covered year until the date of filing of the financial interest
statement.
2. Each person appointed to office shall file the statement within thirty (30) days of such
appointment or employment covering the calendar year ending the previous December
31st.
B. Financial disclosure reports giving the financial information required in Section Three shall
be filed with the Clerk of the Board of Aldermen and with the Missouri Ethics Commission.
The reports shall be available for public inspection and copying during normal business hours.
SECTION SIX. Filing of Ordinance.
The City Register shall send a certified copy of this ordinance to the Missouri Ethics
Commission within ten days of its approval.
SECTION SEVEN. Effective Date.
This ordinance shall be in full force and effect from and after the date of its passage and
approval and shall remain in effect until amended or repealed by the Board of Aldermen.
SECTION EIGHT. Emergency Clause. This being an Ordinance necessary for the immediate
preservation of public peace, health and safety, it is hereby declared to be an emergency
measure within the meaning of Sections 19 and 20 of Article IV of the Charter of the City of St.
Louis and therefore this Ordinance shall become effective immediately upon its passage and
approval by the Mayor.

BOARD OF ALDERMEN RULES 2026-2027 LEGISLATIVE SESSION
WHEREAS, according to the St. Louis City Charter Article IV, Section 8 and the St. Louis Revised Code
3.06.110 the Board of Aldermen may adopt Rules of its proceedings, subject to the Charter; and
WHEREAS, the adopted Rules requires the Board of Aldermen to adopt Rules at the beginning of each annual
session by a majority vote of all the members present at the first meeting of the regular session which is held on
the third Tuesday in April of each year; and
WHEREAS, each member of the Board of Aldermen has previously received a copy of the Rules of the Board
of Aldermen for the 2026- 2027 Legislative Session of the Board, and a copy of said rules is attached hereto.
NOW THEREFORE BE IT RESOLVED by the Board of Aldermen that the Board hereby adopts the Rules
of the Board of Aldermen, as attached, as the Rules of the Board of Aldermen for the 2026-2027 Legislative
Session of the Board.

RESOLUTION NUMBER 2
HIRING OF STAFF 2026-2027 LEGISLATIVE SESSION
WHEREAS, according to the Rules of the Board all employees of the Board of Aldermen, authorized by the
Charter and Ordinances to be selected by the Board, shall be reappointed by a majority vote of all the members
of the Board of Aldermen and such reappointment shall take place on the third Tuesday in April of each year, or
as soon thereafter as possible; (See City Charter, Art. IV, Sec. 6); and
WHEREAS, April 21, 2026 is the third Tuesday of April when the Board is directed by the Charter of the City
of St. Louis and its Rules to hold its annual session; and
WHEREAS, the Board of Aldermen shall appoint or reappoint its employees by a majority vote of all members
of the Board of Aldermen.

RESOLUTION NUMBER 3
PRINTING OF THE JOURNAL 2026-2027 LEGISLATIVE SESSION
WHEREAS, in accordance with its Rules and the Charter of the City of St. Louis the Board of Aldermen is
required to keep a Journal of its proceedings; and
WHEREAS, the Journal of its proceedings shall include the yea and nay votes and the names of the members
voting for and against a bill shall be entered on the Journal; and
WHEREAS, the proceedings of each meeting of the Board shall be published within five days in the paper or
papers doing the city publishing.
WHEREAS, at the annual meeting of the Board, which marks the beginning of each new Legislative Session,
the Board typically adopts a Resolution directing the Clerk to prepare the Index to the Journal, authorizes
expenditures of monies of the Journal and sets out maximum numbers to be printed; and
WHEREAS, this Resolution is written to accomplish the same goals set out in previous Resolutions of this kind
and nature; and
NOW THEREFORE BE IT RESOLVED by the Board of Aldermen that the Clerk of the Board of Aldermen
be authorized and directed to prepare the index to the Journal of the Board for the 2026 – 2027 Legislative
Session of the Board of Aldermen and that the Journal be prepared in both a bound and printed format in
numbers to be determined by the Clerk but in no event to exceed fifteen (15) copies total, and in an electronic
format; and
BE IT FURTHER RESOLVED that, if within one hundred twenty (120) days of the date of this Resolution,
the responsible parties handling printing contracts for Aldermanic printing and formatting have not submitted to
the Clerk and the officers of the Board an executed contract between the City and a responsible printer for the
binding of the Journals as aforesaid, which contract must include any prior years when the journals were not
bound, the Clerk of the Board is hereby authorized, with the approval of the Personnel and Administration
Committee, to solicit bids and enter into a printing and formatting contract on behalf of the Board for the
completion of the work called for herein and as provided by Section 8 of Article IV of the Charter of the City of
St. Louis.

