The Chair called the meeting to order at 3:33 pm.
II. Roll Call
The Chair directed the Associate Clerk to call the roll, and the following members

6 between St. Vincent Avenue and Park Avenue on the 2700 block in the Gate District
7 neighborhood; and
8 WHEREAS, since this time approval date, the residents of this block shouldered the responsibility
9 of all surface-level maintenance and upkeep of this vacated alley, including any paving and pothole
10 maintenance; and
11 WHEREAS, property owners and nearby residents to this alley have indicated that they no longer
12 wish to continue the responsibility of maintaining this alley; and
13 WHEREAS, whereas in response to the community uplifting this need, this Ordinance aims to
14 restore all property rights, responsibilities, and obligations to the City of St. Louis.

5 SECTION ONE. There is hereby established a four-way stop site at the intersection of Cherokee
6 Street and Virginia Avenue regulating all traffic traveling in all directions at the intersection of
7 Cherokee Street and Virginia Avenue. The Director of Streets is hereby authorized and directed to
8 install stop signs at said location to regulate traffic approaching this intersection.
9 SECTION TWO. Emergency Clause. This being an Ordinance for the preservation of public
10 peace, health, and safety, it is hereby declared to be an emergency measure within the meaning of
11 Sections 19 and 20 of Article IV of the Charter of the City of St. Louis and therefore this Ordinance

Purpose of the Bill:
This bill authorizes and directs the City of St. Louis to let contracts and provide for design, right-
of-way acquisition, and construction for the Cass Avenue Multimodal Corridor Improvements
Phase 1 (Elliot to Tucker); Traffic Management Enhancements Ph. 9 (Skinker/McCausland from
Page to Canterbury, and Arsenal from McCausland to Ivanhoe); and Christy Greenway Ph. 2
(Holly Hills to Kingshighway).
The bill also authorizes the City of St. Louis to enter into supplemental agreements with the
Missouri Highway and Transportation Commission, Federal Highway Administration, utilities,
railroads, Bi-State Development Agency, Land Clearance for Redevelopment Authority (LCRA),
Great Rivers Greenway District (GRG), and other governmental agencies and parties as
necessary for the completion of the projects.
Project Description:
1. Cass Avenue Multimodal Corridor Improvements, Phase 1 (Elliot to Tucker):
The Cass Avenue Multimodal Corridor Improvements Phase 1 Project involves the
transformation of a 1.25 mile section of Cass Avenue from Elliot Avenue to Tucker Boulevard.
The project is designed to provide safe multimodal transportation choices and vital connections
to regional active transportation networks to support healthy, affordable neighborhoods, the new
National Geospatial-Intelligence Agency (Next NGA West) campus, K-12 school access, and
local businesses and institutions. With the reduction of traffic lanes, integration of traffic calming
measures, new lighting, and a continuous shared use path, the new Cass Avenue will meet the
needs of people that live and work along the corridor.
2. Traffic Management Enhancements, Phase 9:
This project involves upgrading twenty-one (21) traffic signals, monitoring cameras, and other
equipment along 4.6 miles of Skinker/McCausland from Page to Canterbury, and Arsenal from
McCausland to Ivanhoe. Fiber optic interconnection will be installed to provide system
connectivity along the corridor and the City’s Transportation Management Center (TMC), and to
allow for optimization of traffic signal timing. Work includes upgrading curb ramps and
crosswalks at intersections to be compliant with the American with Disabilities Act (ADA).
Also, the section of Skinker between Enright and Page will incorporate lane reductions and
improved pedestrian accessibility and connectivity.
3. Christy Greenway, Phase 2 (Holly Hills to Kingshighway)
This project extends the Christy Greenway approximately one mile along Christy Boulevard
from Holly Hills Avenue to Kingshighway Boulevard. The proposed multiuse trail will provide a
safe and comfortable environment through a raised concrete pathway separated from vehicular
traffic. An extension of the Christy Greenway will connect through several City neighborhoods,

and directly tie into the new bicycle lanes and intersection currently being constructed by the
City through American Rescue Plan Act funding on Kingshighway at Neosho.

15 SECTION TWO. The City of St. Louis (the “City”), by and through its Board of Public
16 Service, is hereby authorized and approved to let contracts and provide for the design, right-of-
17 way acquisition, construction, materials, and equipment for the Projects. The Board of Public
18 Service is authorized to employ labor and consultants, pay salaries, fees and wages, acquire any
19 and all said real and personal property rights and interests, in whole or in part, including
20 easements (by Lease, purchase, or otherwise), as necessary for completion of the Projects, and to
21 enter into supplemental agreements with the Missouri Highway and Transportation Commission,
22 Federal Highway Administration, utilities, railroads, Bi-State Development Agency, Land

