I. Call to Order
The Chair called the meeting to order at 3:33 pm.
II. Roll Call
The Chair directed the Associate Clerk to call the roll, and the following members
answered to their names: Ms. Clark-Hubbard, Ms. Schweitzer, Mr. Devoti, Ms. Cox
Antwi, and Mr. Browning. 5 members were present. A quorum was established.
III. Approval of Minutes
The Chair stated they would entertain a motion to approve the minutes of the Wednesday,
January 14, 2026, committee meeting.
Ms. Cox-Antwi moved to approve the minutes of the Wednesday, January 14, 2026,
committee meeting.
Seconded by Ms. Schweitzer.
The Chair directed the Associate Clerk to call the roll on the motion to approve the
Wednesday, January 14, 2026, committee meeting minutes.

The bill directs the Director of Streets to install speed humps pursuant to Ordinance
Number 70333 as amended by Ordinance Number 71394 to calm the flow of traffic on the
5900 block of Kingsbury Ave.
The Chair recognized Ms. Clark-Hubbard n Board Bill Number 114.
Ms. Clark-Hubbard asked for a favorable on Board Bill Number 114
After no further comments from Ms. Keys, the Chair opened the discussion up
to the committee.
The committee had no questions.
The Chair recognized Ms. Clark Hubbard s to close.
Ms. Clark-Hubbard asked the committee for favorable consideration and a Do Pass
Recommendation on Board Bill Number 114.
The Chair stated he would entertain a motion to pass Board Bill Number 114 out of
committee with a Do Pass Recommendation.

1 An Ordinance establishing a three-way stop site at the intersection of Shenandoah Avenue and
2 Virginia Avenue in the Tower Grove East neighborhood in the Seventh Ward to regulate traffic
3 traveling in all directions; and containing an emergency clause.
4 BE IT ORDAINED BY THE CITY OF ST. LOUIS AS FOLLOWS:
5 SECTION ONE. There is hereby established a three-way stop site at the intersection of
6 Shenandoah Avenue and Virginia Avenue regulating all traffic traveling in all directions at the
7 intersection of Shenandoah Avenue and Virginia Avenue. The Director of Streets is hereby
8 authorized and directed to install stop signs at said location to regulate traffic approaching this
9 intersection.
10 SECTION TWO. Emergency Clause. This being an Ordinance for the preservation of public
11 peace, health, and safety, it is hereby declared to be an emergency measure within the meaning of
12 Sections 19 and 20 of Article IV of the Charter of the City of St. Louis and therefore this Ordinance
13 shall become effective immediately upon its passage and approval by the Mayor.