RESOLUTION NUMBER 4
ALDERMANIC AND MAILING EXPENSE
2026-2027 LEGISLATIVE SESSION
WHEREAS, on this 21st day of April, 2026, the Board of Aldermen convenes for the annual meeting of the
2026-2027 Legislative Session of the Board as required by the City Charter, ordinance, and the Rules of the
Board of Aldermen; and
WHEREAS, it is the intent of the members of the Board to continue their ongoing service and community
engagement within their respective neighborhoods; and
WHEREAS, in the discharge of Aldermanic duties, it is often necessary for correspondence and
communication to occur between Alderpersons and various parties through the United States Postal Service;
and
WHEREAS, the Board of Aldermen acknowledges the need for such engagement and recognizes the
associated costs, both direct and incidental, of ensuring that residents are well-informed so they may
meaningfully participate in policy discussions and decision-making at the neighborhood level, and of better
informing themselves so that a more aware participation in the discharge of their duties may exist; and
WHEREAS, by utilizing mail sent at or by the Board, members agree that said mail shall be used exclusively
in the discharge of their respective Aldermanic duties; and
WHEREAS, Ordinance Number 61090 authorizes the payment of expense funds and Ordinance Number 60347
establishes the amount. Through this Resolution, the Board of Aldermen approves the expense payments and
mailing allowance for each Alderperson as outlined herein, to be issued as an ongoing periodic payment in the
amount and form specified, unless modified by future action of the Board.
NOW THEREFORE BE IT RESOLVED that this Board of Aldermen does hereby authorize an expense
allowance each pay period to each Alderperson and the President of the Board of Aldermen of an expense
allowance in the amount of four hundred sixteen dollars and 67/100 cents ($416.67) and an account credited
with the equivalent of two hundred (200) United States postage stamps per month of such denomination
required to mail a standard first-class business letter as a periodic payment to each Alderperson and directs the
Comptroller and the Treasurer of the City of St. Louis to issue their respective warrants and drafts to implement
the payment and issuance of said allowances as herein authorized, until further directed by this Board.

WHEREAS, Board of Aldermen Rule Number 63 adopted Tuesday, April 21, 2026 as a part of the Rules for
the Board’s 2026 - 2027 Legislative Session states as follows:
Rule 63 - Last Day for Introducing Bills
The President shall, upon approval of the Board of Aldermen by Resolution, establish the last day for
introducing bills; and
WHEREAS, President Megan Green established Friday, February 5th, 2027 as the last full Board of Aldermen
meeting before the Monday, April 19, 2027 Sine Die meeting, which will end the Board’s 2026-2027
Legislative Session; and
WHEREAS, President Megan Green plans to establish Friday, January 8, 2027 as the last day to introduce
Board Bills for the St. Louis Board of Aldermen’s 2026-2027 Legislative Session; and
WHEREAS, in accordance to Board Rule Number 63 the setting of Friday, January 8, 2027 as the last day to
introduce Board Bills for the 2026-2027 Legislative Session must be established by the approval of a Board of
Aldermen Resolution specifying a date.
NOW THEREFORE BE IT RESOLVED that by adoption of this Resolution, the Board of Aldermen
establishes Friday, January 8, 2027 as the last day to introduce Board Bills for the Board’s 2026-2027
Legislative Session.

RESOLUTION NUMBER 6
CONFLICTS OF INTEREST DISCLOSURE
WHEREAS, section 105.485 of the Revised Statutes of the State of Missouri provides that each official, officer
or employee or candidate of any political subdivision described in subdivision (11) of section 105.483 shall be
required to file an annual financial interest statement unless the political subdivision biennially by September
15th of the preceding year adopts an ordinance or resolution at an opening meeting, which establishes and
makes public its own method of disclosing potential conflicts of interest and substantial interests; and
WHEREAS, pursuant section 105.485, a policy for the disclosure of potential conflicts of interest and
substantial interests by the City of St. Louis officials, officers, employees, and candidates as described in
subdivision (11) of section 105.483 is established in Ordinance Number 71366; and
WHEREAS, to comply with the requirements of Chapter 105 of the Revised Statutes of the State of Missouri
the Board of Aldermen has adopted this Resolution to publicly make known the City’s policy and procedures
for the disclosure of potential conflicts of interest and substantial interests by City officials, officers, employees,
and candidates established in Ordinance Number 71366.
NOW THEREFORE BE IT RESOLVED by this Honorable Board of Aldermen of the City of St. Louis that
the provisions of Ordinance Number 71366, listed below, are adopted and affirmed by adoption of this
Resolution in recognition that transparency in government is fundamental to forming trust between City
officials, officers and employees and the individuals they serve, and the policy and procedures for disclosing
potential conflicts of interest and substantial interests established in Ordinance Number 71366 are therefore
necessary. We hereby direct the Clerk of the Board of Aldermen to send an official copy of this Resolution to
the Missouri Ethics Commission within ten days of the date of its adoption by the Board of Aldermen. We
further direct the Clerk of the Board of Aldermen to spread a copy of this Resolution across the minutes of these
proceedings and that it be published on the Board of Aldermen website and in The City Journal.
CITY OF ST. LOUIS ORDINANCE 71366
An ordinance repealing Ordinance 71025 concerning the establishment a policy for the
disclosure of potential conflicts of interest and substantial personal interests, and the reporting
of certain personal financial interests as required under Section 105.483(11) Revised Statutes of
Missouri, and in lieu thereof enacting a new ordinance reestablishing and affirming said policies
as required under Section 105.483(11), and containing an emergency clause.
SECTION ONE. Declaration of Policy.
The proper operation of municipal government requires that public officials and employees be
independent, impartial and responsible to the people; that government decisions and policy be
made in the proper channels of the governmental structure; that public office not be used for
personal gain; and that the public have confidence in the integrity of its government. In
recognition of these goals, there is hereby established a procedure for disclosure by certain
officials and employees of private financial or other interests in matters affecting the city.

