Call to Order The Chair called the meeting to order at 3:3 pm. II. Roll Call The Chair directed the Associate Clerk to call the roll, and the following members answered to their names: Ms. Boyd, Ms. Clark-Hubbard, Ms. Schweitzer, Mr. Devoti, Ms. Cox Antwi, and Mr. Browning. 6 members were present. A quorum was established. III. Approval of Minutes The Chair stated they would entertain a motion to approve the minutes of the Wednesday, December 10, 2025, committee meeting. Ms. Schweitzer moved to approve the minutes of the Wednesday, December 10, 2025, committee meeting. Seconded by Ms. Clark-Hubbard. The Chair directed the Associate Clerk to call the roll on the motion to approve the Wednesday, December 10, 2025, committee meeting minutes. The Associate Clerk called the roll and the following votes were recorded: The following voted Aye: Ms. Boyd, Ms. Clark-Hubbard, Ms. Schweitzer, Mr. Devoti, Ms. Cox Antwi, and Mr. Browning. 6 Aye votes were cast. Board Bills for Review (The Committee will discuss and take public comment on the following) Item Number 1 Board Bill Number 115 Introduced by Michael Browning An ordinance, recommended by the Board of Estimate and Apportionment, appropriating funds totaling Five Million Dollars ($5,000,000) from those received into the City’s Capital fund pursuant to Ordinance Number 60419 as amended by Ordinance Number 61250 representing a portion of the one-half of the operating balance of the General Fund from the preceding fiscal year for the purposes of funding capital maintenance and improvements to the City’s flood wall as hereinafter detailed and containing an emergency clause. The Chair handed the meeting over to the Vice-Chair so he could speak on Board Bill Number 115. Mr. Browning provided information on Board Bill Number 115 and why it is important After no further comments from Ms. Tyus, the Chair opened the discussion up to the committee. The Committee asked questions. Ms. Boyd made a motion to En Banc Board Bill Number 115 Seconded by Ms. Cox-Antwi. Previous roll requested by Ms. Boyd Hearing no objection to the request for previous roll, the Chair stated Bord Bill Number 115 has been En Banc. The Associate Clerk recorded the following from the previous roll: The following voted Aye: Ms. Boyd, Ms. Clark-Hubbard, Ms. Schweitzer, Mr. Devoti, Ms. Cox Antwi, and Mr. Browning. 6 Aye votes were cast. After no further comments from the committee, the Vice-Chair recognized Mr. Browning to close. Mr. Browning asked for a Do Pass recommendation on Board Bill Number 115 The Vice- Chair stated he would entertain a motion to pass Board Bill Number 115 out of committee with a Do Pass Recommendation Mr. Devoti moved to pass Board Bill Number 115 out of committee with a Do Pass Recommendation Seconded by Ms. Clark-Hubbard Previous roll requested by Ms. Boyd Hearing no objection to the request for previous roll, the Chair stated that Board Bill Number 115 has been passed out of committee with a Do Pass Recommendation. Committee Discussions (The Committee will discuss and take public comment on the following) Presentation from the Water Division The Chair recognized Niral Patel, Director of Public Utilities, Water Division Commissioner. Page 5 of 9 Mr. Patel provided a presentation to the committee about the issues facing the Water Department. After no further comments from the presenter, the Chair opened the discussion up to the public. 1. LOUIS, AS FOLLOWS: 5 SECTION ONE. Pursuant to Ordinance Number 70333 as amended by Ordinance Number 6 71394 the Director of Streets is hereby directed to install speed humps to calm the flow of traffic 7 on 5900 block of Kingsbury Avenue in the 10th ward as follows: 8 1. Speed Humps shall be installed on the 5900 Block of Kingsbury Avenue.