1 Clearance for Redevelopment Authority (LCRA), Great Rivers Greenway District (GRG), and
2 other governmental agencies and parties as necessary for the completion of the Projects, all in
3 accordance with the Federal Transportation Equity Act for the 21st Century (23 U.S.C. § 110, et
4 seq.), with any contract containing sections for: description of work, material guarantees,
5 estimated expenditure allocations, fund reversion authorization, applicable federal and state wage
6 rate requirements, equal opportunity provisions, the Mayor’s Executive Orders, and contract
7 advertising statutes.
8 SECTION THREE. The work provided for herein shall be carried out in accordance with
9 detailed plans and specifications to be adopted and approved by the Board of Public Service
10 before bids are advertised therefor.
11 SECTION FOUR. All construction contracts let under the authority of this Ordinance shall
12 require payment of the prevailing hourly rate of wages for each craft or type of work required to
13 execute the contract as determined by the Missouri Department of Labor and Industrial
14 Relations, and requires adherence to a schedule of minimum wages as determined by the United
15 States Department of Labor. All contracts let in connection with the construction provided for
16 herein shall require contractor’s enrollment and participation in a federal work authorization
17 program and an affirmation that contractor does not knowingly employ unauthorized alien
18 employees pursuant to Sections 285.525 through 285.555 of the Revised Statutes of Missouri;
19 require contractor provide a ten-hour Occupational Safety and Health Administration
20 construction safety program for their on-site employees as required by the provisions of Section
21 292.675 of the Revised Statutes of Missouri (Prompt Payment/Retainage); require the furnishing
22 of a bond by every contractor on this public works project pursuant to provisions of Section

2 American); and requiring that all work provided herein shall be subject to, and in conformance
3 with all applicable statutes of Missouri, the City Charter, City ordinances including the
4 “Complete Streets Policy” (City Ordinance 71882), when applicable, and Revised Code of the
5 City, as amended, including any applicable City codes, rules, and regulations.
6 SECTION FIVE. All specifications approved by the Board of Public Service and contracts let
7 by authority of this Ordinance shall provide for compliance with the Disadvantaged Business
8 Enterprise utilization goals established by federal or state law or regulation.
9 SECTION SIX. All advertisements for bids pursuant to this Ordinance shall be subject to the
10 provisions of Section 8.250 of the Revised Statues of Missouri.
11 SECTION SEVEN. The total estimated cost of the Projects is Thirty Million, Three Hundred
12 Thousand Dollars ($30,300,000.00). There is hereby appropriated the total estimated cost of the
13 Projects of Thirty Million, Three Hundred Thousand Dollars ($30,300,000.00) from various
14 sources including the Infrastructure Investment and Jobs Act (IIJA), and its predecessors,
15 including the federal Transportation Equity Act for the 21st Century (23 U.S.C. § 110, et seq.);
16 and the Local Match sources including FY 2025 and FY 2026 Citywide Capital Road & Bridge
17 Funds; Citywide Capital Road & Bridge Funds to be appropriated in subsequent years; FY 2024
18 Community Project Funding Grant implemented through the US Department of Housing and
19 Urban Development; Land Clearance for Redevelopment Authority (LCRA) Annual
20 Appropriation Redevelopment Bonds; and, One-Half Cent Ward Capital Funds. The estimated
21 project costs are further broken down as follows:

7 D. The federal funds shall be appropriated from the Federal Aid to Urban Program Match
8 Share Fund, also known as the Federal Aid to Urban Program Revolving Fund, established
9 by Ordinance 56931, and the remaining Local Match share shall be appropriated from funds
10 identified and collected from the sources identified in this document or in subsequent
11 appropriation ordinances. Said improvements shall be contracted and executed in parts as
12 funds are accrued in the Match Share Fund and are adequate to pay the City’s share of the
13 cost.
14 SECTION EIGHT. The Comptroller of the City is hereby authorized and directed to draw
15 warrants from time to time and disburse funds appropriated by this Ordinance. It is recognized
16 that the costs of the Projects may exceed the current estimated costs, and, therefore, the
17 Comptroller is further authorized and directed to receive and disburse funds received by the City
18 for the Projects in addition to those specified in this ordinance, upon the signature and
19 certification of vouchers by the President of the Board of Public Service. Reimbursement funds
20 received shall be deposited into the Federal Aid to Urban Program Match Share Fund,
21 established by Ordinance 56931.
22 SECTION NINE. The Board of Public Service is hereby authorized to accept on behalf of the
23 City monetary donations from other governmental agencies and others to assist in paying for the

1 work authorized in this Ordinance. Funds received shall be deposited into the appropriate Project
2 account.
3 SECTION TEN. This being an Ordinance providing for public work and improvement, it is
4 hereby declared to be an emergency measure as defined in Article IV, Sections 19 and 20 of the
5 City Charter and shall become effective immediately upon its passage and approval by the
6 Mayor of the City.