SECTION TWO. Ordinance Number 71025 Repealed.
Ordinance Number 71025 concerning the establishment a policy for the disclosure of potential
conflicts of interest and substantial personal interests, and the reporting of certain personal
financial interests as required under Section 105.483(11) Revised Statutes of Missouri, and in
lieu thereof enacting a new ordinance reestablishing and affirming said policies as required
under Section 105.483(11) is hereby repealed.
SECTION THREE. Conflicts of Interest.
A. All elected and appointed officials as well as employees of a political subdivision must
comply with section 105.454 Revised Statutes of Missouri on conflicts of interest as well as any
other state law governing official conduct.
B. Any member of the board of aldermen who has a "substantial or private interest" in any
measure, bill, order or ordinance proposed or pending before such governing body must
disclose that interest to the clerk of the Board and such disclosure shall be recorded in the
Journal of the Board of Aldermen. Substantial or private interest is defined as ownership by the
individual, his spouse, or his dependent children, whether singularly or collectively, directly or
indirectly of:
1. Ten percent (10 percent) or more of any business entity; or
2. An interest having a value of $10,000 or more; or
3. The receipt of a salary, gratuity, or other compensation or remuneration of $5,000 or
more, per year from any individual, partnership, organization, or association within any
calendar year.
SECTION FOUR. Personal Financial Disclosure Reports.
A. Each elected official, candidate for elective office, the mayor, the supply commissioner, and
the city counselor shall disclose the following information by May 1st, or the appropriate
deadline as referenced in Section 105.487 Missouri Revised Statutes if any such transactions
were engaged in during the previous calendar year:
1. For such person, and all persons within the first degree of consanguinity or affinity of
such person, the date and the identities of the parties to each transaction with a total value
in excess of $500.00, if any, that such person had with the political subdivision, other
than compensation received as an employee or payment of any tax, fee or penalty due to
the political subdivision, and other than transfers for no consideration to the political
subdivision.
2. The date and the identities of the parties to each transaction known to the person with a
total value in excess of $500.00, if any, that any business entity in which such person had
a substantial interest, had with the political subdivision, other than payment of any tax,
fee or penalty due to the political subdivision or transactions involving payment for
providing utility service to the political subdivision, and other than transfers for no
consideration to the political subdivision.

3. The mayor and the supply commissioner also shall disclose by May 1, or the appropriate
deadline as referenced in Section 105.487 Revised Statutes of Missouri, the following
information for the previous calendar year:
a. The name and address of each of the employers of such person from whom
income of $1,000.00 or more was received during the year covered by the
statement;
b. The name and address of each sole proprietorship that he owned; the name,
address and the general nature of the business conducted of each general
partnership and joint venture in which he was a partner or participant; the name
and address of each partner or co- participant for each partnership or joint venture
unless such names and addresses are filed by the partnership or joint venture with
the secretary of state; the name, address and general nature of the business
conducted of any closely held corporation or limited partnership in which the
person owned ten percent or more of any class of the outstanding stock or limited
partnership that is listed on a regulated stock exchange or automated quotation
system in which the person owned two percent (2 percent) or more of any class of
outstanding stock, limited partnership units or other equity interests;
c. The name and address of each corporation for which such person served in the
capacity of a director, officer or receiver.
SECTION FIVE. Filing of Reports.
A. The financial interest statements shall be filed at the following times, but no person is
required to file more than one financial interest statement in any calendar year;
1. Every person required to file a financial interest statement shall file the statement
annually not later than May 1st, or the appropriate deadline as referenced in Section
105.487 Revised Statutes of Missouri, and the statement shall cover the calendar year
ending the immediately preceding December 31st, provided that any such person may
supplement their financial interest statement to report additional interests acquired after
December 31st, of the covered year until the date of filing of the financial interest
statement.
2. Each person appointed to office shall file the statement within thirty (30) days of such
appointment or employment covering the calendar year ending the previous December
31st.
B. Financial disclosure reports giving the financial information required in Section Three shall
be filed with the Clerk of the Board of Aldermen and with the Missouri Ethics Commission.
The reports shall be available for public inspection and copying during normal business hours.
SECTION SIX. Filing of Ordinance.
The City Register shall send a certified copy of this ordinance to the Missouri Ethics
Commission within ten days of its approval.
SECTION SEVEN. Effective Date.
This ordinance shall be in full force and effect from and after the date of its passage and
approval and shall remain in effect until amended or repealed by the Board of Aldermen.

SECTION EIGHT. Emergency Clause. This being an Ordinance necessary for the immediate
preservation of public peace, health and safety, it is hereby declared to be an emergency
measure within the meaning of Sections 19 and 20 of Article IV of the Charter of the City of St.
Louis and therefore this Ordinance shall become effective immediately upon its passage and
approval by the Mayor.
