Page 3 of 5 BOARD BILL NUMBER 29 INTRODUCED BY ALDERWOMAN SHAMEEM CLARK HUBBARD 1 An ordinance recommended by the Board of Estimate and Apportionment authorizing the City of 2 St. Louis Office of the Mayor’s Office of Recovery to accept Disaster Relief funding from the 3 Missouri Department of Public Safety and the Missouri Housing Development Commission; 4 appropriating said funds; authorizing the expenditure of such funds, to the extent received; 5 authorizing contracts and other documents to expend such funds, to the extent received; and 6 containing an Emergency Clause. 7 WHEREAS, the City of St. Louis has been awarded Disaster Relief funding of up to 8 $10,000,000 by the Missouri Department of Public Safety (“MDPS”) pursuant to a Funding 9 Agreement (the “MDPS Contract”); and 10 WHEREAS, the City of St. Louis has been awarded Disaster Relief funding of up to 11 $1,000,000 by the Missouri Housing Development Commission (“MHDC”) pursuant to a 12 Funding Agreement (the “MHDC Contract”); 13 BE IT ORDAINED BY THE CITY OF ST. LOUIS, MISSOURI, AS FOLLOWS: 14 SECTION ONE. 15 A. The City of St. Louis, by and through Office of the Mayor’s Office of Recovery, 16 is hereby authorized to accept up to Ten Million Dollars ($10,000,000) of Disaster Relief funding 17 from MDPS pursuant to the MDPS Contract for the purposes set forth therein. 18 B. The City of St. Louis, by and through the Office of the Mayor’s Office of 19 Recovery, is hereby authorized to accept up to One Million Dollars ($1,000,000) of Disaster 20 Relief funding from MHDC pursuant to the MHDC Contract for the purposes set forth therein. 21 SECTION TWO. Page 1 of 2 Board Bill Number 29 Clark Hubbard May 29, 2026 Page 4 of 5 1 A. There is hereby appropriated the sum of up to Ten Million Dollars ($10,000,000) 2 of MDPS funding to the Office of the Mayor’s Office of Recovery to the extent such funds are 3 received pursuant to the MDPS Contract. Each of the Mayor and the Chief Recover Officer, or 4 such person’s authorized designee, is hereby authorized to make, negotiate, and execute any and 5 all contracts or other documents on behalf of the City to expend such funds on behalf of the City 6 in accordance with the purposes detailed in the MDPS Contract to the extent such funds are 7 received. The Comptroller is authorized and directed to issue warrants to the Treasurer for 8 payment of all expenditures authorized in this Section provided that such warrants do not exceed 9 the total amount of funds appropriated by this Section. 10 B. There is hereby appropriated the sum of up to One Million Dollars ($1,000,000) 11 of MHDC funding to the Office of the Mayor’s Office of Recovery to the extent such funds are 12 received pursuant to the MHDC Contract. Each of the Mayor and the Chief Recover Officer, or 13 such person’s authorized designee, is hereby authorized to make, negotiate, and execute any and 14 all contracts or other documents on behalf of the City to expend such funds on behalf of the City 15 in accordance with the purposes detailed in the MHDC Contract to the extent such funds are 16 received. The Comptroller is authorized and directed to issue warrants to the Treasurer for 17 payment of all expenditures authorized in this Section provided that such warrants do not exceed 18 the total amount of funds appropriated by this Section. 19 SECTION THREE. This ordinance, being deemed necessary for the immediate 20 preservation of the public peace and safety, is declared to be an emergency ordinance under and 21 pursuant to Sections 19 and 20 of Article IV of the Charter of the City of St. Louis.
